ARTICLE 1. GENERAL REQUIREMENTS SECTION 1. DEFINITION OF TERMS: Whenever the word "City" is used in these specifi- cations, it refers to the City of El Segundo, California. Whenever the word "Contractor" is used in these specifications, it refers to the party or parties of the second part in the agreement for the construction of the work herein specified. 1- 811 81v Whenever the words "Street Superintendent" or "City Engineer" are used in these specifications, they refer respectively to the Street Superintendent or the City Engineer of the City of E1 Segundo, or their authorized agents or inspectors. SECTION 2. PLANS: The work herein specified is to be done in accordance with the plans, profiles and drawings on file in the office of the City Engineer and made a part of these specifications. The plans, profiles and drawings are hereinafter referred to as the "Plans ". All distances and measurements are in feet, and are made and will be given, in a horizontal plane. All elevations are in feet, and are above the established City Datum Plane. Special provisions in the form of notes or details modifying these specifications in particular cases may be embodied in the Plans and in such cases shall supercede and control these specifications in those particulars. The Contractor shall keep upon the work a copy of the plans and specifications, and access thereto, at all times shall be accorded the City Engineer and Street Superintendent or -their authorized agents or inspectors. SECTION 3. WORK TO BE DONE: The work to be done under these specifications shall include the furnishing of all labor, material and equipment necessary for or incident to the construction and completion of all the work shown on the plans, profiles and drawings, in accordance with these specifications. All work during its progress, and upon its comple- tion, shall conform to the lines, elevations and grades as shown on said plans, profiles and drawings. SECTION 4. SUPERVISION: All work done hereunder shall be done in a first ✓41 S1 "_3 class, thorough and workmanlike manner, under the direction and to the satisfaction of the City Engineer, and the materials used shall comply with these specifi- cations and be to the satisfaction of the City Engineer. Rejected materials must be immediately removed from the work by the Contractor and shall not again be brought upon the work. Work shallbe commenced and continued at such points as may be approved by the City Engineer and shall be carried on diligently and without unnecessary or unreasonable delay. SECTION 5. SUB - CONTRACTORS: No sub - contractor will be recognized as such, and all persons engaged in the work of construction will be considered as employees of the Contractor. SECTION 6. METHODS AND APPLIANCES: The methods, equipment, appliances and working force employed by the Contractor, must be such as will secure work of first -class quality and sufficient to com- plete the work in the time agreed upon. The City Engineer may order the Contractor to improve, change or increase such methods, equipment, app- liances or force, if in his opinion they be inadequate or insufficient, but failure of the City Engineer to make such order will not relieve the Contractor from his ob- ligation to perform the work in accordance with the specifications and within the required time. SECTION 7. EXAMINATION OF WORK: Bidders must examine and judge for themselves as to the location of the proposed work, and the nature of the excavation to be made and the work to be done. The plans for the work will show conditions as they are supposed or believed by the City Engineer to exist, and it is not intended or to be inferred that the conditions as shown thereon constitute a representation 3- SVI by the City, or its officers, that such conditions are actually existent, nor shall the Contractor be relieved of the liability under his contract, or the City, or any of its officers be liable for any loss sustained by the Contractor as a result of any variance between the con- ditions as shown on the plans and the actual conditions revealed during the progress of the work or otherwise. SECTION S. SETTING STAKES: The Contractor shall give forty -eight (48) hours' notice in writing when he will require the servides of the City Engineer for laying out any portion of the work, and shall dig all holes necessary for line and grade stakes. The Contractor shall preserve all stakes set for the lines, grades or measurements of the work in their proper places until authorized to remove them by the City Engineer. Any expense incurred in replacing said stakes which the Con- tractor may have failed to preserve shall be borne by the Contractor. SECTION 9. INSPECTION: The Contractor shall prosecute work only in the presence of the City Engineer or his authorized deputy, and any work done in the absence of said City Engineer