A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, ORDERING
THE IMPROV MITT OF CERTAIN PORTIONS OF
IMPERIAL HIGHIiAY (FOR1,1ERLY COLLINGIIOCD
STREET) WITHIN THE CITY OF EL SEGUNDO, AND
1+ITHIN THE CITY OF LOS ANGELES, CALIFORNIA,
AS CCNTE&IPLATiM IN RESOLUTION OF INTENTION
NO. 243; DECLARING THL ':ORK OR IMPROVMMNT
TO BE OF MOTE THAN LOCAL OR ORDINARY PUBLIC
BENEFIT; THAT THE COST OF SAID '.n'ORK OR
IMFROVE1,1ENT SHALL BE ASSESSED UPON A DIS-
TRICT AND DETERLSINING THAT BONDS SHALL BE
ISSUED TO REPRESENT 1 COST THEREOF.
VVMREAS, the City Council of the City of
E1 Segundo, Califo mia, has heretofore duly passed and
adopted its Resolution of Intention No. 245, declaring
the intention of the said Council to order the work
hereinafter referred to to be done;
AND, VQiERi.AS, notice of the passage of said
resolution and of the matters therein contained and of
the said proposed improvement has been duly given as
required by law;
.AND, 1JHEREAS, all protests and objections made
and filed against the said work or improvement, or a .-ainst
the extent of the district proposed to be assessed to pay
the costs and expenses thereof, or against the proposed
grade to which the said work shall be constructed, have
been overruled and denied by the said City Council;
AND, WHEREAS, said City Council of the City of
E1 Segundo, has now acquired jurisdiction to order the

said work or improvement to be made;
NOvi$ THEREFORE, the City Council of the
City of El Segundo, California, does resolve, declare
and determine as follows:
SECTION 1. That the street work or improve-
went hereinafter and in said Resolution of Intention No.
243 mentioned and described, is required by the public
interest and convenience; and the said City Council of
the City of El Segundo, Califomia, hereby orders the
said work or improvement upon certain portions of
Imperial Highway (formerly Collingwood Street) within
the City of El Segundo, and within the City of Los
Angeles, California, to be done, all as the same is
hereinafter and in said Resolution of Intention No. 243
set forth and fully described. Said Resolution of
Intention No. 243 is on file in the office of the City
Clerk of the said city; is hereby referred to for a
description of said work, aid by this reference expressly
made a part hereof for all purposes. The said work or
improvement hereby ordered and above referred to is
described as follows:
That Imperial Highway (formerly Collingwood
Street), the oenter line thereof, for the purpose of
this improvement, being the northerly boundary line of
the City of E1 Segundo, California, be graded to a width
of 60 feet between Main Street and Arizona Drive, the
gradin6 to extend thirty (30) feet on each side of the
said center line thereof; and between Arizona Drive and
the westerly line of the Atchison, Topeka and Santa Fe
Railroad right -of -way the roadway is to be graded to a
width of 80 feet, 50 feet of said grading being northerly
of the said center line thereof and 30 feet of said
grading being southerly of the said center line.

That a portion of the roadway of said
portions of Imperial Highway (formerly Collingwood
Street) 30 feet wide lying 15 feet on each side of the
said center line of said highway, be paved with a 6 inch
Bitumuls full penetration pavement, and that a rein-
forced concrete box culvert be constructed across said
highway at Engineer's Station 111 plus 00, as shown on
Plan No. 310476.
That all of the said work shall be done or
improvement made in accordance with the plans therefor,
entitled; "City of E1 Segundo, Cal. Imperial Highway,
Boundary line Street Improvement between Redondo Boule-
vard and Main Street with 6" Bitumule full Penetration
Macadam ", designated as "Plan No. 310416 "; and in further
accordance with "Standard Grading and Paving Specifica-
tions No. 1 of the City of E1 Segundo, California ",
said plan having been heretofore adopted by the said
City Council and being on file in the office of the
City Engineer of said City, and said Specifications
having been heretofore adopted by the said City Council
and being on file in the office of the City Clerk of
said City.
All of said Plans and Specifications herein-
before mentioned are hereby referred to for a full and
detailed description of the proposed work or improvement,
and are hereby, by this reference expressly made a part
hereof, and provided however, that all of said work or
improvement shall be of such dimensions and location
with respect to and between the lines of said portions
of Imperial Highway, as shown on the said Plan.
The grades to which the work shall be done
or improvement made, which are provided for in this

resolution, are those shove upon the Plans therefor,
hereinbefore referred to on file in the office of the
City Engineer, to which said Plans reference is hereby
made for the description of said grades.
SECTION 2. That the City Council of the
said City of E1 Segundo, California, has determined
and does hereby declare and determine that a part,
to -wit: the sum of Twenty -Six Thousand Four Hundred
and 00 /100 Dollars ($26,400.00) of the costs and ex-
penses of said improvement shall be paid out of the
City treasury of said City from the "Imperial Highway
Improvement Fund % which fund is hereby designated for
that purpose.
SECTION 3. That the contemplated work or
improvement hereinbefore mentioned is in the opinion of
the said City Council of more than local or ordinary
public benefit, and the expenses of the aaid work or
Improvement, excepting the said sum of Twenty -Six
Thousand Four Hundred and 00 /100 Dollars (26,400.00)
to be paid by the City of E1 Segundo, California, as
above set forth are made chargeable upon the district
hereinafter designated, and the said City Council
hereby declares said district to be the district bene-
fited by the said work or improvement and to be assessed
to pay the costs and expenses thereof, excepting said
sum of X26,400.00 to be paid by said City as above set
forth. The said district is described as follows, to -vlit:
All that land included within the exterior
boundary line of said district as shoes upon the
"Map of the District to be Assessed for the
Improvement of Imperial Highway, a Boundary Line
Street Between the City of E1 Segundo, California,
and the City of Los Angeles, California, under

El Segundo, California ", designated as Plan No.
"M31080611, which plan is on file in the office
of the City Engineer of said City of E1 Segundo.
Reference is hereby made to the said plan for a
further, full and complete description of the
said assessment district, and excepting therefrom
all streets, highways, avenues and drives. The
said plan, so on file, shall govern for all
details as to the extent of the said assessment
district.
SECTION 4. That the proceedings for the
aforesaid improvement shall be had and taken under the
act of the Legislature of the State of California,
approved April 21st, 19110 as amended to date and
commonly designated as the "City Boundary Line Act
of 1911 ".
SECTION 5. Reference is hereby made to the
' "CONSTRUCTION AGREEMENT BITOMULS PAVEMENT ", dated the
11th day of August, 1931, on file in the office of
the City Clerk of the City of El Segundo, California,
and open to public inspection.
SECTION 6. That serial bonds bearing
interest at the rate of seven per cent (70) per annum
shall be issued to represent each assessment of '25.00
or more remaining unpaid for thirty ( 30 ) days after
the date of the warrant. Said serial bonds shall extend
over a period ending nine years from the second day of
January next succeeding the fifteenth day of the next
November following their date. Payments on the principal
of unpaid assessments and interest shall be made by

property owners to the City Treasurer and the same
shall be disbursed by him . Said bonds shall be issued
under the provisions of Part 3 of an Act of the Legis-
lature of the State of California, entitled:
"An Act to provide for work in and upon
streets, avenues, lanes, alleys, courts, places
and sidewalks within municipalities, and upon
property and rights of way ovmed by municipali-
ties or of which a municipality has possession
and the right of use under the provisions of
section fourteen of article one of the consti-
tution, and for establishing and changing the
grades of any such streets, avenues, lanes,
alleys, courts, places, sidewalks, properties
or rights of way, and providing for the issuance
and payment of street improvement bonds to re-
present certain assessments for the cost thereof,
and providing a method for the payment of such
bonds.",
approved April 7, 1911, as amended, excepting therefrom
Section 64.
SECTION 7. The institution of proceedings
for the hereinbefore described improvement was authorized
by the City Council of the City of Los Angeles, Califor-
nia, on the 13th day of August, A. D., 1931, by resolution
adopted on said date which resolution gave the consent
of said Council to the commencement of proceedings
under the provisions of said "City Boundary Line Act of
1911," for said improvements and to the formation of
the assessment district hereinbefore described to pay
the costs and expenses thereof, to the performance of
said construction and to the completion of said proceed-
ings in the manner prescribed by law.
SECTION 8. That the City Clerk of said city
is hereby directed to post conspicuously for five days
on or near the Council Chamber door of the City Council,
in the manner and form required by law, a notice with
the specifications inviting sealed proposals or bids
for doing said work.

Said City Clerk is hereby further directed
to publish twice in the E1 Segundo Herald, a weekly
newspaper, printed, published slid circulated in said
City of E1 Segundo, California, and hereby designated
fo r the purpose of said publication, in the manner
and form required by law, a notice of said work invit-
ing sealed proposals or bids for doing said work and
referring to the Specifications posted or on file.
Said notice shall require that each proposal or bid
be accompanied by either a certified check or bond
as prescribed by law, and for an amount not less than
ten per cent (10%) of the aggregate of the proposal or
bid, payable to the order of the Mayor of the City of
E1 Segundo, California.
SECTION 9. That the City Clerk shall certi-
fy to the passage and adoption of this resolution:
shall enter the same in the Book of Resolutions of
said City of E1 Segundo, and shall make a minute of
the adoption thereof in the records of the City Council
of said City in the minutes of the meeting at which
the same is passed mid adopted.
