CC RESOLUTION 252RESOLUTION NO. 252 , A RESOLUTION OF TKE CITY COUNCIL OF TMI CITY OF EL SEGUNDO, CALIFORNIA, CANVASS- ING THE RETURNS OF THE SPECIAL ELECTION HELD '11ITHIN THE BOUNDARIES OF "ACT OF 1927 MUNICIPAL IMPROVE14ENT DISTRICT NO. 1 OF THE CITY OF EL SEGUNDO," IN SAID CI7Y ON THURSDAY, OCTOBER 29, A. D., 1931, AND DECLARING THE RESULTS OF SAID ELECTION. THEREAS, the City Council of the City of E1 Segundo, California, did by Ordinance No. 179 of the said City, call and order to be held within the boundaries of "Act of 1927 Municipal Improvement District No. 1 of the City of E1 Segundo," a special election on Thursday, the 29th day of October, 1931, for the purpose of submitting to the qualified voters of said district the proposition of incu rrin; a debt by the issuance of bonds of such dis- trict to pay a part of the costs and expenses of acquiring lands, ri,hts -of -way and easements necessary in order to widen and extend. that certain public street commonly known as Arizona Drive between Collingwaood Avenue (also known as Imperial Highway) and Rosecrans Avenue within said Municipal Improvement District, and the improvement of said street by the construction and completion upon said street as the same may exist after it is widened and extended of cement concrete curbs and gutters and of asphaltic pavement forty feet in width on a portion of said street and the improve- ment with oil or oil macadam of other portions of the roadway of said street and the construction of appurtenances necessary and /or convenient to said improvement, in the sum of One Hundred 77orty .six Thousand, right Hundred Sixteen and 00/100 Dollars 0146,816.00); and, 1- YEEREAS, said Ordinance No. 179 calling and ordering said special election, was published in form, time and manner as required by law, as appears from the affidavit of Frank L. Snow, on file in the office of the City Clerk of said City; and, VEEREAS, it appears that said special election was duly held in accordance with law and said call, and that the pollsfor said electionwere kept open during the time required by law, to -wit: from six o'clock A. M. to seven o'clock P. M. of said day, and that said special election was held, and the votes thereat received, canvassed and the returns thereof ascertained, determined and declared in time, form and manner as required by the laws of the State of California and the ordinances of said City; and, WHEREAS, on Monday, the 2nd day of November, 1931, the City Council of said City met at its usual place of meeting and proceeded to and did canvass the returns of said special election as required by law, thereupon the results of said election having been found to be as hereinafter stated,- IT IS HEREBY RESOLVED, DECLARED AVID DETERMINED AS FOLLOWS: SECTION 1. That said "Act of 1927 Municipal Improvement District No. 1 of the City of El Segundo" is described as follows, to -wit: All that territory situated, lying and being in the City of E1 Segundo, County of Los Angeles, State of California, bounded and described as follows, to -wit: Begi ng at the northwest corner of the Northeast 1/4 of Section 12, Township 3 South, Range 15 Vest, San Bernardino Base and Ueridien, said coiner also being the point of intersection of the center line of Center Street with the r northerly boundary line of the City of El Segundo 2- as said street is shoo,m upon that map of C. C. Hunt's Subdivision recorded in Book 36, page 36 of Yiscellaneous Records, Records of Los Angeles County and on file in the office of the County Recorder of said County; thence easterly along the northerly boundary line of the City of El Segundo to the northeast corner of the Northwest 1/4 of Section 7, Township 3 South, Range 14 West, San Bernardino Base and Meridian; thence south- erly in a straight line across Section 7 and Section 18, Township 3 South, Range 14 West, San Bernardino Base and Leridian and across intervening streets and avenues to the southeast corner of the Southwest 1/4 of Section 18, Tow - ship 3 South, Range 14 West, San Bernardino Base and Meridian, said point being on the southerly boundary line of the City of El Segundo as the same now exists; thence westerly along the southerly boundary line of said City to the southwest corner of the Sout1m ast 174 of Section 13, Township 3 South, Range 15 West, San Bernardino Base and Meridian, said point also being on the southerly line of lot 3, Tract 1314, recorded in Book 20, page 161 of Yaps, records of Los Angeles