or his authorized deputy, shall be subject to rejection for that reason. The Contractor shall notify the City Engineer at least forty -eight (48) hours before beginning any work and shall furnish said City Engineer all reasonable facilities for obtaining full information respecting the progress and manner of the work. SECTION 10, LABOR: Any superintendent, foreman, laborer or other person employed on the work by the Contractor who fails 4- 615 or refuses to perform the work in the manner specified herein shall be discharged immediately, and such person shall not again be employed on the work. At all times during the absence of the Contractor from the work there shall be a competent agent or super- intendent in charge; and all notices, communications, orders, or instructions given, sent to, or served upon such agent or superintendent shall be considered as having been served upon the Contractor. SECTION 11. PRESERVATION OF MONUMENTS: The Contractor shall not disturb monuments or stakes found on the line of improvements without permission from the City Engineer, and shall bear the expense of be- setting any monuments or stakes which may be disturbed without such permission. The Contractor shall reset all Street Name Signs disturbed by him during the progress of the work. SECTION 12. REMOVING OBSTRUCTIONS: The Contractor shall remove,at his expense, all trees, fences and all structures as and when required by the plans or where the proper construction and completion of the work requires their removal. The Contractor shall also remove, at his expense, all stones, debris, or other obstructions of whatever kind or character, either natural or artificial, encountered in making the improvements. No trees, palms, shrubbery or ornamental vegetation, shall be removed without first obtaining the approval of the City Engineer. Whenever any fence, water pipe, or other improve- ment is removed, it shall be replaced by and at the expense of the Contractor. SECTION 13. OBSERVING CITY QIDINANCES: The Contractor shall observe the laws of the 5- 816 State of California in regard to public improvements and contracts and all the ordinances of the City of E1 Segundo, in relation to the obstruction of streets, keeping open passageways and protecting the same where they are exposed or dangerous to travel. Not more than one successive cross street shall be closed at any one time. SECTION 14. BARRIERS LICfiTS., ETC.: The Contractor shall take all necessary measures to protect the work and prevent accidents during con- struction. He shall provide and maintain all necessary barriers, guards, temporary bridges, watchmen and lights. SECTION 15. PUBLIC UTILITIES: In case it should be necessary to remove the property of any owner of a public utility or franchise, such owner will, upon proper application by the Contractor, be notified by the City Engineer to move such property within a specified reasonable time, and the Contractor shall not interfere with said property until after the expiration of the time specified. The right is reserved by the City and to owners of public utilities and franchises to enter upon any street, alley, right of way or easement for the purpose of making necessary repairs, or for making changes in their property made necessary by the work. Unless otherwise indicated on the plans or in these specifications, or unless otherwise cared for by the owner of a public utility or franchise, all sewer, water or gas lines or house connections therefor, shall be main- tained by the Contractor, and shall not be disturbed or disconnected by him during the progress of the work; pro- vided that, should the Contractor, in the prosecution of 6- S17 the work, disturb or disconnect any such pipe line or sewer connection, all expense, of whatever nature arising from such disturbance or in the replacement or repair of such line or connection, shall be borne by the Contractor. SECTION 16. PROTECTION OF WORK AND CLEANING UP: The Contractor shall care for all work until final completion and acceptance. All damage done to exist- ing improvements by the Contractor shall be repaired by him. He shall remove all surplus material and rubbish from the work after its completion and before he makes application for the acceptance of the work. SECTION 17. DEFECTIVE WORK: No work which is defective in its construction or deficient in any of the requirements of these specifi- cations will be considered as accepted in consequence of the failure of any employee of the City or inspector con- nected with the work to point out said defects or defici- ency during construction. The Contractor shall correct any imperfect work whenever discovered, before the final acceptance of the work. ,SECTION 18. LASS OR DAPGAGE: All loss or damage arising from any act or omission not authorized by the specifications, on the part of the