RESOLUTION N0. 51
A RESOLUTION OF TEE CITY COUNCIL OF T19 CITY
OF EL SEGUNDO, CALIFORNIA, ARMING RESOLUTION
NO. 503 OF SAID CITY, BY AMENDING THE "SPECIFI-
CATIONS NO. 1940 -A FOR FIRE APPARATUS AND
E04UIPMENT, CITY OF EL SEGUNDO, CALIFORNIA."
THEREIN REFERRED TO, IN CERTAIN PARTICULARS.
The City Council of the City of E1 Segundo, California,
does resolve, declare and determine as follows:
SECTION 1. That those certain specifications known
and designated as "Specifications No. 1940 -A for Fire Apparatus
and Equipment, City of E1 Segundo, California. ", adopted by the
City Council of the City of E1 Segundo, California, on the 24th
day of July, 1940, in and by Resolution No. 503 of said Council,
entitled:
"A RESOLUTION OF THE CITY COUNCIL OF TIE CITY
OF EL SEGUNDO, CALIFORNIA, ADOPTING 'SPECIFICA-
TIONS NO. 1940 -A FOR FIRE APPARATUS AND EQUIPMENT,
CITY OF EL SEGUNDO, CALIFORNIA. ",
shall be and the same are hereby amended in the following par-
titulars, to -wit:
First:
The following sentence is added immediately follow-
ing the language now appearing under the heading "STORAGE
BATTERIES: "in said specifications, to -wit:
"Plug -in sockets for charging batteries shall be
installed at a convenient accessible location."
Second:
The paragraph entitled, "WIDTH: "in said specifications
is amended to read as follows:
"WIDTH;
Over -all width of apparatus shall comply with the
provisions of The Vehicle Code of the State of California,

respecting the width of Motor Vehicles."
Third:
The following sentence is added immediately
following the language now appearing under the heading,
.,AXLE RATIO: "in said specifications, to -wit:
"Gear shift lever to be equipped with a device
for positively holding lever in neutral position during
all of time pump is in operation, such device to be
adaptable to quick release without use of keys or tools."
Fourth:
The following sentence is added immediately follow-
ing the language now appearing under the heading "WHEELS:"
in said specifications, to -wit:
"One spare wheel and one spare front tire and
tube shall be furnished."
Fifth:
The paragraph entitled, "LETTERING: "in said speci-
fications, is amended to read as follows:
"LETTERING:
Lettering to be of gold leaf and shaded; size
of letters to be in keeping with the apparatus and to
be lettered: "Engine Co. No. 3 E1 Segundo Fire Dep't."
such lettering to be placed on both sides of apparatus
at points to be designated by Fire Chief."
Sixth:
The paragraph entitled, "ELECTRIC LIGHTS:" in said
specifications, is amended to read as follows:

One search light, two headlights, two side or
dash lights, two rear swivel lights, tail lights, stop
light, gauge and underhood lights, and one 'Light from

Mars' or its equal shall be furnished and satisfactorily
mounted on the front of ladder canopy."
Seventh:
The paragraph entitled, "EQUIMNT HOLDERS:" in said
specifications is amended to read as follows:
"EQUIPMENT HOLDERS:
Suitable holders, boxes or other attachments shall
be provided for such tools and equipment as the purchaser
shall enumerate in the special provisions hereof. Equip-
ment holders shall be strong and firmly attached and so
designed that equipment will remain in place under all
conditions and yet permit of quick adjustment and removal
of equipment for use."
Eighth:
The paragraph entitled, "FIRE PUMP:" in said speei-
fications is amended to read as follows:
"FIRE PUMP%
The fire pump shall be of the centrifugal type, two
or more stages series parallel. It shall be of bronze
and carefully designed in accordance with the best modern
practice. The suitability of materials used, the propor-
tions of parts and waterways, clearances, absence of air
pockets and flat surfaces under pressure and freedom from
vibration and pulsations from water pressure when running
at all speeds will be considered in judging the excellence
of the design. Pump connections shall be designed to
stand a hydrostatic pressure of 600 pounds.
Protection against corrosion and provisions for wear
and adjustment must be ample and thorough.
The pump must be capable of delivering not less than
750 gallons of water per minute against a net pump pressure

