'Y A RESOLUTION OF TYE BOARD Or' TRUSTEES OF THE CITY OF EL SEGUNDO, CALLING Ai ;D GIVING NOTICE Or THE HOLD- ING OF A SPECIAL MUNICIPAL ELECTION IN SAID CITY, TO I BE HELD ON MONDAY, THE 30TH DAY OF APRIL, 1917, FOR THE PURPOSE OF SUBMiITTING TO THE ELECTORS OF SAID CITY AN ORDINANCE OF TIM CITY OF EL BEGU14DO PROHIBITING THE KEEPING OF POOL AND BILLI1112D TABLES FOR HIRE IN SAID CITY. Whereas a petition for the adoption of a certain ordin- anoe, being in the words and figures as follows, to -wit: " ORDINANCE N0. . An Ordinance of the City of E1 Segundo Prohibiting the Keeping of Pool and Billiard Tables for Hire in said City. The People of the City of E1 Segundo do ordain as follows: Section 1. No person, firm or corporation shall keep, manage, conduct or operate in the City of E1 Segundo, California, any pool or billiard room or hall or other place wherein pool tables or billiard tables are kept or maintained for hire. Section 2. Nothing in the foregoing section contained shall be construed to prevent the free use of pool or billiard tables in any private residence within said city. Section 3. Any person, firm or corporation violating any of the provisions of this ordinance shall be deemed guilty of a mis- demeanor and, upon conviction thereof, shall be punished by a fine not exceeding 100.00 for each offense or by imprisonment in the County jail of Los Angeles County for a period not e---ceeding 30 days, or by both such fine and imprisonment, in the discretion of the court. Section 4. The City Clerk shall certify to the adoption of this ordinance and shall cause the same to be published once in the E1 Segundo Herald, a weekly newspaper printed, published and circulated within the said City of E1 Segundo, and which is hereby - 1 - designated for that purpose. Section 5. All portions of any ordinance of said City conflicting with the provisions of this ordinance are hereby repealed. Adopted by vote of the people of El Segundo the day of , 1917. City Clerk. was, on the 28th day of March, 1917, submitted to this Board by Mrs. Norma Netta Stephens and others; and Jhereas it appears from the certificate of the City Clerk attached to said petition that the same is signed by at least fifteen per cent. of the qualified electors of said City; and Whereas the Board of Trustees deem that the public interest and convenience will be subserved by the calling of a special elec- tion for the purpose of submitting the question of the adoption of said proposed ordinance to the electors of said City; NOW TiIEREFORE, BE IT RESOLVED by the Board of Trustees of the City of E1 Segundo, as follows: Section l.That there shall be held in the City of E1 Segundo, County of Los Angeles, State of California, on Monday, the 30th day of April, 1917, a special municipal election, for the purpose of submitting to the electors of said city the following proposi- tion, to -wit: "Shall the ordinance submitted to the Board qi` 64 , of Trustees of the City of E1 Segundo, Cal- � ifornia, by initiative petition on the 28th day of March, 1917, entitled: 'An Ordinance of the City of E1 Segundo Prohibiting the zo Keeping of Pool and Billiard Tables for Hire in said City ", be adopted ? ", and notice of the time and place of holding said election is hereby given. Section 2. That the ballots to be used at said election shall be, both as to form and as to mattbrs contakned therein, such as may be required by law to be used thereat, and the City Clerk is hereby directed to mail to the qualified voters of sei d - 2 - city in the manner and within the time required by law, sample ballots, in the form and containing the matter required by law to appear thereon, enclosing with each sample ballot mailed, a card stating the location of the precinct polling place of the elector to whom said sample ballot was mailed, and a failure on the part of any elector to receive such sample bel lot shall not be held to invalidate the election or affect in any manner the result thereof; and the City Clerk is hereby further instructed and directed and authorized to procure all supplies that may be necessary to properly and lawfully conduct said special munici- pal election. Section 3. That there shall be but one election precinct for the purposes of holding said special election; said precinct shall be known and designated as: "Precinct No. 1" and shall em- brace all of the territory within the City of El Segundo, and the exterior boundaries of the said city, as the same now exist are hereby fixed as the exterior boundaries of said election precinct. That the polling place in said precinct No. 1 shall be in the room in the E1 Segundo Hotel, at the northwest z corner of Richmond street and Ballona Avenue, in said City, in which the Board of 'Trustees of said CitN hold their meetings, and the Board of Election to conduct the said election in said Precinct No.1 shall be and is hereby appointed as follows: For Judge s:w;/a o 092=4e and( /� ; For Inspectors �+ and ; For Clerks d ,tcr�y and All of the persons herein named are hereby appointed as such officers of election respectively and their compensation is fixed at db each for said election. The polls at the said election shall be open from 6:00 o'clock ao m. to 7:00 o'clock p. me of the said day. Section 4. Said proposition shall appear upon the ballots to be used at said election in the words and figures as the same is set forth in Section 1 of this resolution, and in addition to other matters required to be stated in said ballots there shall - 3 - appear thereon the following: �a "To vote on any question or proposition, stamp a cross (X) in the voting square after the word 'Yes' or after the word 'No'. All marks except the Cross (X) are forbidden. All distinguishing marks or erasures are forbidden and make the ballot void. If you wrongly stamp, tear or deface this ballot, return it to the inspector of election and obtain another." Section 5. If an elector shall stamp a cross (X) after the printed word "Yes" his vote shall be counted in favor of the adoption of said ordinance, and if he shall stamp a cross (X) in the voting square after the printed word "No", his vote shall be counted against the adoption of the same. If a majority of the qualified electors voting on said proposed ordinance shall vote in favor thereof, such ordinance shall thereupon become a valid and binding ordinance of the City of E1 Segundo, and shall be considered as adopted upon the date that the vote is can- vassed and declared by the Board of Trustees, and shall go into effect ten days thereafter. Section 6. That in all other respects said special election shall be conducted in the same manner as required by the resolu- tions and Ordinances of the City of E1 Segundo relating to elec- tions, and the Laws of the State of California relating thereto, as far as the same may be applicable. Section 7. The City Clerk shall certify to the passage of this resolution and shall enter the same in the Book of Resolu- tions of the City of E1 Segundo; he shall make a minute thereof in the records of the meeting of the Board of Trustees at which the same is passed, and shall cause the same to be published by two consecutive insertions before the date of said election in the E1 Segundo Herald, a weekly newspaper of ganaral circulation, printed, published and circulated within the said city, which is - 4 - hereby designated for that purpose, and he shall conspicuously post a copy of said resolution at least one week next preceding the date of said election in three public places within the said city, to -wit: This r _-solution shall tclie effect imnedi,n.tely.