Contractor or any agent or person employed by him, shall be sustained by the Contractor. ARTICLE II. SECTION I. GRADING: Grading will include the construction of all em- bankments and excavations irrespective of the nature of the material encountered, required for the construction of 7- 818 any roadway, road and driveway intersections, highways, and all other grading incidental to the construction of the finished improvement. All grading shall be true to the lines and grades given and in conformity with the plans, profiles and cross - sections therefor. All soft or unsuitable material shall be removed and the space re- filled with good earth or gravel. The Contractor, however, will not be required, in such cases, to excavate the mud, sand or other soft material to a greater depth than two (2) feet below sub - grade. All suitable material from cuts shall be deposited in embankments, as specified by the Street Superintendent. Where the amount of material excavated from the roadway Is insufficient to make the embankments to required cross- sections, the extra material required shall be furnished by the Contractor from borrow -pits. If the borrow -pits are located within the street lines, their location, cross - sections and grades shall be as approved by the Street Superintendent. No borrowing shall be allowed be- low gutter grades except by written permission of the Street Superintendent. Where the quantity of excavation exceeds that required to make embankments to required cross - section, the surplus shall be used to widen the embankments uniformly, any part of it to be wasted only upon written permission of the Street Superintendent. No wasting of material above crown grade shall be allowed except by written per- mission of the Street Superintendent. Waste material shall be distributed so as to present a neat appearance and not interfere with future improvements. The space over which fills are to be made shall first be cleared of all timber, brush and weeds; then thoroughly plowed and broken up to allow new and old ma- terial to unite and bond together. M 1 815 Embankments shall be formed of suitable mater- ial and shall be carried up fall width in layers not to exceed one (1) foot each in thickness, and the teams made to travel as evenly as possible over the whole surface of each layer, both coming and going. The formation of well - defined ruts is specially prohibited. All clods or hard lumps of earth larger than six (6) inches in greatest dimension shall be broken up before being placed in em- bankment. Embankments shall be carried to such height above grade and to such increased width as may be neces- sary to provide for shrinkage and compression, and they must be maintained by the Contractor at their proper height, dimension and slope until the work is finally accepted. All fills exceeding one (1) foot in depth and all places excavated below sub -grade and re- filled, and all pipe trenches or other deep excavations re- filled, shall be flooded with water and no portion of the macadam shall be laid thereon until they will bear the weight of the roller. In embankments over or about masonry or other structures, the material shall be deposited in a manner so as not to unduly strain these structures. The Cbn- tractor shall make good, at his own expense, all damage caused by his failure to properly place material. At no time shall the roadway be plowed or broken up for a greater distance than one -half (1 /2) mile ahead of the broken stone deposited on the sub - grade, it being the intent of these specifications not to interfere with the public travel any more than absolutely necessary. SECTION 9. SHAPING ROAD -BED. Before the Broken Stone is spread, where the nature of the soil permits, the entire width of the to -be- M S200�ti improved roadway shall be plowed to a depth of six (6) inches and thoroughly cultivateiwith a disc harrow, or some other suitable instrument. It shall then be alternately watered and cultivated until the water has penetrated all particles of earth to a depth of six (6) inches. It shall then be brought to a true cross- section, conforming to the establish- ed grades, allowance being made for compression, and in conformity with the required cross - section. The sub -grade shall then be thoroughly rolled. All depressions below the required grade shall be scarified, to allow good bond, and brought to grade with fresh material and again watered and rolled and the watering and rolling continued until the sur- face is uniform and no further compression is possible. Should the soil be light or sandy, or of such nature that it is impossible to consolidate as above de- scribed, the surface shall be drenched with water and the sub -grade rolled until the utmost compaction possible is obtained. Depressions made by the rolling shall be leveled up with good material and