RESOLUTION OF INTENTION NO. Z q3 .
A RESOLUTION OF TEE CITY COUNCIL OF TEE
CITY OF EL SEGUNDO, CALIFORNIA, DECLAR-
ING ITS INTENTION TO ORDER THE IMPROVEMENT
OF CERTAIN PORTIONS OF IMPERIAL HIGHWAY
(FORMERLY COLLINGWOOD STREET) WITHIN THE
CITY OF EL SEGUNDO, AND WITHIN THE CITY
OF LOS ANGELES, CALIFORNIA, DECLARING
THE SAID WORK OR IMPROVEMENT TO BE OF
MORE THAN LOCAL OR ORDINARY PUBLIC
BENEFIT; DECLARING THE D]S TRICT TO BE
BENEFITED BY SAID WORK OR IMPROVEMENT
AND TO BE ASSESSED TO PAY THE COSTS AND
EXPENSES THEREOF; DETERMINING THAT BONDS
SHALL BE ISSUED TO REPRESENT THE COSTS
AND EXPENSES THEREOF; AND FIXING A TIME
AID A PLACE FOR HEARING OBJECTIONS TO THE
SAID WORK OR IMPROVEMENT OR TO THE EXTENT
OF THE DISTRICT TO HE ASSESSED, OR BOTH.
The City Council of the City of E1 Segundo,
California, pursuant to the pxovisions of the so called
"City Boundary Line Act of 19110, and the so called
"Improvement Act of 1911 ", and all acts supplementary
thereto or amendatory thereof, do resolve, declare and
determine as follows:
SECTION 1. That the public interest and con-
venienoe require and that it is the intention of the City
Council of the City of E1 Segundo, California, to order
the following work to he done or improvement made, to -wit:
That Imperial Highway (fo amerly Collingwood

Street), the center line thereof, for the purpose o this
improvement, being the northerly boundary line of the City
of 51 Segundo, California, be graded to a width of 60
feet between T,:ain street and Arizona. Lrive, the grading
to extend thirty (30) feet on each side of the said
center line thereof; and between Arizona Drive and the
westc,rly line of the Atchison, Topeka and Santa Fe
Railroad right -of -way the roadway is to be graded to a
width of AO feet, FO feet of said grading being northerly
of the said center line thereof and 30 feet of said
grading being southerly of the said center line.
That a portion of the roadway of said portions
of Imperial Highway (formerly Collin wood Street) 30 feet
wide lying 16 feet on each side of the said center line
of said highway, be paved vith a 6 inch Bitumuls full
penetration pavement, and that a reinforced concrete bow
culvert be constructed across said highway at :ngineerls
Station 111 plus 00, as shown on Plan No. 310416.
That all of the said work shall be done or im-
provement made in accordance with the plans therefor,
entitled: "City of F1 Segundo, Cal. Imperial Highway,
Boundary line Street Improvement between Redondo Boulevard
and Lain Street with 6" Bitumuls full Penetration 14acadam ",
de.,ignated a, "Plan ido. 310416 "; and in further accordance
with "Standard :,riding and Paving specifications Ro. 1 of
the City of hl Segundo, California ", said plan having been
heretofore adopted by the said City Council and being on
file in the office of the City Engineer of said City,
and said Specifications having been heretofore adol)ted
by the said City Council and beinz on file in the office
of the City Clerk of said City.
All of said Plans and Specifications herein -
before mentioned are hereby referred to for a full

and detailed description of the proposed work or im-
provement, and are hereby, by this reference expressly
made a part hereof, and provided however, that all of
said work or improvement shall be of such dimensions
and location with respect to and between the lines of
said portions of Impeerial Highway, as shown on the said
Plan.
The grades to which the work shall be done or
improvement made, whiclEn are provided for in this
resolution, are those shown upon the Plans therefor,
hereinbafore referred to on file in the office of the
City Engineer, to which said Plans reference is hereby
made for the description of said grades.

SECTION 2. That the City Council of tke said
City of El Segundo, California, has determined and does
hereby declare and determine that a part, to -wit: the
sum of Twenty -Six Thousand Four Hundred and 00 /100 -
Dollars 426,400.00 ) of the costs and expenses of said
improvement shall be paid out of the city treasury of
said City from the "Imperial Highway Improvement Pund",
which fund is hereby designated for that purpose.
SECTION 3. That the contemplated work or
improvement hereinbefore mentioned is in the opinion of
the said City Council of more than local or ordinary public
benefit, and the expenses of the said work or improvement,
excepting the said sum of Twenty -Six Tho,�sand Four Hundred
and 00 /100 Pollers --- - - - - - - - - - - ($26,400.00)
to be peid by the City of N1 Segundo, California, as above
set forth are made chargeable upon the district hereinafter
designated, and the said City Council hereby declares said
district to be the district benefited by the said work or
improvement and to be assessed to pay the costs and ex-
penses thereof,, excepting said sum of 426,400.00 to be
paid by said City as above set forth. The said district is
described as follows, to -wit:
All that land included within the exterior
boundary line of said district as shown upon the "Map of
the District to be Assessed for the Improvement of Imperial
Highway, a Boundary Line Street Between the City of E1
Segundo, California, and the City of Los Angeles, Califor-
nia, under Resolution of Intention Number 243 - City
of E1 3egando, California ", designated as Plan No. "M310806 ",
which plan is on file in the office of the City Engineer
of said City of E1 Segundo& Reference is hereby made to
the said plan for a further, full and complete description
of the said assessment district, and excepting therefrom

