A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO$ CALIFORNIA, FIXING AND ESTABLISH-
ING THE COMPENSATION OR PAY OF VARIOUS MUNICIPAL
OFFICERS AND EMPLOYEES OF SAID CITY, AND REPEAL-
ING ALL RESOLUTIONS AND ORDERS AND PARTS OF
RESOLUTIONS AND ORDERS IN CONFLICT THEREWITH.
The City Council of the City of E1 Segundo, Cali-
fornia, does hereby resolve, declare and determine as follows:
SECTION 1. That effective as of, and on and after
the first day of April, 1937, and until the further order of
the City Council of the City of El Segundo, California, the
various officers, department heads and employees of said
City whose respective offices, positions or employments are
hereinafter set forth, designated, named or referred to,
shall be entitled to and shall respectively receive and be
paid for their respective services in such respective offices
or employments, the salary, compensation, remuneration, fees
or pay hereinafter stated, designated and fixed for their re-
spective offices or employments in the following schedule of
compensation, which is hereby approved, fixed and established
in and for said City, to -wit:
SCHEDULE OF COMPENSATION FOR THE VARIOUS
OFFICERS, DEPARTMENT HEADS AND EMPLOYEES
OF THE CITY OF EL SEGUNDO, CALIFORNIA.
Subdivision 1. ELECTIVE OFFICIALS: The elective
officials of said City, as such, shall continue to receive,
pursuant to and under proceedings heretofore duly had
according to law, and until the same may be changed as
provided by law, in the case of elective officials, the

same salaries or compensations as they receive at the
present time, to -wit:
A. Each member of the City Council of said
City shall receive the sum of $25.00 per
month.
B. The City Clerk shall receive the sum of
$250.00 per month.
C. The City Treasurer shall receive the sum
of $100.00 per month.
Subdivision 2. CITY CLERK'S DEPARTMENT:
The Deputy City Clerk shall receive the sum
of $165.00 per month.
Subdivision 3. ENGINEERING DEPARTMENT:
A. The City Engineer shall receive, as such,
the sum of $100.00 per month.
B. Instrument Men shall receive the sum of $1.00
per hour each, for each hour of service.
C. Chain Men shall receive the sum of 70¢ per hour
each, for each hour of service.
D. Draftsmen shall receive the sum of $1.00 per
hour each, for each hour of service.
E. The Building, Plumbing and Electrical Inspector
shall receive, as such, the sum of $40.00 per
month.
Subdivision 4. JUDICIAL DEPARTMENT: The City Judge
shall receive the sum of $50.00 per month.
Subdivision 5. LEGAL DEPARTMENT:
A. The City Attorney shall receive, and there shall
be paid to him as a monthly retaining fee, or
salary, the sum of $125.00 per month, and shall
receive and there shall be paid to him in addi-

Subdivision 7. FIRE DEPARTMENT:
A. The Chief of the Fire Department shall receive
the sum of $13.00 per month, and in addition
thereto the sum of $3.50 per drill, not to
exceed two drills per month.
B. The First Assistant Chief shall receive the
sum of $5.50 per drill, not to exceed two drills
per month.
C. The Second Assistant Chief shall receive the sum
of $4.75 per drill, not to exceed two drills per
month.
D. Captains of the Fire Department shall receive
the sum of $4.75 per drill each, not to exceed
two drills per month.
E. First Lieutenants shall receive the sum of $4.75
per drill each, not to exceed two drills per month.
F. Firemen shall receive the sum of $3.50 per drill
each, not to exceed two drills per month.
G. Fire Engine Drivers shall receive the sum of 79¢
per hour for each hour of service, as such.
Subdivision 8. STREET DEPARTMENT:
A. The Street Superintendent shall receive, as such,
the sum of $20.00 per month.
B. The Assistant Street Superintendent shall receive
the sum of $169.00 per month.
C. The Municipal Mechanic shall receive the sum of
$164.00 per month.
D. Street Department Foremen of the First Class
shall receive the sum of $138.00 per month each.

