RESOLUTION NO. 498.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, AUTHORIZING AND
ORDERING THE FILING OF AN APPLICATION ON THE
PART OF SAID CITY TO PURCHASE FROM THE COUNTY
OF LOS ANGELES CERTAIN TAX DEEDED PROPERTY
WITHIN SAID CITY; AUTHORIZING AND INSTRUCTING
THE MAYOR AND CITY CLERK OF SAID CITY TO
EXECUTE THE AGREEMENT BETWEEN SAID CITY AND
SAID COUNTY FOR SUCH PURPOSE, SUBJECT TO THE
APPROVAL OF THE STATE CONTROLLER OF THE STATE
OF CALIFORNIA; AND AUTHORIZING THE SPECIAL
CITY ATTORNEY OF SAID CITY TO PREPARE AND PRE-
SENT THE NECESSARY FORM OF APPLICATION, QUESTION-
NAIRE, AND ANY AND ALL DOCUMENTS NECESSARY IN
THE PREMISES, AND TO ATTEND TO ANY AND ALL
FUTURE DETAILS IN CONNECTION WITH SAID MATTER.
THAT WHEREAS, those certain parcels of real property
situated in the City of E1 Segundo, more particularly described
as Lots 11 2, 3, and 6, Block 42, as per map recorded in Book
20, Page 22 of Maps, Records of Los Angeles County, California,
were heretofore, an the let day of July, 1937, deeded to the
State of California for non - payment of taxes which had been
legally levied and which were a lien upon said parcels of real
property; and,
WHEREAS, that certain parcel of real property situated
in the City of E1 Segundo, more particularly described as Lot
36, Block 42, as per map recorded in Book 22, Page 54 of Maps,
Records of Los Angeles County, California, was heretofore, on the
1st day of July, 1937, deeded to the State of California for non-
payment of taxes which had been legally levied and which were a
lien upon said parcel of real property; and,
WIIEREAS, that certain parcel of real property situated
in the City of E1 Segundo, more particularly described as Lot
37, Block 42, as per map recorded in Book 22, Page 54 of Maps,
Records of Los Angeles County, California, was heretofore, on the
15th day of July , 19 35, deeded to the State of Calif-

ornia for non - payment of taxes which had been legally levied
and which were a lien upon said parcel of real property; and,
WHEREAS, said taxes so levied upon said parcels of
real property, the non - payment of whcih caused said property
to be deeded to the State of California, including taxes levied
by the City of E1 Segundo which were to be collected by the
County officials of the County of Los Angeles; and,
WHEREAS, said parcels of property yield no revenue,
either to the City of E1 Segundo, or to the County of Los Angeles,
or to any school district or other political subdivision of the
State of California because of the fact that said parcels have
heretofore been sold to the State of California and are no
longer on the tax rolls; and,
WHEREAS, the City of E1 Segundo is desirous of obtain-
ing title to said parcels of property for a public purpose, to-
wit, for a City Hall site; and,
WHEREAS, it is believed by the Council of the City of
E1 Segundo that the acquisition of said parcels of property by
the City can best be accomplished by an agreement to purchase
tax deeds thereto, pursuant to Sections 3897.3 and 3897d of the
Political Code of the State of California;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEG-
UNDO DOES RESOLVE, DECLARE AND DETERMINE AS FOLLOWS:
SECTION 1. That the Mayor of the City of E1 Segundo
is hereby authorized and ordered to subscribe the name of the
City to an application to the Board of Supervisors of Los Angeles
County, for an agreement to purchase the tax deeds to those
certain parcels of real property situated within the City of
E1 Segundo, and more particularly described as follows:

SECTION 2. That the Mayor is hereby authorized and
directed to subscribe the name of the City of E1 Segundo to an
agreement with the Board of Supervisors of the County of Los
Angeles, subject to the approval of the State Controller of the

I, Victor D. McCarthy, City Clerk of the City of
E1 Segundo, California, do hereby certify that the whole
number of members of the City Council of the said City is
five; that the foregoing resolution, being Resolution No.
498 , was passed and adopted by the said City Council,
approved and signed by the Mayor of said City and attested
by the City Clerk of said City, all at a regular meeting
of said Council held on the 22nd day of May, 1940, A.D.,
and that the same was so passed and adopted by the follow-
ing vote:

State of California, to purchase said parcels of property here-
tofore described in SECTION 1, which said agreement shall con-
tain the provision that the purchase price of each of said
parcels of property shall be the sum of Five Dollars 0 5.00);
and the City Clerk is hereby authorized and directed to attest
the same, and to affix thereon the seal of the City.
SECTION 3. That the Special City Attorney be, and he
is hereby authorized to take such steps and proceedings, t o
make such arguments, to prepare questionnaires and any and all
documents necessary, and to take such action as, in his opinion,
may be indicated, required or advisable in order to accomplish
the purposes as set out in said application, and as contemplated
by law, and to preserve and protect the interests of the City.
SECTION 4. The said agreement shall be approved by
the City Attorney and the Special City Attorney as to form.
SECTION 5. That the City Clerk shall certify to the
passage and adoption of this resolution, shall enter the same
among the original resolutions of said City, shall make a minute
of the passage and adoption thereof in the records of the pro-
ceedings of the City Council of said City, in the minutes of the
meeting at which the same is passed and adopted, shall attach
a certified copy of this resolution to the original application
heretofore referred to and shall forward a certified copy of this
resolution to the Special City Attorney.

TO THE HONORABLE BOARD OF SUPERVISORS OF THE COUNTY
OF IDS ANGELES; TO THE HONORABLE H.L. BYRAM, County Tax Collector
of the County of Los Angeles; and to the HONORABLE HARRY B. RILEY$
State Controller:
Comes now the City of E1 Segundo, a municipal corpo-
ration, and a political subdivision of the State of California,
and files this, its Application to purchase the State's title
to the hereinafter described parcels of real property, and with
respect thereto alleges:
1. That said parcels of real property are situated in
the City of E1 Segundo, County of Los Angeles, State of Calif-
ornia, and are more particularly described in the Schedule
attached hereto, which Schedule is hereby made a part hereof.
2. That said parcels of real property were heretofore
sold to the State of California for the non - payment of taxes
which had been legally levied and were a lien upon said property;
that thereafter said parcels of property were deeded to the State
of California, no redemption havinH been made by any person
entitled to redeem.
3. That said taxes so levied upon said parcels of real
property, the non - payment of which caused said property to be
deeded to the State of California, included taxes levied by the
City of E1 Segundo, which were to be collected by the County
officials of the County of Los Angeles.
4. That said parcels of property yield no revenue
either to the City of E1 Segundo, or to the County of Los Angeles,
or to any school district or other political subdivision of the
State of California, because of the fact that said parcels In ve

heretofore been sold to the State of California, and are no
longer on the tax rolls.
5. That the City of El Segundo is desirous of obtain-
ing title t o said parcels of property for a public purpose, to-
wit, for a City Hall site.
6. That in the opinion of the City Council, the acqui-
sition of said parcels of property by the City can best be
accomplished by an agreement to be made and entered into by and
between the City and the Board of Supervisors of the County of
Los Angeles, to purchase the tax deeds thereto, as provided by
Sections 3897.3 and 3897d, Political Code of the State of Calif-
ornia.
7. That the Supreme Court of the State of California
did, on February 25, 1935, approve the constitutionality of the
said Political Code Section 3897d.
8. That the City of E1 Segundo, being fully advised in
respect to all of the matters heretofore set out, does hereby
offer and agree to enter into an agreement with the Board of
Supervisors of Los Angeles County to purchase said parcels of
real property heretofore described, for the sum of Five Dollars
($5.00) for each of said parcels, said agreement to further pro-
vide that the City of E1 Segundo shall pay the necessary ex-
penses of entering into said agreement, including costs of giving
notice and other costs, as provided by Section 3897d, Political
Code of the State of California.
WHEREFORE, the City of El Segundo prays that this
Application be granted.

in the City of E1 Segundo, more particularly described as Lot
37, Block 42, as per map recorded in Book 22, Page 54 of Maps,
Records of Los Angeles County, California, was heretofore, on the

cels of property to the City of E1 Segundo;
NOW, THEREFORE, IT IS HEREBY MUTUALLY AFREED AS
FOLLOWS:
1. That as provided by Section 3897d, Political Code,
the cost of the giving of the notice of this agreement shall be
paid by the City of El Segundo.

2. That the City shall buy and pay for said parcels
of real property hereinafter described upon the following terms
and conditions: that said City shall pay to the County Tax
Collector of said County the sum of Five Dollars ($5.00) for
each of said parcels of real property; upon receipt by the Tax
Collector of said sums, said Tax Collector shall make, execute,
and deliver to said City deeds t o said parcels of real property
in substantially the form set forth in said Section 3897d, Polit-
ical Code. In the event any parcel is redeemed before the City
of E1 Segundo has complied with all of the terms of the purchase
herein set forth, this agreement shall be ineffectual as to such
parcel.
3. The real property which is the subject of this
agreement is the property described as follows:

STATE OF CALIFORNIA, of the STATE'S TITLE
TO FOUR PARCELS OF REAL PROPERTY WITHIN SAID
CITY DESIRED BY THE CITY FOR A PUBLIC PURPOSE.
THIS AGREEMENT, made this day of ,
1940s by and between the Board of Supervisors of the County of
Los Angeles, State of California, and the City of E1 Segundo, a
municipality of the State of California, subject to the approval
of the State Controller of the State of California.
W I T N E S S E T H:
THAT WHEREAS, those certain parcels of real property
situated in the City of El Segundo, County of Los Angeles, State
of California, more particularly described as Lots 1, 29 3, and 6.
Block 42, as per Map recorded in Book 20, Page 22 of Maps, records
of Los Angeles County, California, were heretofore, on the First
day of July, 1937, deeded to the State of California for non-
payment of taxes which had been legally levied by the duly con-
stituted authorities of said County, and which were a lien upon
said property, and also whereas said property had been sold and
deeded for delinquent taxes to said City within the meaning of
Section 3897d of the Political Code of the State of California,
as provided by Section 3897.3 of said Political Code, and said
State now holds the same under tax deeds; and,
WHEREAS, said taxes so levied upon said parcels of
real property, the non - payment of which caused said property
to be deeded to the State of California, included taxes levied
by the City of El Segundo which were to be collected by the
County officials of the County of Los Angeles; and,
WHEREAS, said parcels of property yield no revenue,
either to the City of E1 Segundo, or to the County of Los Angeles,
or to any school district or other political subdivision of the

State because of the fact that said parcels, have heretofore been
sold to the State of California and are no longer on the tax
rolls; and,
WHEREAS, the City of El Segundo is desirous of obtain-
ing title to said parcels of property for a public purpose,
to -wit, for a City Ha;l site; and,
WHEREAS, it is believed by the Council of the City of
E1 Segundo that the acquisition of said parcels of property by
the City can best be accomplished by an agreement to purchase
tax deeds thereto, pursuant to Sections 3897.3 and 3897d of
the Political Code of the State of California; and,
WHEREAS, in the judgment of the Board of SupeMisors
it would be to the best interest of the County of Los Angeles

and 3897.3 of the Political Code of California, the said City
shall purchase from the State of California its title to the
hereinafter described property.
2. That as provided by Section 3897d, Political Code,
the cost of the giving of the notice of this agreement shall be
paid by the City of E1 Segundo.
3. That the City shall buy and pay for said parcels
of real property hereinafter described upon the following terms
and conditions: That said City shall pay to the County Tax
Collector of said County the sum of Five Dollars ($5900) for
each of said parcels of real property; upon receipt by the Tax
Collector oY said sums, said Tax Collector shall make, execute,
and deliver to said City deeds to said parcels of real property
in substantially the form set forth in said Section 3897d, Polit-
ical Code. In the event any parcel is redeemed before the City