again rolled. Should sand be encountered which is in the opinion of the Street Superin- tendent of such a nature that it would be impossible to prepare a suitable sub -grade by the hereinbefore specified methods, the unsuitable material shall be excavated to a depth not to exceed 2 (two) feet below sub -grade and re- filled with good earth or gravel as hereinbefore specified. Such portions of the roadway as cannot be reached by the roller shall be tamped solid. No broken stone shall be placed until the sub - grade has been tested for grade, cross - section and conditicic and is acceptable to the Street Superintendent. SECTION 3. BROKEN STONE. The broken stone shall be a uniform, clean, hard, durable rock, of a quality satisfactory to the'Street Super- intendent. It shall be screened to the following sizes: 10- No. 12 stone shall be No. 1 and 2, as above, com- bined in equal parts of each. It may be crushed from quarry or ledge rook or from hard uniform boulders not less than five (5) inches in diameter, but in no case shall the crushed product con- tain< more than five (5) per cent of smooth, rounded or water- worn surfaces. It shall contain no full round or half -round surfaces,. SECTION 4. ASPHALT MACADAM PAVEMENT. No. 12 macadam stone shall be uniformly spread on the subgrade to such thickness that the course after being properly rolled and thoroughly compacted, will have a thickness not less than that required for the base. The stone shall then be harrowed until uniformly dense and then rolled once with a steam or gasoline roller weighing not less than four hundred (400) pounds per linear inch width of tire. All rolling of stone shall begin at the curbs or gutters and continue by narrow laps to the crown of the street. Stone screenings previously piled upon the gutters shall then be distributed over the layer of stone in suffi- cient quantity to fill the voids in the surface of the stone. Rolling shall then be resumed with a roller weighing not less than four hundred (400) pounds per linear inch width of tire and continued until the base is thoroughly compacted, ceases to creep or sink in front of the roller and is to the required cross section. During the rolling stone screenings shall be constantly applied in sufficient quantity to fill all voids as they appear and after the first layer of stone screenings has been spread the stone shall be kept well 11- soIIL To pass through Not to pass through ring of ring of No. 1. stone 3 1/2 inch diameter 1 1/2 inch diameter No. 2. stone 1 1/2 inch diameter 3/4 inch diameter No. 3. stone 3/4 inch diameter 1 4 inch diameter No. 4. stone 1/4 inch diameter and under and free from dust. No. 12 stone shall be No. 1 and 2, as above, com- bined in equal parts of each. During the rolling stone screenings shall be constantly applied in sufficient quantity to fill all voids as they appear and after the first layer of stone screenings has been spread the stone shall be kept well 11- soIIL watered, but not enough water shall be used to saturate the subgrade. Enough stone screenings shall be used to fill the voids in the broken stone and any excess screenings shall be swept off, leaving clean stone projecting for a bond. After the stone, prepared as above specified, has dried to a depth of at least one (1) inch, asphaltum, as hereinafter specified, shall be applied at the rate of eight- tenths (.8) of a gallon per square yard of surface covered. Immediately after the application of said asphaltum a layer of "No. 3" stone as hereinbefore described shall be evenly spread upon the roadway and brought to a uniform sur- face with a road grader in such thickness that after being thoroughly sprinkled and rolled, the surface shall be to the grade of the finished pavement. Then a second coating of asphaltum shall be applied at the rate of 5 /8ths of a gallon per square yard of surface and immediately covered with a light coat of rock screenings, hereinbefore described as "No. 4" stone, in such quantities as to combine with and absorb all of the asphaltum and produce a uniform surface of pavement. It shall be thoroughly rolled until it becomes hard and smooth, true to grade and cross - section and free from all hollows and irregularities. If the temperature of the stone or the air is such that the asphaltum, stone and screenings cannot be thoroughly combined and bonded together by the methods of watering and rolling hereinbefore specified, so as to pro- duce satisfactory results, either or both of the asphaltum coats, after being covered with stone or screenings shall be thoroughly rolled with a hot roller of a type, and in a manner satisfactory to the Street Superintendent. The intent of the hot rolling being to thoroughly spread the asphaltum and bring it up through the material. All portions showing 12- 823 a tendency to become rich in asphaltum shall be