RESOLUTION NO. 296
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, LOS ANGELES COUNTY, CALIF0IVIA,
SUBMITTING APPLICATION TO TIE FEDERAL CIVIL
WORKS ADMINISTRATION FOR LOS ANGEWS COUNTY
FOR THE APPROVAL BY THE FEDERAL CIVIL WORKS
ADMINISTRATION FOR CALIFORNIA, OF THE CIVIL
WORKS ADMINISTRATION PROJECT DESCRIBED HERE-
IN, RELATING TO THE IMPROVEMENT OF A PORTION
OF IL SEGUNDO BOULEVARD WITHIN SAID CITY, BY
GRADING AND RE- SURFACING THE SAME; SETTING
FORTH TIE FACT THAT THE APPLICATION IS MADE
SUBJECT TO THE RULES AND REGULATIONS OF THE
FEDERAL CIVIL WORKS ADMINISTRATION ACID THE
FACTS UPON WHICH THE CITY COUNCIL; RELIES TO
JUSTIFY TBE PROJECT.
WHEREAS, the Federal Government has made available
funds to be expended on certain public works projects in the
State of California and its political subdivisions through
the Federal Civil Works Administration for California;
NON, THEREFORE, the City Council of the City of
El Segundo, County of Los Angeles, State of California,
does hereby resolve, determine and declare as follows;
SECTION 1. That application be, and it is hereby
made to the Federal Civil Works Administration for Los Angeles
County for the approval by the Federal Civil Works Adminis-
tration for California of the project hereinafter referred
to, subject to the rules and regulations of the Federal
Civil Works Administration. The location of the project
herein applied for, the type of improvement contemplated
thereby, the total smount of man hours and the rates per

hour for unskilled, semi - skilled and skilled labor
required in order to construct and complete the said
work or project are respectively as follows:
1. Location of Project:
That portion of E1 Segundo Boulevard lying
between the westerly line of Arizona Drive
(Sepulveda Boulevard) and a line 1100 feet
westerly thereof in the City of E1 Segundo,
County of Los Angeles, State of California.
2. Type of Improvement:
Grading and re- surfaoing with a five inch
oiled macadam pavement of said portion of
said E1 Segundo Boulevard.
3. The total amount or number of man hours for
the various classes of labor required to
construct and complete the said project and
the respective rates per hour for each of
said classes are as follows:
(a) unskilled labor, at BN per hour ... 6000
(b) Semi - skilled labor ................. Bone
(c) Skilled labor ...................... Bone.
Said improvement project and the materials, labor and
equipment necessary in order to construct and complete the
sane, and the details connected therewith, are more parti-
oularly set forth, described and referred to in the
"E1 Segundo California Project A Application for Approval
of Civil Works Project" (C. W. A. Form L 3) , hereunto
attached, which is hereby expressly referred to end by
this reference incorporated herein and made a part hereof.
SECTION 2. That general supervision and foremen
required in order to construct and complete the improvement
contemplated in the aforementioned project shall be paid
for by the City of El Segundo.

SECTION 5. That all materials necessary in order
to construct and complete the improvement as contemplated
in aaid project will be furnished by the City of El
Segundo, and only such materials will b,e purchased by
said City or furnished or used in the construction of
said project as are or were produced under a code of
fair competition, as per Title No. I of the National
Industrial Recovery Act, or under the Presid:ent's Re-
employment Agreement.
SECTION 4. That no displacement of regularly
employed persona is contemplated in this application for
the Civil Works Administration project hereinabove referred
to, and that no person or persons vdll be displaced from
his or her regular employment in any manner whatsoever
by virtue of the prosecution, construction or completion
of the pxojeot herein contemplated and applied for.
SECTION 5. That the project herein contemplated
and which is applied for herein and above described, is
not and has not been provided for in any previous budget,
and same could not be done without the aseistanoe of the
Civil Storks Administration.
SECTION 6. That the above project has not been
submitted to the Pederal Public Works Administration at any
time and same cannot be finanoed under the terms of Circular
No. 2 of the National Industrial Recovery Act.
SECTION 7. That the above project would not and
could not otherwise be financed or carried forward by the
City of E1 Segundo, and that it will not take the place in
any way of any nozmal function of government in said City.

SECTION 8. That the above project is of
general public benefit, economically sound, and of
pa rmanent value.
SECTION 9. That the City Engineer of said City
be and he is hereby authorized and instructed to certify
upon the application hereunto attached and by refereme
contained herein to the correctness of the Plan and of
the estimates of labor, materials, supplies end equipment
required.
SECTION 10. That the City of El Segundo does
not have sufficient, or any, funds to famish other than
the materials, equipment, supervision and foremen connected
with the prosecution and completion of said project, for
the reason that the municipal funds of said City, which
would otherwise be properly applicable to the purposes
of procuring the necessary labor for the same,have been
expended in relief work and in carrying on the ordinary
municipal functions of said City.
SECTION 11. That the Mayor of said City be
ani he is hereby authorized sad instructed on behalf of
said City and in its name to execute the said application.
SECTION 12. That the City Clerk shall certify
to the passage and adoption of this resolution; shall
enter the same in the book of original resolutions of said
City; shall make a minute of the passage and adoption
thereof in the minutes of the meeting of the City Council
of said City at which the same is passed and adopted; and
shall forward three certified copies thereof to the Federal
Civil works Administration for Los Angeles County,
California..

SECTION 13. That this resolution shall take
effect immediately.
