RESOLUTION NO.448 .
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, ESTABLISHING
A RECREATION COMMISSION IN AND FOR SAID CITY
PROVIDING FOR THE APPOINTMENT OF THE CON-
STITUENT MEMBERS THEREOF, DEFINING THE POWERS
AND DUTIES OF SUCH COMMISSION AND MAKING
PROVISIONS FOR THE FUNCTIONING THEREOF.
WHEREAS, in the opinion of the City Council of the
City of El Segundo, California, a need is apparent for the
establishing in said City of a recreation commission to co-
ordinate the now existing recreational facilities and
activities therein; and a very definite need for the de-
velopment of public recreation in said City is apparent,
same being essential to children for their growth and de-
velopment, to adults for their well- being; and to the
community for its economic solidarity;
AND, WHEREAS, various of the necessary facilities
exist in said City suitable for public recreation, including
such facilities as playgrounds, play parks, athletic fields,
tennis or play courts, ball parks, recreation centers, public
school grounds, play or picnic areas in parks, swimming pools,
recreation camp, and other public lands and buildings,
structures, and other improvements;
AND, WHEREAS, the following activities, tennis,
baseball, swimming, school and other recreational activities,
have been carried on separately by the City of El Segundo and
the School Districts serving said City of E1 Segundo, causing
a duplication of staff, grounds, equipment and facilities,
which consequently leads to increased expenditure of public
moneys, time and effort;

AND, WHEREAS, due to the fact that large sums
of money have been expended in this field by various public
agencies, striving for the same and and yet defeating that
and by the lack of coordination and organization;
NOW, TBERSFORE, the City Council of the City of
El Segundo, California, does resolve, declare and determine
as follows:
SECTION 1. That a recreation commission shall
be and the same is hereby created in and for the City of
E1 Segundo, California.
SECTION 2. That the said commission shall consist
of five members who shall be selected as follows, to -wit:
(a) One member of the City Council of said City
to be appointed by the members of said Council;
(b) One member to be appointed by the City
Council from the citizens at large of said City;
(c) One member of the E1 Segundo City Board
of School Trustees to be appointed by the members
of said Board;
(d) One member to be appointed by the El Segundo
City Board of School Trustees from the citizens at
large of said City;
(e) One member to be appointed by the four
members referred to in Subdivisions a, b, c and d
hereinabove, from the citizens at large of said City.
SECTION 3. Members of said commission shall
receive no compensation for their services as such.
SECTION 4. Except as hereinafter provided, the
terms of the respective commissioners shall be for the
period of three years and shall expire at midnight on the
30th day of June of the third year of such respective terms;
provided, however, that the terms of the first commissioners

selected under the provisions of Section 2 hereof shall
expire as follows:
The term of the first members appointed under
the provisions of:-
Subdivisions (a) and (b) of said Section 2
shall expire at midnight June 30, 1939;
Subdivisions (c) and (d) of said Section 2
shall expire at midnight on the 30th day of June,
1940; and
Subdivision (e) of said Section 2 shall
expire at midnight on the 30th day of June, 1941.
Membership on the Recreation Commission shall
automatically terminate for any member appointed under
Subdivisions (a) and (c) of Section 2 with the termination
of membership of such member on the governing board re-
presented by such member.
Vacancies occurring in the office of Commissioner
by expiration of term, resignation or otherwise, shall be
filled by appointment as in the first instance, such appoint-
ee to serve for the full term, or for the remainder of the
unexpired term of the Commissioner to succeed whom such
appointee is appointed, as the case may be.
Said Commission shall have full power and authority
to adopt any and all lawful rules and regulations for its
own organization and government, in order to efficiently
coordinate so far as reasonably possible all of the recrea-
tional facilities and activities within said City.
SECTION 5. The governing bodies of the respective
facilities, to -wit, said City Council, and said City Board
of School Trustees, are hereby respectfully requested and
urged to cooperate with and join in the plan herein referred
to and established for providing recreational facilities for

public recreation within said City, so far as they lawfully
may do so, and to adopt on their respective parts from time
to time such resolutions and /or orders as may be necessary,
convenient, advisable and lawful, in order to carry said
plan into full, complete and effective operation.
SECTION 6. That the said commission shall be
designated and known as "Recreation Commission of the City
of E1 Segundo, California ".
SECTION 7. Among such other matters as such
commission shall find it proper and expedient to consider
in connection with its work and activities, said commission
is requested to study and investigate the play and recrea-
tion conditions and needs of persons of all ages within said
City, and to devise and recommend methods for the wise
utilization of the ava�lable recreational facilities therein;
and wherever possible it shall aid and promote supervised
public recreation within said City. It shall cause to be
kept a proper record of all transactions in which it is in-
volved, and is requested to submit to the City Council of
said City and City Board of School Trustees, an annual report
thereof in writing signed by at least a majority of said
commissioners on or before the 15th day of June of each year,
together with a full report of the work accomplished and
activities promoted by it during the preceding report period.
SECTION 8. Said commission may recommend to the City
Council of said City such employees as are necessary in order
to carry on its activities, duties and work, and may suggest
their respective duties and compensations; provided, however,
that same may only be paid upon approval Of said Council out
of funds reserved and allocated by it for such purposes.
SECTION 9. Said governing boards are hereby re-
spectfully requested to make available for the uses and
Purposes of said commission, under or upon such rules,

regulations, terms and conditions as may appear to be just,
lawful and proper, such funds, property, grounds, parks,
fields, courts, centers, camps, buildings, structures and
lands, as may be suitable for or adapted to the carrying
on of the activities or work of said commission.
SECTION 10. DEFINITIONS:
The term "Public Recreation ", wherever herein
used, is hereby defined and understood to mean any and all
public play or recreational activities, or service, either
for children or adults.
The term "Recreational Facilities" shall mean
all real property, suitable for Public Recreation, includ-
ing playgrounds, play parks, athletic fields, tennis or
other play courts, ball parks, recreation centers, public
school grounds, recreation camps and other public building
structures, and all land and other improvements thereon
to be used for Public Recreation.
The term "Political Subdivision" shall mean and
include the City of El Segundo and the E1 Segundo City
School District.
The term "Governing Boards of Facilities" shall
mean and include E1 Segundo City Council and El Segundo
City School Trustees.
The term "provide" shall mean and include,
acquire by purchase, gift, lease or condemnation; estab-
lish, construct, equip, improve, maintain and operate.
SECTION 11. That said commission shall file with
each of the governing bodies of said respective facilities
a copy of any and all rules and regulations adopted by
said commission and of any amendments thereof, certified
to by the Secretary of such commission or other officer
thereof performing the functions of a secretary.

SECTION 12. That the City Clerk shall certify
to the passage and adoption of this resolution; shall
enter the some in the book of resolutions of said City of
E1 Segundo and shall make a minute of the passage and
adoption thereof in the records of the proceedings of
the City Council of said City in the minutes of the
meeting at which the same is passed and adopted.