E. Street Department Foremen of the Second Class
shall receive the sum of $6.00 per day each, for
each day of service.
Subdivision 9. PARK DEPARTMENT:
A. Foremen of the Park Department shall receive the
sum of $138.00 per month each.
B. The City Forester shall receive the sum of
$125.00 per month.
Subdivision 10. SEWER DEPARTMENT:
A. The Sewer Department Foreman shall receive the
sum of $144.00 per month, and in addition there-
to shall receive the use of the dwelling house
located at 616 W. Imperial Highway in the City
of E1 Segundo, California, and free water service
thereto, which said premises for accounting
purposes are hereby determined to have a rental
value of $25.00 per month, including water. The
occupant of said premises, however, must pay all
other public utility charges excepting only
telephone exchange service which the City will
install and maintain at said premises for the
proper functioning of said sewer department.
B. Assistant Foreman of the Sewer Department shall
receive the sum of $130.00 per month.
Subdivision 11. WATER DEPARTMENT:
A. The Water Department Superintendent, as such,
shall receive the sum of $40.00 per month.
B. The Assistant Water Superintendent shall receive
the sum of $169.00 per month.
C. Service men shall receive the sum of $130.00 per
month each.

Subdivision 12. DEPARTMENTAL RELIEF MEN.
A. Departmental Relief Men, First Class, shall
receive the sum of $130.00 per month each.
B. Departmental Relief Men, Second Class, shall
receive the sum of 82¢ per hour each for each
hour of service.
CO Departmental Relief Men, Third Class, shall
receive the sum of $123.00 per month each.
D. Departmental Relief Men, Fourth Class, shall
receive the sum of 75y per hour each for each
hour of service.
Subdivision 13. PUBLICITY DIRECTOR: The Publicity
Director shall receive the sum of $50.00 per month.
Subdivision 14. DEPARTMENTAL CLERICAL SERVICE:
A. The Departmental Clerk shall receive the sum
of $108.00 per month, and said compensation
shall be segregated and the respective propor-
tionate parts thereof charged against the
respective departments to which service was
rendered during the respective months of service.
B. Temporary Departmental Clerks shall receive the
sum of W per hour each, for each hour of service.
Subdivision 15. MISCELLANEOUS - ALL DEPARTMENTS:
A. Janitors shall receive the sum of $132.00 per
month each.
B. Truck Drivers shall receive the sum of $117.00
per month each.
C. Laborers of the First Class shall receive the
sum of $110.00 per month each.
D. Laborers of the Second Class shall receive the
sum of 70 per hour for each hour of service.

SECTION 2. That the various salaries, compensa-
tions, remunerations, fees or pay set forth in the foregoing
"Schedule" shall be payable monthly; provided, however,
that the City Council may in its discretion from time to
time, and as often as said Council may desire, allow, approve
and order payment made on a semi-monthly or weekly basis, of
any of such salaries, compensations, remunerations, fees or
pay at the rates specified in said schedule; and provided
further that drill fees in the Fire Department may be paid
on a quarterly basis.
SECTION 3. That salaries, compensations, remunera-
tions, fees or pay, as same are hereinabove stated, and as
same may hereafter be altered, changed or amended, contemplate
services to be rendered by the various employees of said City
substantially in accordance with the following rules and
regulations relating to hours of service which are hereby
established, to -wit:
"RULES AND REGULATIONS RELATING
TO HOURS OF SERVICE."
A. Eight hours shall be deemed to constitute a
day's work.
B. A week shall be deemed to mean any period of
seven consecutive days.

C.
Sundays and legal holidays

The year shall be taken

having 365 days,
and the month as having

days.
E.
Length of service shall
be
computed upon the
length of time that an
employee has been in the
service of the City in
any
capacity.
F.
That all of the various
employees of said City
(excepting those to whom these rules and regula-
tions do not apply, as hereinafter set forth)
shall render their respective services on a
working schedule of nine days per each two weeks$
period, and in this connection the head of the
department or municipal officer or officers under
whose jurisdiction the respective employees of
said City serve, shall designate the particular
days upon which such respective employees are
to render service to the said City.
G. Various officers and heads of departments, having
the employment of or jurisdiction over the various
employees, are hereby granted the power and author-
ity by the City Council to require any such employee
or employees to render service for more than the
nine days in any two weeks' period hereinabove re-
ferred to in Subdivision "F" of these rules and
regulations in any and all cases where such officer
or department head feels that such additional service
is essential, or in order to accomplish any par-
ticular item or items of work, or for the best
interests of said City at the time.
H. Any employee subject to the rule of nine days'
employment in any two weeks period hereinabove