re- covered and re- rolled and any dry or ravelled spots must be treated with asphaltum, covered and re- rolled. All broken stone and screenings shall be shoveled into place from a dumping platform or from the wagon, or spread by a self - spreading wagon, or distributed by a bottom dump wagon, according to the specifications of the Street Superintendent. Broken stone shall not be deposited upon the sub - grade for a greater distance than one - fourth (1A) mile ahead of the first application of asphaltum; it being the intent of these specifications to keep the work finished as close as possible and not unduly expose the loose rock to damage from travel, dust, etc., SECTION 5. ASPHALTUM. It shall be a natural asphaltum that has been refined or one made by distillation of petroleum having an asphalt base. It must be free from carbon and suspended Insoluble matter. Not less than ninety -nine per cent (99%) shall be soluble in carbon bisulphide. Not less than ninety -eight and five tenths per cent (98.5 %) shall be soluble in carbon - tetrachloride. Not less than eighty per cent (80%) nor mcr a than ninety -four (94) per cent shall be soluble in 860 Beaume gasoline. Penetration according to the District of Columbia standard, with a No. 2 needle using 100 grammes for five seconds at 770 Fahrenheit shall be between 1250 and 1500. It shall contain not more than twenty per cent (20%) nor less than seven per cent (7 %) fixed carbon. A briquette of one square centimeter cross - section being elongated at the rate of one centimeter per minute, 13- shall at 770 Fahrenheit show a ductility of at least one hundred centimeters. It shall not lose more than two per cent (2 %) when 20 grammes are heated for five (5) hours at a temperature of 3250 Fahrenheit in a tin box 2 1/2 inches in diameter nor shall the penetration at 770 Fahrenheit, after such heating be less than one half of the original penetration. SECTION 6, APPLYING ASPHALTUM The asphaltum shall be applied by a pressure spray- ing machine which will spread the asphaltum uniformly over the surface of the road in a manner satisfactory to the Street Superintendent, using the specified amount per square yard of surface. It shall be applied at a temperature of not less than four hundred (400) degrees Fahrenheit, nor more than four hundred fifty (450) degrees Fahrenheit. No asphal- tum shall be applied when the temperature of the air is less than sixty (60) degrees Fahrenheit. If necessary to re -heat the asphaltum to comply with the above requirements, it shall be done and at the expense of the Contractor. In no case shall live steam or water be injected into or allayed to enter the asphaltum after it has been received by the Contractor. In the process of applying, care must be taken not to soil the curbs or walks. No asphaltum shall be applied until the surface which is to receive it is satisfactory to the Street Super- intendent. Before any tank of asphaltum is applied it must be inspected by said Street Superintendent to determine its quantity and temperature. All truck tanks used for the distribution of asphal- tum shall first be submitted to the Street Superintendent, who will gauge and mark the capacity in gallons of said tanks 14- 8240 and determine whether they are suitable for the proper distribution of asphaltum. SECTION 7. PRMECTION OF DiPROVENIENT. The Contractor shall exercise due precaution to prevent damage to the Improvement in its various stages during construction and until accepted. He shall, where= ver necessary, construct fences or barriers to prevent the public from injuring the improvement. Any dust, mud, earth or other foreign material of any nature, carried or deposited upon the course of atone, or upon an asphalt sur- face before the final application of material, shall be re- moved by the Contractor at his own proper expense, and the surface thoroughly cleaned before further work progresses. SECTION 8. ROLLING. All rolling herein specified, except hot rolling, shall be done with a power roller of the three wheel macadam type, weighing not less than twelve (12) tons, exclusive of fuel and water and having a compression of not less than four hundred (400) pounds per inch width of tire. All rolling shall begin at the sides of the road and gradually work towards the center, and under no cir- cumstances shall the center be rolled first. In all cases the rolling shall be continued until there is no more compression possible. SECTION 9. The City Clerk shall certify to the passage and adoption of this resolution; shall enter the same upon the Book of Resolutions of the saia City; and shall make a minute of the passage and adoption thereof in the records of the Board of Trustees of said City in the minutes of the meeting at which the same is passed and adopted. 15- 826 Passed, approved and adopted this 13th day of November , A.
