RESOLUTION W. 502
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO. CALIFORNIA, PROVIDING FOR THE
APPOINTMENT OF CERTAIN STANDING COfuItR.ITTEES OF
SAID COUNCIL, AND REFEALING RESOLUTION NO. 1
OF TIM BOARD OF TRUSTEES OF SAID CITY.
The City Council of the City of E1 Segundo, California,
does resolve, declare, determine and order as follows:
SECTION 1. Appointment of Committees:
At the beginning of each term following the general
municipal election, held in April of each even numbered year,
the Mayor shall appoint the following committees:
1. Public Safety Committee
2. Finance and Records Committee
3. Public Service Committee
4. Public Works Committee.
Each committee shall consist of one member of the
City Council beside the Mayor, who shall be ex- officio a member
Of all committees.
Appointments shall be made by the Mayor so that each
member of the City Council will be assigned a committee. All
appointments of committees made by the Mayor shall be subject
to the approval of the City Council. The Mayor shall have the
right at any time, subject to the approval of the Council, to
change the appointees to any and all of the respective committees.
The Mayor, being ex- officio a member of all committees,
may deliberate and act with any committee on any matter which may
be considered by or be referred to such committee, but his
signature to any committee report approval, recommendation or
action, shall not be required.

SECTION 2. Jurisdiction of Committees:
1. The Public Safety Committee shall have supervisory
jurisdiction over matters pertaining to fire protection, police
protection, court trials, estrays and public health. Said committee
shall, subject to the general control and authority of the City
Council, have general supervision of the fire department, the
police department, the health department and the City Judge.
2. The Finance and Records Committee shall have super-
visory jurisdiction over matters pertaining to assessing, tax
collecting, accounting, auditing and disbursing of city funds,
and other matters pertaining to the keeping of municipal records
and the printing of ordinances. said committee shall, subject
to the general control and authority of the City Council, have
general supervision of the City Clerk, the City Treasurer, and
the assessing and tax collecting agencies of the City.
3. With the exception of the water department, the
Public Service Committee shall have supervisory jurisdiction
over matters pertaining to public service, gas, electricity, 4-
transportation, franchises, licenses,and building permits and
regulations, public utilities, public recreation and legal advice.
Said committee shall, subject to the general control and authority
of the City Council, have general supervision of the building,
plumbing and electrical departments and inspectors of the City,
and of the Legal Department.
4. The Public Works Committee shall have supervisory
jurisdiction over matters pertaining to streets, sidewalks,
parks, repairs, construction tools and machinery, public build-
ings and city lands, and over the municipal water system and
department. Said committee shall, subject to the general control
and authority of the City Council, have general supervision of
the City Engineer, Water Superintendent and Street Superintendent,
and their respective departments.
SECTION 3. Duties:
Each committee shall keep in touch with the various

officers and departments under its supervisory jurisdiction and
from time to time shall report to the City Council with refer -
enee thereto. Each committee shall have power to make reasonable
rulings for the administration of the departments and activities
over which it has such jurisdiction, and to take such steps
and action as may be reasonably necessary to meet emergencies
as they may arise in such respective departments, but all
committee action shall be subject to the approval of the City
Council. Each committee shall carefully consider and promptly
report upon all matters which may be referred to such committee
by the City Council.
SECTION 4. -hat Resolution No. 1 of the Board of
Trustees of the City of E1 Segundo, entitled:
"A RESOLUTION OF THE BOARD OF TRUSTEES OF
TEE CITY OF EL SEGUNDO PROVIDING MR THE
APPOINTMENT OF CERTAIN STANDING 00MMITTELS
OF SAID BOARD . ° ,
shall be and the same is hereby repealed.
SECTION 5. That this resolution shall take effect
immediately.
SECTION 6. That the City Clerk shall certify to the
passage and adoption of this resolution; shall cause the
original of the same to be entered in the book of resolutions
of the said City of E1 Segundo, and shall make a minute of the
passage and adoption thereof in the records of the proceedings
of the City Council of said city, in the minutes of the meeting
at which the same is passed and adopted.

I, Victor D. McCarthy, City Clerk of the City of
El Segundo, California, do hereby certify that the whole number
of members of the City Council of the said city is five; that
the foregoing resolution, being Resolution No. 502 , was passed
and adopted by the said City Council, approved and signed by the
Mayor of said city and attested by the City Clerk of said city,
all at a regular meeting of the said City Council held on the
3rd day of July , A. D., 1940, and that the same was
so passed and adopted by the following vote, to -wit:
AYES: Councilmen Hesser, Love, Selby and Mayor Binder
