A RESOLUTION OF THE: BOARD OF TRUSTEES OF THE CITY OF EL SEGUNDO, CALIFORNIA, ORDERING THE IMPROVETIENT OF A CERTAIN PORTION OF GRAND AVENUE AND OF A CERTAIN PORTION OF RICHMOND STREET, l"ITHIN THE SAID CITY, AS CONTEMPLATED IN RESOLUTION OF INTENTION ITO. 109; DECLARING THE `4ORK OR IMPROVEMENT TO BE OF MORE THAN LOCAL OR ORDINARY PUBLIC BENEFIT; THAT THE COST OF SAID VvORK OR IMPROVEMENT SHALL BE ASSESSED UPON A DISTRICT Aid IETERMINING THAT BONDS SHALL BE ISSUED TO REPRESEN2 THE COST THEREOF. CIHEREAS, the Board of Trustees of the City of E1 Segundo, California, has heretofore duly passed and adopted its Resolution of Intention No. 109, declaring the intention of the said Board to order the work hereinafter referred to t o be done; AND, VTIEREAS, notice of the passage of said resolu- tion and the matters therein contained, and of the said proposed improvement, has been duly given and posted as required by law; AND, ITHEREAS, no protests or objections against the said work or improvement, or against the extent of the district proposed to be assessed to pay the costs and ex- penses thereof, have been made, either in writing or otherwise; AND, WHEREAS, said Board of Trustees has now ac- quired jurisdiction to order the said work or improvement to be made; NOVI, THEREFORE, the Board of Trustees of the City of E1 Segundo, California, do resolve, declare and determine as follows: SECTION 1. That the street work or improvement 1- f^6 L - l2 �d mentioned and described in Resolution of Intention No. 109 of the Board of Trustees of the City of E1 Segundo, California, passed and adopted on the 25th day of September, A. D., 1925, is required by the public interest and con- venience, and the said 9oard of Trustees of the City of E1 Segundo, California, hereby orders to be done, the said work or improvement upon a certain portion of Grand Avenue and upon a certain portion of Richmond Street, within the said City, all as the same is contemplated, set forth and fully described in said Resolution of Intention No. 109, which is on file in the office of the City Clerk of the said City of E1 Segundo, and which is hereby referred to for a description of said work and hereby by this reference made a part hereof for the purpose of said description. Reference is hereby made and attention i s hereby called to the iiarbelite Corporation of America, concrete lighting standard license agreement, dated September 22nd, 19250 and on file in the office of the City Clerk of the City of 21 Segundo, California, and open to public inspection. SECTION 2. That the contemplated work or im- provement hereinbefore mentioned is in the opinion of the said Board of Trustees of more than local or ordinary pub- lic benefit, and the expenses of the said work or improve- ment are made chargeable upon the district hereinafter described, and the said Board of Trustees hereby declares said district to be the district benefited by the said work or improvement and to be assessed to pay the costs and ex- penses thereof. The said district is described as follows, to -wit: all that real property in the said City of El Segundo, County of Los Angeles, State of California, in- cluded within the exterior boundary line of the said district, as the same is shovel upon tkL- "Map of District to be Assessed for the Improvement of a Portion of Grand Avenue, and Richmond Street, with Ornamental Street Lighting System, City of E1 Segundo, California ", designated as 2- ai �) ry 6 "Map M25922 ", indicating the exterior boundary line of such district, which said map, duly and regularly ap- proved by the said Board of Trustees, is on file in the office of the City Engineer of the said City, and is hereby expressly referred to and by this reference made a part hereof, excepting therefrom all public streets, roads, alleys, avenues, places and highways. Reference is hereby expressly made to the said Map for the particular descrip- tion of the said district. SECTION 3. That the City Engineer of said City is hereby directed to make a diagram of the property af- fected or benefited by the proposed work or improvement, as described in said Resolution of Intention No. 109, and to be assessed to pay the expenses thereof. Such diagram shall show each separate lot, piece or parcel of land, the dimensions of each of said lots, pieces or parcels of land,and the relative location of the same to the work proposed to be done, all within the limits of the said assessment district. SECTION 4. That the said Board of Trustees hereby determines that serial bonds to represent unpaid assessments and bear interest at the rate of seven per cent (7'5) per annum will be issued hereunder in the manner provided by the "Improvement Bond Act of 1915 ", the last instalment of which bonds shall mature nine years from the second day of July next succeeding ten months from their date. SECTION 5. That except as herein and in said Resolution of Intention No. 109 provided, the proceedings of the aforesaid improvement shall be had and taken under that certain act of the Legislature of the State of Califor- nia, commonly known, designated and referred to as the "Improvement Act of 1911110 and under all acts amendatory thereof. 3- a "� Ay SECTION 6, The City Clerk of said City is hereby directed to post conspicuously for five days on or near the Council Chamber door of the Board of Trustees, in the manner and form required by law, a notice with the Specifications inviting sealed proposals or bids for doing said work. Said City Clerk is hereby further directed to publish twice in The E1 Segundo Herald, a weekly newspaper printed, published and circulated in said City of E1 Segundo, California, and hereby designated for the purpose of said publication, in the manner and form required by law, a notice of said work inviting sealed proposals or bids for doing said work and referring to the specifications posted or on file. Said notice shall require that each proposal or bid be accompanied by either a certified check or a bond, as prescribed by la%, and for an amount not less than ten per cent (loo) of the aggregate of the proposal or bid, payable to the said City of El Segundo, California. SECTION 7. The City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the Book of Resolutions of said City of El Segundo, and shall make a minute of the adoption thereof in the re- cords of the Board of Trustees of said City in the minutes of the meeting at which the same is passed and adopted.