County and on file in the office of the County Recorder of said County; thence northerly in a straight line across Section 13 to the northwest corner of the Northeast 1/4 of said Section 13, Township 3 South, Range 15 West, San Bernardino Base and Meridian, said point also being on the center line of Center Street as said street is shown upon that map of E1 Segundo Sheet 8, recorded in Book 22, pages 106 and 107 of Maps, Records of Los Angeles County, and on file as aforesaid; thence northerly along the center line of Center Street to the point of beginning. SECTION 2. That the proposition hereinbefore mentioned, voted upon at said special election was the proposition hereinafter set forth and was stated as follows: "Shall that certain Act of 1927, Municipal Improvement District, known as •Act of 1927 Municipal Improvement District No. 1 of the City of El Segundo', incur a bonded indebted- ness in the amount of 146,816.00 to pay the costs and expenses of acquiring lands, rights - of-way and easements necessary in order to widen and extend that certain public street commonly known as Arizona Drive between Collingwood Avenue (also known as Imperial Highway) and Rosecrans Avenue within said municipal improvement district and the improvement of said street by the construc- tion and completion upon said street as the same may exist after it is widened and 3- �y M 1L ld -° extended of cement concrete curbs and gutters and of en asphaltic pavement forty feet in width on a portion of said street and the improvement with oil or oil macadam of other portions of the roadway of said street and the construction of appurtenances necessary and /or conven- ient to said improvement?" SECTION 3. That there was one election precinct within said Act of 1927 Municipal Improvement District No. 1 of the City of E1 Segundo for the purpose of holding said special election, which said election precinct comprised all of the territory within said Act of 1927 Municipal Improvement District No. 1 of the City of El Segundo, and the exterior boundaries of which said precinct were the exterior boundaries of said district. SECTION 4. That the whole number of votes cast in said Act of 1927 Municipal Improvement District No. 1 of the City of E1 Segundo, at said election on said pro- position hereinabo ve stated, in said election precinct, was 36; and the number of votes given at said precinct for and against such proposition was as follows: For (Yes) 26; Against (No) 10. That the total number of votes given in said entire Act of 1927 Municipal Improvement District No. 1 of the City of E1 Segundo at said election for or in favor of said proposition was therefore 26 and the total number of votes against the same was 10; VMREFORE IT IS FURTHER RESOLVED, DECLARED AND DE TERGIINED : That more then tva- thirds of all the voters voting at said special election voted in favor of said proposition hereinbefore stated, to -wit: the proposition 4- of incurring a bonded debt by said Act of 1927 Municipal Improvement District No. 1 of the City of El Segundo, of One Hundred Forty Six Thousand Eight Hundred Sixteen and 00 /100 Dollars (9"146,816.00), to pay a part of the costs and expenses of acquiring lands, rights -of -way and ease- ments necessary in order to widen and extend that certain public street commonly known as Arizona Drive between Collingwood Avenue (also known as Imperial Highway) and Roseorans Avenue within said Municipal Improvement District, and the improvement of said street by the construction and completion upon said street as the same may exist after it is widened and extended of cement concrete curbs and gutters and of asphaltic pavement forty feet in width on a portion of said street and the improvement with oil, or oil macadam of other portions of the roadway of said street and the construction of appurtenances necessary and /or convenient to said improvement. SECTION 5. That therefore bonds of said Act of 1927 Municipal Improvement District No. 1 of the City of E1 Segundo, will be issued to defray the cost of the improvement specified in said proposition hereinbefo re stated, and to the amount therein stated. SECTION 6. That the City Clerk shall certify to the passage and adoption of this resolution; shall cause the same to be entered in the book of resolutions ®f said city; and shall also enter the same in the re- cords of the proceedings of the City Council of said city in the minutes of the meeting at which the same is passed and adopted.