all streets, highways, avenues and drives. The said plan,
so on tile, shall govern for all details as to the extent
of the said assessment district.
SECTION 4. That the City Engineer of the City
of E1 Segundo,, Califomia, shall make a diagram of the
property affected or benefited by said work or improve-
ment, amid to be assessed to pay the expenses thereof.
Such diagram shall show each separate lot, piece or
parcel of land, the area in square feet of each of said
lots, pieces or parcels of land and the relative location
of the same to the work or improvement ordered to be
donee all within the limits of the assessment district.
SECTION 5. That the proceedings for the
aforesaid improvement shall be had and taken under the
act of the Legislature of the State of Galifo mis,
approved April 21st, 19110 as amended to date and
commonly designated as the "City Boundary Line Act of
1911 ".
SECTION 6. Reference is hereby made to the
" CONSTRUCTION AG?PE &AlWT BITUMULS PAVE10TT -

dated the 11th day of August, 1931, on file in the office
of the City Clerk of the City of El Segundo, California,
and open to public inspection.
SECTION 7. That serial bonds bearing interest
at the rate of seven per cent (7%) per annum shall be
issued to represent each assessment of $25.00 or more
remaining unpaid for thirty (50) days after the date of
the warrant. Said serial bonds shall extend over a
period ending nine years from the second day of January
next succeeding the fifteenth day of the next November
following their date. Payments on the principal of unpaid
assessments and interest shall be made by property owners

to the City Treasurer and the same shall be disbursed by
him. Said bonds shall be issued under the provisions of
Part 3 of an Act of the Legislature of the State of
California, entitled:
"An Act to provide for work in and upon streets,
avenues, lanes, alleys, courts, places and sidewalks
within municipalities, and upon property and rights of
way owhed by municipalities or of which a municipality
has possession and the right of use under the provisions
of section fourteen of article one of the constitution, and
for establishing and changing the grades of any such
streets, avenues, lanes, alleys, courts, places, side-
walks,, properties or rights of way, and providing for
the issuance wd payment of street improvement bonds to
represent certain assessments for the cost thereof,, and
providing a method for the payment of such bonds. ",
approved April 70 19119 as amended,
excepting therefrom Section 64.
SECTION 8. The institution of proceedings for
the hereinbefore described improvement was authorized by
the City Council of the City of Los Angelesi Califo mi8,
on the 13th day of lugust , A. D., 19310 by resolution
adopted on said data which resolution gave the consent of
said Council to the commenoemeat of proceedings under the
provisions of said "City Boundary Line Lot of 1911," for
said improvements and to the formation of the assessment
district hereinbefore described to pay the costs and ex-
penses thereof, to the performance of said construction
and to the completion of said proceedings in the manner
prescribed by law.
SECTION 9. That the 2nd day of September
A. D., 19319 at the hour of 7:00 o'clock P. M. of said
day is the day and hour and the Council Chamber of the
Council of said City in the City Hall of said Oity is

the place, vhen and where any and all persons having
any objections to the proposed work or improvement or
to the extent of the district to be assessed, or both,
may appear before the Council and show cause Y&y said
proposed improvement should not be carried out in
accordance with this resolution.
SECTION 14. That the Street Superintendent
of said City shall cause to be conspicuously posted along
the line of said contemplated work or imp m vement and
along all the open streets within the district liable
to be assessed, notices of the passage of this resolution
in the manner and in the form required by law.
SECTION U] That the City Clerk of said City
shall certify to the passage of this resolution and shall
cause the same to be published by two successive inser-
tions in the El Segundo Herald, a weekly newspaper published
and circulated and of general circulation in said City,
and hereby designated for that purpose by said City
Council.
Passed, approved and adopted this 13th day of
August, A. D., 1931.

said City held on the 11th day of August, A. D., 19310
and that same was thereafter passed and adopted by the
said City Council, approved and signed by the Mayor of
adjourned
said City at !�regalar meeting of the said Council held
on the 13th day of August, A. D., 195L, and that the
same was so passed and adopted by the following vote:
