A RESOLUTION OF THE BOARD OF TRUSTEES OF
THE CITY OF EL SEGUNDO, CALIFORNIA, ADOPT-
ING SPECIFICATIONS NO. 13 OF THE SAID CITY,
FOR THE INSTALLATION OF AN ORNAMENTAL
STREET LIGHTING SYSTEM IN THE SAID CITY
OF EL SEGUNDO.
BE IT RESOLVED by the Board of Trustees of the
City of El Segundo, California, that the following speoi-
fioations, being and to be known as "SPECIFICATIONS N0. 13
FOR THE INSTALLATION OF AN ORNAMENTAL STREET LIGHTING SYS-
TEM IN THE CITY OF EL SEGUNDO, CALIFORNIA ", be and the same
are hereby adopted and ordered filed in the office of the
City Clerk of said City.
General Requirements
SECTION 1.- Work and Plans.
The work to be done under these specifications
shall include the furnishing of all labor, material and
equipment for or appurtenant to, the construction and com-
pletion of an ornamental street lighting system (Double
Series), in accordance with plans and other drawings on file
..r in the office of the City Engineer, and in aocordem a with

the Resolution of Intention therefor. All work shall, during
its progress, and on its completion, oonform to lines, ele-
vations and grades shorn on said plans, and other drawings.
The work shall be done in a thorough warkmenlike
manner, to the satisfaction of the Street Superintendent.
Copies of the plans and specifications furnished by the City
Engineer shall be kept upon the work, and access thereto shall
at all times be accorded to the City Engineer and Street
Superintendent.
SECTION 2.- Examination of Ground.
Bidders must examine an& Judge for themselves as

to the location and surroundings of the proposed work, and
the work to be donee
The plans, and other drawings for the work, will
Show conditions as they are supposed or believed by the City
Engineer to exist, bat it is not intended or to be inferred
that the conditions as shown thereon constitute a represen-
tation by the City, or its officers, that such conditions are
actually existent, nor shall the City or any of its officers
be liable for any loss sustained by the Contractor as a re-
salt of any variance between conditions as shown on the plans
aad the aotmal conditions revealed during the progress of the
work or otherwise,
SECTION Se- Setting Stakes,
The Contractor shall give twenty -four (24) hours
notice in writing when he will require the services of the
City Engineer for laying out any portion of the work, and
shall dig all holes necessary for line and grade stakes. The
Contractor shall preserve all stakes set for the lines, grades
or measurements of the work in their proper places until
scthorised to remove them by the City Engineer, Any expense
incurred in replacing said stakes which the Contractor may
have failed to preserve shall be borne by the Contractor.
SECTION 4.- Inspectors.
The Contractor shall prosecute work only in the
presence of an Engineer or Inspector appointed by the Street
Superintendent and any work,done in tbaa absence of said Engi-
neer or Inspector will be subject to rejection. The Contraotor
shall make a written application for an inspector at least
twenty -four (24) hours before his services are required on
the work. The Contractor shall farnish the Engineers and
Inspectors reasonable facilities for obtaining fdll informe-
tion respecting the progress and manner of the work, and the
character of the materials,

SECTION 6.- Materials and Samples.
All materials most be of specified quality and
fully equal to samples, when samples are required. Samples
of any material proposed to be used in the work shall be
delivered by the Contractor free of charge, at the place
within the City of E1 Segundo designated by the Street
Superintendent. Rejected material must be immediately re-
moved from the work by the Contractor and shall not again
be brow &t upon the work.
SECTION 6.- Labor.
The Contractor shell employ Done but competent
foremen, laborers am mechanics. Any overseer, superintend-
ent, laborer or other person employed on the work by the
Contractor, who is intemperate, incompetent, troublesome or
otherwise undesirable, or who fail a or refuses to perform
the work in the manner specified herein, shall be discharged
Immediately, zed each person shall not again be employed on
the work.
In zhe absence of the Contractor from the work,
whether permanent or temporary, he must provide and 26 ave
a competent and reliable agent or foreman in charge.
All notices, communications, orders or instructions
given or sent to or served upon such agent or foreman shall
be considered as having been served upon the Contractor.
SECTION 7.- Preservation of Monuments.
The Contractor shall not disturb any monuments or
stakes found on the line of improvements without permission
from the City Engineer, aiA shall bear the expense of resett-
ing ary monuments or stakes which may have been disturbed
without such permission. The Contractor shall reset all
street signs disturbed by him during the progress of the work,
SECTION 8.- Removing Obstructions,
The Contractor shall remove trees where required

by the plans or where the proper completion of the work
requires their removal. The Contractor shall also remove
all stone, debris or other obstructions of whatever kind or
character, either natural or artificial, encountered in
making improvements.
SECTION 9,- Observing City Ordinances,
The Contractor shall observe all the ordinances
of the City of E1 Segundo in relation to the obstruction of
streets, keeping the passageways open and protecting the same
where they are exposed or dangerous to travel,
SECTION 10,- Cross Streets,
Any streets intersecting streets in which the work
Is being done may be closed at any time, provided that the
closed streets are not next to each other, and that each al-
ternate street crossing is kept open,
SECTION 11,- Barriers, bights, sto.
The Contractor shall take all necessary measures
to protect the work and prevent sooidents during the con -
struation. He shall provide and maintain all necessary
barriers, guards, temporary bridges, watchmen and lights.
SECTION 12.- Public Utilities, etc.
In case it should be necessary to move the property
of any owner of a public utility or franchise, such owner
will upon proper application by the Contractor, be notified
by the Street Superintendent to move such property within a
specified reasonable time, and time Contractor shall not inter-
fere with said property until after the expiration of the
time specified.
The right is reserved to the owners of public
utilitiea or franchises to enter upon the street for the pur-
pose of making repairs or changes of their property that may
be made necessary by the work. The City shall also have the
privilege of entering upon the street for the purpose of

repairing water pipes, or other pipes or conduits, or making
house connections therewith, or repairing culverts or storm
drains,
SECTION 13,- Protection of work and clean up,
The Contractor shall *are for all work until final
completion and acceptance. During construction the Contractor
shall keep the Sob free and clean of all rubbish and debris,
and the same must be cleaned up within one (1) day after
notice is given him by the Street Superintendent. He shall
remove all surplus material and rubbish from the work after
it�oompletion and before he makes application for the accept-
ance of the work.
All damage done to existing improvements by the
Contractor shall be repaired by him, and in the case of curb,
sidewalk or gutter the entire stone or block which has !been
damaged shall be reconstructed.
SECTION 14,- Defective work.
No work, if defective in its construction or de-
fioient in any of the requirements of these specifications,
will be considered as accepted in consequence of the failure
of any employee of the City orInspeotor connected with the
work, to point cut said defects or deficiency during con -
struotion. The Contraotor shall correct any imperfect work
whenever discovered, before the final aooeptam a of the work.
SECTION 15.- Lose or Damage.
All loss or damage arising from arW unforeseen
obstruction or difficulties, either natural or artificial,
which may be encountered in the prosecution of the work, or
from any action of the elements prior to the final acceptance
of the work, or from any act or omission not authorised b;y
these specifications, on the part of the Contractor or any
agent or person employed by him, shall be sustained by the
Contractor,

SECTION 16.- Notes on Plans.
Special provisions in the form of notes or
details modifying these specifications in particular
cases, may be embodied in the plans and in such cases
such special provisions shall supersede and control these
specifications in those particulars.
SECTION 17.- Final Inspection.
The Contractor shall notify the Street 3uperin-
tendent when he desires a final inspection of work. The
Street Su;erintendent will, as soon thereafter as possible,
make the necessary examination. If the work is found to be
in compliance with these specifications, the said street
,;ulerintendent will furnish the Contractor with a certi-
ficate to that effect.
SECTION 18.- Fees and Royalties.
I11 fees or royalties for any patented invention,
articles or arrangemeiit in any manner connected with the
work, or with these specifications, shall be included in
the price stated in the proposal, and the contractor shall
protect _nd hold the City harmless against any and all
demands or claims for such fees or royalties, whether such
demands or claims re filed during the life of the contract
or after its completion.
Si:CTI011 19.- Definitions.
lherever the word "City" is used in these speci-
fications, it refers to the City of E1 Segundo, California.
lherever the word "Contractor" is used in these specifica-
tions, it refers to the party or parties of the second
part in the agreement for the cor_struction of the work
herein specified.
lherever the word "City .ngineer" or "Street
Superintendent" are used in these specifications, they re-
fer to the City ;ingineer or Street Superintendent of the
City of Ll Segundo, California, or their authorized agents
or inspectors.

ORNAMENTA?, I.28HTI1TG POSTS.
The eleotroliers shall be thane light stand-
ards, made of concrete, reinforced with steel rods and
manufactured by the centrifugal process, similar to the
plans on file in the office of the City Engineer, and
known as marbelite type (1500.
CONCRETE FOUNDATION AND PId CING OF POSTS.
1. The posts are to rest upon a concrete foun-
dation twenty -six (26) inches square at the top, laid to
sidewalk grade, thirty two (32) inches square at bottom,
with a thickness of twenty -four (24) inches. Four (4)
three - quarter (3/4) inch bolts, fourteen (14) inches long,
with oast iron washer three (3) inches in diameter, are to
be embedded in the concrete, projecting two (2) inches
above its surface and are to be held in place by a template
of the holes in the bottom of the post.
2. Where the above described foundation cannot
be oonstruoted on account of basement or obstruction, the
Contractor shall use some other effective method. If any
obstruction can be avoided by moving the post or posts
parallel to the street, the Contractor may have this option
except with corner posts, provided that the post so changed
is not more than three (3) feet in either direction from
the position shown upon the plans for the work.
3. The concrete for the foundation shall be com-
posed of one (1) part by measure of Portland Cement, two (2)
parts by measure of sand, or stone screenings, four (4)
parts by measure of broken stone or screened gravel, which
will pass through a one and one -half (1 1/2) inch ring and be
retained on a one - quarter (1/4) inch mesh screen. lahen un-
screened gravel is used, five (5) sacks or one and one-
quarter (1 1A) barrels of Portland Cement shall be added
to each yard of gravel. The unscreened gravel shall not
contain rook larger than will pass through a two (2) inch
ring. The cement used on the work shall be Portland Cement,

passing the requirements for cement and cement tests of
the American Society for Testing Materials.
4. The cement shall be thoroughly mixed and
incorporated while dry so as to form a homogeneous mixture
of the ingredients. Then the water shall be added in suffi-
cient quantities so as to produce a uniformly and thorough-
ly wet mass. Vihile being watered, the whole mass shall be
turned at least twice more. The concrete thus prepared
shall be immediately placed in the form and thoroughly
tapped until water appears upon the surface. The top of
the concrete base shall be floated and trawled smooth. The
foundation must be given at least seventy -two (72) hours
to set before the post is placed thereon. The posts shall
be set eighteen (18) inches from the curb face to center
of post. They shall be plumb and in line, and of the same
relative height above the curb. After plumbing the poets
upon the foundation, the base must be given a uniform bear-
ing by groat $mg with a mixture of one (1) part Portland
Cement and two (2) parts sand, the groat being thin enough
to flow.
CONDUIT.
1. The conduit and conduit bands furnished shall
be sherardized or equivalent iron conduit approved by the
underwriters; and shall be one and one quarter (1 1A)
inches inside diameter, radius of bands to be not less than
eight (8) inches.
2. All conduit threads are to be treated with
graphite pipe poste before screwing together, and are to be
put together absolutely water - tight. Care must be taken to
see that pipe connections are good electrically.
3. The ends of each length of pipe shall be
reamed on the inside. Care must be taken to prevent any
obstruction remaining in the pipe which would injure the
cable when being pulled through.

4. All ends of conduit to be protected during
construction to prevent moisture and foreign material from
entering. Conduit ends terminating in each lamp post are
to be equipped with pipe bushings, and extend up into the
post as far as the bottom of the hand -hole. No junction
boxes of any kind shall be used underground.
B. In parkways, all conduit shall be laid not
less than twelve (12) inches below the top of curb, and
at street intersections shall be laid not less than twenty -
four (24) inches below the finished grade of the street,
except when laid beneath a concrete gutter or permanent
pavement, in which case the conduit shall be at least twelve
(12) inches below the finished grade. Conduit shall be laid
between the trees and curb, except in such oases where it
is impossiole without permanent in4ury to the trees, in
which case and at such point it may be laid between the
trees and sidewalks.
6. The conduit system is to be installed in a
loop system from post to post.
7. At the feed -in points conduit shall be run
from the posts at each end of the system to the service
pole as shovel on plans, and up the pole thirty -five (35)
feet. Ends of conduit up pole to be equipped with pipe
bushings. Conduit up pole to be covered with fiber and
securely strapped to pole.
S. Conduits terminating in each post shall be
electrically connected to each other, with a copper ground
strip, equivalent in area to a f-6 B. and a. gauge copper
wire; the ends of conduit to be thoroughly cleaned before
ground strip is put one
OkBIE.
The cable used is to be what is known as varnished
cambric lead - covered cable. 611 cable must conform to the
following specifications:

1. Conductors: The cable is to be single
conductor number Eight ( #8) B. and S. gauge, solid copper.
2. Conductivity: The conductivity of all con-
ductors shall not be less than ninety -eight (98) per cent
of that of pure copper.
3. Insulation: The insulation shall consist
of varnished cambric. It must be homogeneous in quality,
free from holes and defects, and applied heliaeally, evenly
and tightly to the conductor. There shall be three thirty -
seconds (332) inch varnished cambric around the conductor.
4. Sheath: The sheath shall consist of lead
and must be homogeneous in quality, free from holes and
defects. The sheath shall have an average thickness of
not less than one - sixteenth (116) inch and a minimum thick-
ness of not less than ninety (90) per cent of the required
average thickness.
5. Voltage Test: Cable shall vAthstand three
thousand (3000) volts, alternating E.M.F. between conductor
and sheath for five (5) minutes.
6 -. Installation of Cable: (a) The cable is to
be installed in the conduit in a loop system from post to
post. The ends of the cable terminating in each post are
to extend up into the post to the series socket terminals
so that there will be no splices in the cable.
(b) Cable ends terminating in each lamp post are to be
equipped with 'Westinghouse Style No. 386130, disconnecting
pot - heads, or equal, and to be filled with insulating com-
pound. The ends of all cable shall be sealed by soldering
until pot -heads are installed to prevent moisture from
entering cable.
(o) Posts are to be connected up so as to form com-
plete series oirouits as shove on plans,
(d) One cable shall be run from both ends of each
underground system at feed points to service pole, and up
the pole to a point twelve (12) inches above the end of
the circuit,

(e) The ends of all cables up poles shall be
equipped with suitable outdoor type pot - heads.
(f) The sheaths of all cable in the base of each
post are to be connected together with a copper ground
strip, and this strip bonded to the circuit.
POST WIRING.
1. The posts shall be wired for one circuit.
2. There shall be no fuses of any description
installed in the base of posts.
SOCKETS, LAMPS, GLOBES AND STREET SIGNS.
1. Each post shall be equipped with Westinghouse,
Style No. 341135, Mogal Series film outout sockets and
receptacles, or equal; and Westinghouse Style No. 336110,
block insulators or equal.
2. The contractor shall furnish and install on
each post, one Type C, 6.6 amp. 400 C.P. Mazda lamp, and
two Type C 6.6 amp. 100 C.P. Mazda lamps.
3, Upright globes are to be Westinghouse Sol-
Lux Senior Lighting Unit with Monax globe and canopy, or
equal, with globe protecting ring, and fitted for 8" holder;
drop globes are to be 14" dis. ball monax globes with globe
protecting ring, and fitted for 6" holders. All globes to
have band socket and adjustable socket support.
4. There shall be painted on the globe of each
corner ornamental lighting post, the street names and block
numbers. Said street names and block numbers to be neatly
lettered with black enamel in Roman Capitals of appropriate
size.
EXCAVATION AND BACK FIZZING
1. The excavation required for the installation
of conduit, foundations for lamp- posts, etc., shall be done
in such a manner as to cause the least injury possible to
streets, curbs or walks. The dirt shall be piled in the
gutter and not upon the sidewalk.
2. After the trench has been bank- filled, it

shall be flooded with water and thoroughly settled,
any surplus dirt shall be removed, and the surface of
the ground left smooth and level with top of the curb.
RESTORING STREET SURFACES AND C 12 WORK.
1. Improved streets: In all paved, macadamiz-
ed, oiled or otherwise improved streets, the surface over
the trench shall be finished by the Contractor with the
some roadway material that was removed in excavating
the trench.
2. Reconstructing curbs, Gutters and sidewalks:
The construction of cement curbs, drain spouts, gutters,
and sidewalks, which are of necessity broken by the in.
stallation of posts and conduits, shall be done by the
Contractor in conformity with the specifications of the
City of E1 Segundo, and in accordance with the following
additional requirements: namely, the curb, gutter and
sidewalk shall be removed to the next joint beyond the
excavation required by the installation of said posts and
conduits.
SECTION 20.- The City Clark shall certify to the
passage and adoption of this resolution and shall cause
the some to be entered in the Book of Resolutions of the
Board of Trustees of the City of E1 Segundo, Calilb ruis, and
shall make a minute of the passage and adoption thereof in
the Records of the Proceedings of the Board of Trustees of
said City, in the minutes of the meeting at which the same
is passed and adopted.
