A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF EL SE -UNDO
ORDERING THE IMPROVEMENT OF A PORTION OF RICIMOND STREET IN SAID CITY,
DECLARING THE "10RK OR I10ROVEMENT TO BE OF I, ORE THAN LOCAL OR ORDINARY
PUBLIC BENEFIT AND THAT THE COST OF SAID WORK OR IIv,PR0VEL1EUT SHALL BE
ASSESSED UPON A DISTRICT AND DETERAYINING THAT BONDS SHALL BE ISSUED TO
REPR�,SENT THE COST THEREOF.
The Board of Trustees of the City of E1 Segundo do resolve as
follows:
Section 1. That the street work or improvement mentioned and
described in Resolution of Intention No. 34 of the Board of Trustees
of the City of El Segundo, passed and adopted February 2nd, 1921, is
required by the public interest and convenience, and said Board of
Trustees of the City of E1 Segundo hereby orders to be done the street
work or improvement on Richmond Street from the North property line of
E1 Segundo Avenue to the South property line of Grand Avenue, as the
same is set forth and described in said Resolution of Intention No. 34
which said Resolution of Intention is hereby referred to for a des-
cription of said work and hereby made a part hereof for the purposes
of said description.
Section 2. That the said contemplated work or improvement in
the opinion of the said Board of Trustees of said City of El Segundo
is of more than local or ordinary public benefit and said Board of
Trustees by, and in the aforesaid Resolution of Intention made the ex-
penses of such work or improvement chargeable upon a district, which
district is shown by a plat on file in the office of the City Engineer
in the City of El Segundo, to which plat reference is made for the
colored boundary line, showing the extent of territory to be included
in the assessment district, and which district is also described in
general terms in the aforesaid Resolution of Intention No. 34, to

which plat and Resolution of Intention reference is hereby made for a
more particular description of said assessment district and for all
details with reference to the extent of said assessment district.
Section 3. The City Engineer is directed to make a diagram of
the property affected or benefited by the proposed cork or improvement
as described in said Resolution of Intention and to be assessed to pay
the expenses thereof. Such diagram shall show each separate lot,
piece or parcel of land, the area in square feet of each of said lots,
nieces or parcels of land, and the relative location of the same to
the work proposed to be done, all cjithin the limits of the assessment
district.
Section 4. The Board of Trustees determines that serial bonds
bearing interest at the rate of Seven (7 /,) per cent per annum shall be
issued to represent each assessment of Twenty -five Dollars (425.00) or
more remaining unpaid for thirty (30) days after the date of the war-
rant, or five (5) days after the decision of said Board of Trustees
upon an appeal to represent the expenses of said - -,ork and improve:,ient;
that said serial bonds shall extend over a period ending nine (9)
,years from and after the second day of January next succeeding the
date of said bonds and that an even annual proportion of the principal
sum thereof shall be payable by coupon on the second day of January
every year after their date until the whole is paid; and that the in-
terest shall be payable semi - annually by coupon on the second days of
January and July respectively, of eadh year, at the rate of Seven
(70) per cent per annum, on all sums unpaid, until the whole of said
principal and interest is paid;
Said bonds shall be issued in accordance with the provisions of
an act of the Legislature of the State of California entitled; "An
Act to provide a system of street improvement bonds to represent cer-
tain assessments for the cost of street work and improvement within
municipalities, and also for the payment of such bonds ", approved
February 27, 1693, and of all acts amendatory thereof.
Section 5. The City Clerk is hereby directed to post conspicu-
ously for five (5) days on or near the Council Chamber door of this
Board of Trustees in the manner and form required by law, a notice

with the specifications inviting sealed proposals or bids for doing
said work.
Said City Clerk is further directed to publish for two (2) days
in the El Segundo Herald, a weekly newspaper published and circulated
in the City of El Segundo (and hereby designated for the purpose of
such publication) in the manner and form required by law, a notice of
said work inviting sealed proposals or bids for doing said work and
referring to the specifications posted or on file and to the Califor-
nia ,iillite Road Construction Company's Plastic Composition License
Agreement dated January 26, 1921, on file in the office of the City
Clerk of the City of El Segundo, Jalifornia. Said notice shall re-
quire that each proposal or bid be accompanied by either a certified
check or a bond as prescribed by law and for an amount nit less than
Ten (10/1U) per cent of the aggregate amount of the proposal or bid,
payable to the order of the President of the Board of Trustees of
said City.
Said City Clerk is further directed to publish this Resolution
for tvTo (2) days in the aforesaid El Segundo Fereld hereby designated
for said purpose.