referred to, who is required to put in more time
under the provisions of subdivision "G" of these
rules and regulations, shall not receive compensa-
tion in money for any such over -time, but shall be
entitled to a like period off duty. Such off duty
time shall be taken at such time or times as the
officer or department head employing or having
jurisdiction over such employee, may direct, but
in all cases such off time must be granted and taken
within six months after the rendering of the over-
time service for which such off time is earned.
I. It is provided, however, notwithstanding anything
contained in these rules and regulations to the
contrary, that in case there arises within the City
of E1 Segundo, any special emergency which requires
the regular police officers of said City on regular
duty to work over -time, that such officers, instead
of having to take time off for such over -time, shall
be compensated for such over -time by being paid
therefor at the same rates of compensation which
they respectively receive for their respective re-
gular employments. A "Special Emergency% within
the meaning of this section, shall be any emergency
which may be declared to be a special emergency by
the Chief of Police and by the Mayor, or by the Chief
of Police and any member of the City Council, by a
written declaration of such emergency signed by such
officials and filed in the office of the City Clerk.
Such written declaration so filed shall state:
(a) Substantially the reason why such emer-
genoy exists;

(bJ That in view of such emergency the
regular police officers of said City shall put in
such over -time as the Chief of Police may direct;
(c) That such police officers shall be com-
pensated for such over -time under the provisions
of this Section 3 during such emergency; and,
(d) The estimated dates between w hich such
special emergency is expected to continue. Any
such period, however, may be extended in like manner
should the emergency appear to such officials to
still continue at the time of the expiration of
the period mentioned in the preceding declaration
of special emergency.
J. The foregoing rules and regulations shall not
apply to any of the elective officers of said
City, or to the City Judge, the City Attorney,
or to the heads of the various departments of
said City, as all of such officers and heads of
departments are required for the salaries, com-
pensations, remunerations, fees or pay herein -
above fixed or indicated in this resolution, for
their respective offices or employments, to
render such service as may be necessary, (not
exceeding the time permitted by law) in order to
properly and efficiently conduct the business
and affairs of their respective offices or
employments.
SECTION 4. That as a part of the consideration
for their respective services, each of the employees of said
City injured in the employment of said City during the course

of his or her employment, and which injury incapacitates
such employee from performing his or her regular duties,
shall be entitled to receive, and there shall be paid to such
employee, his or her regular compensation for the waiting
period of seven days contemplated in the Workmen's Compensa-
tion Insurance and Safety Act of the State of California.
SECTION 5. That in addition to the salaries, wages,
compensation and benefits otherwise provided for in this
resolution, each regular officer or employee of the City
of E1 Segundo, as a part of his or her compensation or
remuneration from said City for his or her services rendered
or to be rendered, shall be entitled to receive, and there
shall be paid to him or her during periods of physical dis-
ability by reason of illness or sickness necessitating
absence from duty occurring or arising while he or she is
such an employee of said City, for each completed year of
continuous employment in the service of said City, up to
and including the fourth year, two weeks full salary, and
thereafter for each completed year of continuous employment
in the service of said City, three weeks full salary or
compensation; provided however, that time allowed hereunder
shall be deducted in determining at any time the period for
which further benefits may be paid; and provided further,
that in no single case shall such benefits exceed twenty six
weeks consecutively at one time. The City Council reserves
the right, to be exercised in its discretion, to at any time
and from time to time, at the expense of said City and for
the information of said Council, require any such employee
to appear before any duly licensed physician or surgeon
selected by said Council and submit to a medical examination
with respect to his or her sickness or illness. The failure
or refusal of any such employee to subunit himself or herself

