CC RESOLUTION 118827 RESOLUTIOK OF ILT:,NTION NO. 118 1, RESOLUTION OF THE BOARD OF TRUSTb`ZS OF THE CITY OF EL SEGUNDO, CALIFORNIA, DECLARING THE INT XTION OF SAID BOARD TO ORDER THE IM- PROVEMENT OF GRAND AVENUE NITHIN THL SAID CITY; ALSO THE IMPROVEMENT OF THAT CERTAIN LAT;MAL SECVERAGE DISTRICT NO. 1, NITHIN THE SAID CITY, BY THE INSTALLATION OF A 7ATsRAL SANITARY SEPZR SYSTEM AND APPURTFA&NCES; DECLARING THE 'NORK OR IMPROVEMENT TO BE OF SORE THAN LOCAL OR ORDINARY PUBLIC BENEFIT; THAT THE COST OF SAID '10RK OR IMPROVEMENT SAALL BE ASSESSED UPON A DISTRICT AND DETERMINING THAT B01MB SHALL BE ISSUED TO REPRESENT TILE COST THEREOF. The Board of Trustees of the City of E1 Segundo, California, do resolve, declare and determine as follows: SECTION 1. That the public interest and conven- ience require, and that it is the intention of the Board of Trustees of the City of E1 Segundo, California, to order the following work to be done and improvement to be made within the said City, to -wit; That Grand Avenue, within the said City, between the center line of Main Street and the center line of Concord Street, be improved by removing the existing pavement on, and by the grading said portion of Grand Avenue between the north- erly curb line of said street and a line 36 feet northerly of and parallel to the southerly line of said street, to the established grade, and by paving this portion thereof with 5 in- ch oiled macadam pavement, all in accordance with Plan and Profile No. P251107 heretofore adopted by said Board of Trus- tees and on file in the office of the City Engineer of said city, and in accordance with Specifications No.17 for the 1- 8 2) 8 construction of oiled, macadam pavements within the City of E1 Segundo, California, said Specifications having been heretofore adopted by said Board of Trustees and on file in the office of the City Clerk of said City. Also, the furnishing of all labor and material necessary therefor, and the installation of a Vitrified Clay Pipe Sanitary Sewerage System, said pipe varying in size from 6 inches in diameter to 10 inches in diameter; together with appurtenances, consisting in part of manholes, cast iron frames and covers, wye branches, and tee branches, and house connections, in, over and along certain portions of the following streets and alleys in the City of E1 Segundo, California, described in a general way as follows, to -wit: A portion of Loma Vista Avenue lying between Holly Avenue and the first alley northerly of and parallel to E1 Segundo Avenue; a portion of that certain alley westerly of Whiting Street lying between Grand Avenue and the first alley northerly of and parallel to El Segundo Avenue; a portion of 7hiting Street lying between a line drawn parall- el to and 200 feet northerly of the northerly property line of Pine Avenue, and the first alley northerly of and parall- el to E1 Segundo Avenue; a portion of Virginia Street lying between a line drawn parallel to and 100 feet northerly of the northerly property line of Holly Avenue, and the first alley northerly of and parallel to E1 Segundo Avenue; a portion of Concord Street lying between Grand Avenue and the first alley northerly of and parallel to E1 Segundo Avenue; a portion of that certain alley westerly of Rich- mond Street and lying between Grand Avenue and E1 Segundo Avenue; a portion of that certain alley westerly of Main Street and lying between Gram. Avenue and El Segundo Avenue; a portion of Main Street lying between Grand Avenue and E1 Segundo Avenue; a portion of that certain alley westerly of Standard Street and lying between a line drawn parallel 2- 829 to and 50 feet northerly of the northerly line of Grand Avenue, and E1 Segundo Avenue; a portion of Standard Street lying between Grand Avenue a ml E1 Segundo Avenue; a portion of Grand Avenue lying between Whiting Street and Standard Street; a portion of Franklin Avenue lying between that certain alley westerly of Whiting Street and Standard Street; a portion of the first alley northerly of El Segundo Avenue lying between Whiting Street and Concord Street; a portion of El Segundo Avenue lying between Concord Street and Standard Street. The above descriptions are not exact but general only, and reference is hereby made to Map No. M25000, both Profiles No. 325001 to S2 O M Anolusive, and Details Nos. S251129, 3251130, and S251150, heretofore adopted by the said Board of Trustees of the City of E1 Segundo, Califor- nia, and on file in the office of the City Engineer of said City, and to Specifications No. 1_ for the Construction of Lateral Sewers within the City of E1 Segundo, California, said specifications having been heretofore adopted by the said Board of Trustees of said City and now on file in the office of the City Clerk of said City; for