CC RESOLUTION 289RESOLUTION NO. 289 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, FINDING AND DETERMINING THAT THE IMPROVEMENT OF A CERTAIN PORTION OF'EL SEGUNDO BOULEVARD, WITHIN SAID CITY, IS OF GENERAL COUNTY INTEREST AND THAT COUNTY i,ID SHOULD 10 EXTENDED THEREFOR, AND REQUESTING THE EXTENSION TO SAID CITY OF SUCH nID. The City Council of the City of El Segundo, Califomia, does hereby resolve, declare and determine as follows: FIRST: That E1 Segundo Boulevard is a major east -west heavy traffic artery paved with a 5 inch Macadam pavement 20 feet in width, and serves the heavy truck traffic to and from E1 Segundo. At the same time there is at present no major traffic intersection in this highway in the City of E1 Segundo. SECOND: That Arizona Drive (Sepulveda Boulevard), a major north -south traffic artery, the contract for the construction of which has already been awarded, will in- terseot said E1 Segundo Boulevard at its present intersec- tion with the Pacific Electric Railway. The grade of E1 Segundo Boulevard immediately west of its intersection with the proposed Sepulveda Boulevard, is now a 6.7% grade down for a distance of 250 feet and to require the heavy truck and trailer traffic traveling easterly on E1 Segundo Boulevard to stop on this grade at the westerly line of Sepulveda Boulevard before proceeding across said boulevard 1- . *"e ") and the Pacific Electric Railway tracks, is dangerous and not conducive to the rapid flow of traffic. THIRD: That to correct this condition, it is proposed to alter, and this project contemplates the altering of, the grade of E1 Segundo Boulevard for a distance of 1100 feet westerly from Sepulveda Boulevard reducing the present grades to a maximum of 2.5% and providing a level section of roadway for a distance of 50 feet immediately westerly of the westerly line of Sepulveda Boulevard, so that this truck end trailer traffic, which is required to stop at railroad crossings, may proceed across this intersection with a minimum of delay and a maximum of safety. FOURTH: That the nearest improved east -west streets to the north and south of said E1 Segundo Boule- vard are approximately one mile distant to the north, and one mile distant to the south. FIFTH: That said City of E1 Segundo is without available funds for the purpose of providing the necessary labor to construct and complete said proposed improvement of said portion of E1 Segundo Boulevard, as hereinabove set forth, and the City Council of said City hereby re- quests financial assistance from the County of Los Angeles, California, to the extent of furnishing 1050 man days of labor for the grading and leveling of said portion of E1 Segundo Boulevard, and for the construction and completion of said above mentioned improvement, at the rate of $.20 per day. SIXTH: That the estimated costs of said pro- posed work or improvement, are as follows, to -wit: 2- I -t2o ITEM 1. Materials and Supplies to be furnished by the City of E1 Segundo: 3 Tracks fo r 50 days a $5.00 each per day $ 750.00 Miscellaneous tools, (shovels, picks, etc.)- 100.00 Paving Materials: Rock - 880 tone, cg $1.60 per ton - - - - 1,408.00 Oil, 106000 gals a .07J per gal. - - - 750.00 TOTAL, ITEM 3 - - - - - - - - - - - - - - %J3,008.00 SEVENTH: That the City of E1 Segundo, Cali- fornia, hereby agrees to furnish all necessary supervision, tools, equipment and materials to construct said proposed improvement, and to pay for same out of the special fund hereinafter referred to created out of the general fund of said city, as hereinafter set forth by municipal warrants drain upon said special fund. That the total am of Item No. 2 and Item No. 3, hereinabove set forth, and which is to be furnished by the City of El Segundo, is the sum of $3,308.00, and the said sum of $3,308 shall be and the same is hereby set aside and reserved out of said general fund of said city, and is hereby allocated for the uses and purposes hereinabove 3- set forth, and same shall be paid into a special fund to be known and designated as "El Segundo Boulevard - Arizona Drive Grade Elimination Fund, 1933 ", which said fund is hereby created for that purpose. EIGHTH: That the City Engineer of the City of El Segundo, Califomia, shall have immediate charge and supervision of the said work and improvement, and shall furnish to the Bureau of County Welfare (Engineering Division) of the County of Los Angeles, California, such information and supplemental data, if any, as said bureau may desire with reference to the work contemplated under the project hersinabove referred to. NINTH: That the City Treasurer of said City, after such examination of the municipal finances and accounts of said City, as may be necessary in order to enable her properly so to do, is hereby requested to prepare in duplicate a certificate to the effect that the estimated expenses for such supervision, tools and materials, to be furnished by said City in connection with the said job or project, to -wit, the sun of $3,308.00 is actually at the time of the adoption of this resolution available in the general fund of said City for the payment of the costs and expenses of such supervision, tools, equipment and materials. TENTH: That the City Clerk of said City is hereby authorized and instructed to prepare two certified copies of this resolution and cause the same to be transmitted, together with the duplicate certificates of the City Treasurer, hereinabove referred to, to the 4- office of the Bureau of County Welfare (Engineering Division) of said County of Los Angeles, California. That the City Clerk shall mertify to the passage and adoption of this resolution; shall cause the same to be entered in the book of resolutions of the City Council of the City of El Segundo, California, and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City, in the minutes of the meeting at which the same is passed and adopted.