to any such examination may in the discretion of said
Council forfeit any further rights to receive such sickness
disability benefits or compensation.
The compensation or benefits herein provided for
in this Section 5 shall only be payable for the periods of
such disability hereinabove referred to for the actual
period or periods of such disability and to the extent and
for the time that the employee is entitled to receive the
same, according to the above provisions of this said
Section 5.
The written report of any such physician or
surgeon to said Council may be examined by the said Council
and by the City Clerk and City Attorney of said City, but
shall otherwise be confidential; provided, however, that
the same may be introduced in evidence in any action or
proceeding relating to the subject of sickness, illness or
disability of the person referred to therein, and such
physician or surgeon may give testimony respecting the
subject of such examination and the physical condition of
the employee therein referred to, and all employees of said
City accepting employment with said City, by accepting such
employment and rendering service thereunder, do thereby
automatically and accordingly so agree.
SECTION 6. All officers and employees regularly
employed in the service of said City shall be entitled to,
and shall receive, a vacation of two weeks with pay for
each year of service to said City. ^Year of Service ", within
the meaning of this section, shall mean the period of one
year from any given date during which the officer or employee
shall have been regularly employed. All vacations shall be
taken at such times as are agreeable to the head of the
department, or to the City Council. Whenever the City

Council deems it proper and advisable so to do, it may
grant pay in lieu of vacation to any employee entitled to
• vacation. Earned vacations shall not be accumulated for
• longer period than for two years? service.
SECTION 7. That for the purposes of fixing and
determining definitely the status of the respective present
officers and employees of said City, a t the time of the
taking effect of this resolution, and until the further
order of the City Council, or of the respective heads of
the respective departments, or as may be otherwise provided
by law, the following persons, officers and employees shall
respectively be in, and be entitled to receive, the salaries,
compensations, remunerations, fees or pay, provided for the
following respective offices, employments and classifications
hereunder, to -wit:

SECTION 8. That the City Clerk shall furnish the
Heads of all Departments of the City with a copy of this
Resolution and of any Amendments thereof and the Heads of
all Departments shall acquaint themselves with the provisions
thereof relating to their respective departments and shall
see that the personnel of their respective departments are
properly classified in accordance with the provisions of
this resolution. Such Heads of Departments shall promptly

advise the Council of any change or changes which may occur
in their respective departments and which in any manner may
affect or be affected by the provisions hereof or of any
Amendments hereto.
SECTION 9. That the City Council of said City
shall have the right and power, and does hereby reserve
the right and power, at any time and as provided by law,
to amend this resolution and to change, alter and adjust
the salaries, wages or compensations of each and all of
the officers, servants, agents and employees of the said
City, excepting only the compensation of the members of
said Council, and each and all of the said officers, servants,
agents and employees, excepting elective officers, shall
serve during the pleasure of said Council or as may be
otherwise provided by law.
SECTION 10. That Resolution No. 313, entitled:
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, FIXING THE HOURS
OF EMPLOYMENT OF CERTAIN OFFICERS AND EMPLOYEES
OF THE CITY OF EL SEGUND09 AND FIXING THE RATES
OF COMPENSATION TO BE PAID SUCH OFFICERS AND
EMPLOYEES, AND REPEALING RESOLUTION NO. 298
AND ALL RESOLUTIONS OR PARTS OF RESOLUTIONS
IN SO FAR AS THE SAME CONFLICT WITH THE PRO-
VISIONS OF THIS RESOLUTION NO. 313."
passed and adopted on the 27th day of February, 1935, and
all resolutions amending said resolution No. 313, and all
resolutions and orders of the City Council of the City of
E1 Segundo, California, heretofore passed, adopted, given
or made, with reference to the, or any of the, matters,
subjects or things, hereinabove set forth or referred to,
are hereby repealed in so far as the same conflict with
the provisions hereof.
SECTION 11. That this resolution and the pro-
visions thereof, shall become effective on, as of and after
the first day of April, 1937.

SECTION 18. That in all oases where any officer
or employee renders service to said City in more than one
department, and the City Council has not designated the
amount or percentage of the compensation of such officer
or employee to be charged against any particular department
or departments, the City Clerk may, for accounting purposes,
determine and charge accordingly the amount or percentage
of the compensation or salary of any such officer or em-
ployee which is to be charged to each of the respective
departments in which such service was rendered. So far as
reasonably practicable, such charges when made against the
various departments shall be substantially in proportion
to the service rendered such respective departments.
SECTION 13. That the City Clark shall certify
to the passage and adoption of this resolution; shall cause
the original of the same to be entered in the book of re-
solutions of the said City of El Segundo, and shall make
a minute of the passage and adoption thereof in the records
of the proceedings of the City Council of said City, in the
minutes of the meeting at which the same is passed and
adopted.
Passed, approved and adopted this 31st day of