a complete and exact description of the warck to be done. That each and all of said maps, plans, profiles, detailsand specifications hereinabove mentioned are hereby, by this reference, expressly incorporated herein, and made a part hereof. That all of said work or, improvement hereinabove mentioned shall be done in the manner, at the places, and to the extent shown on the hereinbefore mentioned maps, plans, profiles, details and specifications. The grades to which the said work shall be done and the said improvement made as provided in this resolu- tion of intention, are shown upon Profiles T-o. 325001, to both 325021/inclusive, and upon Plan and Profile No. 2251107, 3- 830 to which said profiles, plan and profiles, reference is hereby expressly made for the description of such grades. The elevations of said grades are in feet and above the Datum Plane of the City of E1 Segundo, California. SECTION 2. That the contemplated +ork or im- provement hereinbefore mentioned is in the opinion of said Board of Trustees of more than local or ordinary public benefit, and the expenses of said work or improvement are made chargeable upon the district hereinafter described, and said Board of Trustees hereby declares said district to be the district benefited by the said work or improve- ment, and to be assessed to pay the costs and expenses thereof. The said district is described as follows, to -wit: All that real property in the City of E1 Segundo, County of Los Angeles, State of California, included within the exterior boundary line of the said district as the same is shown upon the "'Map of District to be Assessed for the installation of a Lateral Sewer System and Improvement of Grand Avenue in Lateral Sewerage District No. 1, City of El Segundo, California ", designated as M251106, indicating the exterior boundary line of such district, which said map, duly and regularly approved by the said Board of Trustees, is on file in the office of the City Engineer of said City, and is hereby expressly referred to and by this reference made a part hereof; excepting therefrom, all public streets, roads, alleys, avenues, places and highways. Reference is hereby expressly made to the said Map for the particular description of the said district. SE C12ION 3. That serial bonds to represent unpaid assessments and near interest at the rate of seven per cent per annum will be issued hereunder in the manner provided by the "Improvement Bond Act of 191511, the last instalment of which bonds shall mature nine years from the second day M 831 of July next succeeding, ten months from their date. SECTION 4. That the proceedings for the afore- said improvement, except as herein otherwise noted, shall be had and taken under that certain act of the Legislature of the State of California, approved April 7, 1911, common- 1Y referred to, designated and known as the "Improvement Act of 1911 ", and under all acts amendatory there-of. SECTION 5. That the Street Superintendent shall cause to be conspicuously posted along the line of the said contemplated work or improvement and on all streets, alleys and nighways within the district above described, notices of the passage of this Resolution of Intention, in the manner and form required by law. SECTION 6. That on Friday, the 4th day of December , 1925, at the hour of 7=45 o'clock P. M. of said day, in the Council Chamber of said Board of Trustees of said City, at the City Hall in said City of E1 Segundo, California, any and all persons having any objeo- tions to the proposed work or improvement may appear before said Board of Trustees and show cause why said improvement should not be carried out in accordance with this resolution. SECTION 7. That the City Engineer of said City is hereby directed to make a diagram of the property af- fected or benefited by the proposed work or improvement as described in this resolution of intention, and to be assessed to pay the costs and expenses thereof. Such dia- gram shall show each separate lot, piece or parcel of land, and the dimensions of each of said lots, pieces or parcels of land and the relative location of the same to the work proposed to be done, all within the limits of the said assessment district. 6. 832 SECTION 8. That the City Clerk shall certify to the passage and adoption of this resolution of intention, and he shell cause the some to be published twice in The E1 Segundo Herald, a weekly newspaper of general circula- tion, printed, published and circulated within the said City of E1 Segundo, California, and which is hereby de- signated for that purpose; but said Board of Trustees does not deem it advisable to direct the Clerk of said City to mail copies of said notice to the owners or re- puted owners whose names and addresses are known to him.
