THE CITY COUNCIL REIIES TO JUSTIFY THE PROJ 0T.
WHEREAS, the Federal Government has made available
funds to be expended on certain public works projects in the
State of California and its political subdivisions through
the Federal Civil Works Administration for California;
NOW, THEREFORE, the City Council of the City of
E1 Segundo, County of Los Angeles, State of California,
does hereby resolve, determir_e and declare as follows:
SECTION 1. That application be, and it is hereby,
made to the Federal Civil Works Administration for Los Angeles
County for the approval by the Federal Civil Works Adminis-
tration for Califerciia of the project hereinafter referred
to, subject to the rules and regulations of the Federal
Civil Works Administration. The loc^.tion of the project
herein applied for, the type of improvement contemplated
thereby, the total amount of man hours and the rates per

hour for unskilled, semi - skilled and skilled labor
required in order to construct and complete the said
work or project are respectively as follows:
1. Location of Project:
That portion of Coast Boulevard lying
between the northerly boundary line and
the southerly boundary line of the City
of E1 Segundo, County of Los Angeles,
State of California.
2. Type of Improvement:
Widening by grading and paving an
additional ten feet (10') of said portion
of said Coast Boulevard, with a five inch
(5 ") Oil Macadam pavement.
3. The total amount or number of man hours for
the various classes of labor required to
construct and complete the said project and
the respective rates per hour for each of
said classes are as follows:
(a) Unskilled labor, at 50� per hour ... 7300
(b) Semi - skilled labor ................. None
(c) Skilled labor ...................... None.
Said improvement project and the materials, labor
and equipment necessary in order to construct and complete
the same, and the details corrected therewith, are more par-
ticularly set forth, described and referred to in the
"E1 Segundo California Project B Application for Approval
of Civil 'Works Project" (C. W. A. Form L 3), hereunto
attached, which is hereby expressly referred to and by
this reference incorporated herein and made a part hereof.
SECTION 2. That general supervision and foremen
required in order to construct and complete the improvement
contemplated in the aforementioned project shall be paid
for by the City of Ll Segundo.

SECTION 3. That all materials necessary in order
to construct and complete the improvement as contemplated
in said project will be furnished by the City of E1
Segundo, and op_ly such :materials will be purchased by
said City or furnished or used in the construction of
said project as are or were produced under a code of
fair competition, as per Title No. I of the National
Industrial 3ecover7 Act, or under the President's Re-
employment Agreement.
SECTION 4. That no displacement of regularly
employed persons is contemplated in this - pplication for
the Civil 'works Admiristration project hereip_above referred
to, and teat no person or persons e.ill be displaced from
his or her regular employment in any manner whatsoever
by virtue of the prosecution, construction or completion
of the project nerein contemplated and applied for.
SECTION 5. That the project herein contemplated
and zhich is applied for herein and above described, is
not and has not been provided for in any previous budget,
and same could not be done i thout the assistance of the
Civil Works Administration.
SECTION 6. That the above project has not been
submitted to the Federal Public corks Administration at any
time and same cannot be fina:ced under the terms of Circular
No. 2 of the National Industrial Recovery Act.
SECTIOU 7. That the above project z;ould not and
could riot otherwise be financed or carried forward by the
City of E1 Segundo, and that it will not take the place in
any way of any normal function of government in said City.

SECTION 8. That the above project ys of
general public benefit$ economically sound, and of
permanent value.
SECTION 9. That the City Engineer of said City
be and he is hereby authorized and instructed to certify
upon the application hereunto attached and by reference
oontalned nerein to the correctness of the Plan and of
the estimates of labor, materials, oupplies and equipment
required.
BECTIOI7 10. That the City of E1 Segundo does
not have sufficient, or any, funds to furhish other than
the materials, small tools, supervision and foremen connected
with the prosecution an6 completion of said project, for
the reason that the municipal funds of said City, which
mould otherwise be properly applicable to the purposes
of procuring the necessary labor for the same, have been
expended in relief work and in carrying, on the ordinary
municipal functions of said city.
SECTION 11. That the City Clerk shall certify
to the passage and adoption of this resolution; shall
enter the same in the book of original resolutions of said
City; shall make a minute of the passage and adoption
thereof in the iainutes of the meeting of the City Co,._ncil
of said City at i,�hi.ch the same is passed and adopted; and
shall fori;ard three certified copies thereof to the Federal
Civil 57orks Administration for Los Angeles County, Cali-
fornia.

SECTION 12. That this resolution shall take
effect immediately.
Passed, approved and adopted this 13th day of
December, A. D., 1933.

of E1 Segundo, California, do hereby certify that the
whole number of members of the City Council of the said
City is five; that the foregoing resolution, being
Resolution No. 297 , was passed and adopted by the
said City Council, approved and signed by the I,Iayor of
said City, and attested by the City Clerk of said City,
all at a regular meeting of the said Council held on the
13th day of December, A. D., 1933, and that the same
was so passed and adopted by the following vote:
