EXISTS WITHIN SAID CITY AND DIRECTING THE
WATER SUPIMINTENDENT OF SAID CITY TO ACQUIRE
SUCH EQUIPMENT AND APPARATUS AND EMPLOY SUCH
LABOR AS MAY BE NECESSARY TO CALU E SAID
CONDITION TO HE REMEDIED AT THE EARLIEST
POSSIBLE MOMENT AND AUTHORIZING SAID WATER
SUPERINTENDENT TO INCUR ANY AND ALL REASONABLE
EXPENSE WHICH MAY BE NECESSARY IN SAID MATTER.
WHEREAS, the attention of the City Council of the
City of El Segundo, Califomia, has been directed to the
fact that the inefficiency of the water pump in well No. 1
of the E1 Segundo City Water Works has been seriously im-
paired and that notwithstanding diligent pumping said water
pump is not delivering the volume of water by a very large
margin which it should;
AND, WHEREAS, this Council deems that the ineffi-
cienoy of said pump constitutes an immediate and serious
menace to the public safety and health of said City;
AND, WHEREAS, this Council finds that an emergency
exists with reference to said matter, and that said pump
should be repaired in order to increase the efficiency
thereof, and thereby safeguard the public health and safety
of said City;
AND, WHEREAS, said Council also deems it essential
in order to subserve the public health and safety of said
City that said water well No. 1 should be sand pumped at the
time said water pump is repaired;

NOW, THEREFORE, the City Council of the City
of E1 Segundo, Califo mia, does resolve, declare and de-
termine as follows;
SECTION 1. That the Water Superintendent of
said City be, and he is hereby authorized to 4oquire, on
behalf of said City, such equipment and apparatus, and
employ such labor as may oe necessary to cause said water
pump and apparatus in said water well No. l,to be repaired
and said well to be sand pumped at the earliest possible
moment, and that said Water Superintendent, in causing said
equipment and apparatus to be furnished and such labor to
be employed, be and he is hereby authorized as an emergency
measure, to incur any and all reasonable expense which may
be necessary in said matter on behalf of said City.
SECTION 2. That all costs and expenses in
connection with the work hereinabove authorized and ordered,
shall be paid out of the water works Fund.
SECTION 3. The City Clerk shall centifk to the
passage and adoption of this resolution; shall enter the
same u ^on the Book of Resolutions of the said City, and
shall make a minute of the passage and adoption thereof in
the records of the City Council of said City in the minutes
of the meeting at which the same is passed and adopted.

whole number of members of the City Council of the said
city is five; that the Toregoing resolution, being Resolu-
tion No. 191, was passed and adopted by the said City
Council, approved and signed by the Mayor of said city,
and attested by the City Clerk of said city, all :mot a
regular meeting of the said Council held on the 16th day
of March, 1928, and that the same was so passed and
adopted by the following vote:
AYES: Councilmen: Cannon, Gerow, Krimmei, Love and Binder;
NOES: Councilmen: None.