of 150 pounds per square inch, one half of this
quantity at 200 pounds net pressure and one third of
the same at 250 pounds net pressure, when drafting water
with a lift of 10 feet. Pump must be able to take suction
with a lift of 18 feet in 30 seconds with a dry pump.
Pumps of larger capacity and corresponding or greater
efficiency, which will meet Board of Fire Underwriterb
requirements, will be considered.
The pump shall be provided with the following
connections and equipment: Two side suction inlets of
a size ample for the rated capacity, removable strainers
to be provided inside each inlet; threads to be suitable
for the suction sizes specified for drafting and suitable
adapters for the suction sizes to be carried shall also
be provided."
Ninth:
The paragraph entitled, "rMING TEST:* in said
specifications is amended to read as follows:
"PUMPING TEST:
The pumping test shall be made in accordance with
the method of the National Board of Fire Underwriters for
Acceptance pumping tests. Adequate proof must be furnish-
ed that the pumper is of a type that has passed a twelve
hour test similar to that prescribed for new types by the
National Board of Fire Underwriters. Further, it is
specified that no pumper shall be considered that does
not meet the requirements of these specifications even
though its type has passed the twelve hour test. Addi-
tional proof must be furnished that the pumper has been
run in before delivery for an adequate period and not
less than four hours.

The pumping test for acceptance shall include
the observation of all features concerning pumping
operation that have been specified herein. The
pumping test shall consist of pumping at the full
rated capacity of the pump, as represented by the
successful bidder, and in accordance with fire pump
test specifications of the Board of Fire Underwriters,
against a net pump pressure of 150 pounds for a con-
tinuous period of two hours, with a suction lift not
to exceed but preferably to amount to ten feet, follow-
ed by two one -half hour periods of continuous pumping
during one of which at least one half of the full
capacity at a net pressure of 200 pounds per square
inch shall be delivered, and during the remaining one
half hour, one third of the full capacity shall be
delivered at 250 pounds net pump pressure. The stops
between tests to be only such as are necessary for
changing hose and nozzles. During and after tests the
pump, motor, transmission and all other parts of the
machine shall show no undue heating, excessive strain
or vibration and motor shall show no loss of power,
over -speed or other defect.
The suction hose shall consist of two ten foot
lengths and shall not be less than four and one -half
inches nor more than six inches in diameter. Suitable
adapters shall be provided for attaching suction hose to
four inch male hydrant outlets."
Tenth:
The following sentance is added immediately follow-
ing the language now appearing in the second paragraph,
under the heading, "BODY:" in said specifications, to -wit:

"Cat walks are to be placed between hose bed
and truck sides. Ladders are to be placed over hose
bed in metal canopy, and roof ladder is to be mounted
over the 35' extension ladder."
Eleventh:
That that certain item which now appears under
the heading "EQUIPMENT:" in the following language,
"1 - Homelight Generator - 1000 Watt Capacity
with 2 flood lights and 1 spotlight. ",
shall be and the same is hereby amended so as to read
as follows:
"l - Homelight or equal Generator - 1000 :Matt
Capacity A. C., 5 outlets, filter and breeze shield
with 2, 14" diameter flood lights, 500 Watts, and one
spot light 250 watts, all trunion mounted."
Twelfth:
That that certain item which now appears under the
heading "EQUIPME[QT7" in the following language,
''1 - 15 pound Carbon Dioxide type extinguisher ",
shall be and the same is hereby amended so as to read
as follows:
"l - 15 pound Carbon Dioxide Valve type extinguisher ".
Thirteenth:
That the following item is hereby added to the items
to be furnished under the heading "EQUIPMENT:" in said
specifications, to -wit:
"300 feet of 16 gauge, Tirex or equal, rubber covered
extension cord."
Fourteenth:
That the following item mentioned under the heading

of "EQUIPMENT:" in said specifications, is hereby
eliminated from said specifications, and shall not
be furnished, to -wit:
"2 - Four inch hard suction hose (10 feet long)"
SECTION 2. That said Resolution No. 503 is hereby
amended as hereinabove in Section 1 of this resolution set
forth.
SECTION 3. That the City Clerk shall certify to
the passage and adoption of this resolution; shall enter
the same is the book of resolutions of said city, and shall
make a minute of the passage and adoption thereof in the
records of the proceedings of the City Council of said City,
in the minutes of the meeting at which the same is passed
and adopted.
Passed, approved and adopted this 28th day of
August, A. D., 1940.
