1. Brian Rourke, Resident; spoke regarding a small plane that flew over Main Street, North and
South, on Monday at 10:27 a.m. and suggested the Council respond to the Airport. Spoke
regarding the Planning Commissions handling of project from LA City and requested the Council
review the procedure. He further stated that he felt the Council should review the fee structure of
appeals of the Planning Commission to the Council.
CLOSED SESSION: The City Council moved into a closed session pursuant to applicable law, including
the Brown Act (Government Code §54950, et seg.) for the purposes of conferring with the City's Real
Property Negotiator, and/or conferring with the City Attorney on potential and/or existing litigation; and /or
discussing matters covered under Gov't Code §54957 (Personnel); and/or conferring with the City's Labor
Negotiators as follows:

Mayor Jacobs left the meeting at 6:45 P.M.
Reconvened in open session at 7:00 P.M.
SPECIAL ORDER OF BUSINESS -
Interview applicants for positions on the Economic Development Advisory Council, El
Segundo Library Board of Trustees, Planning Commission, Senior Citizen Housing
Corporation Board, Capital Improvement Program Advisory Committee and Community
Cable Advisory Committee. (Council only interviewed applicants for the positions for the
Economic Development Advisory Council and the Planning Commission.)
The City Council began Interviewing the applicants for available positions.
Mayor Jacobs returned to the meeting at 8:10 P.M.
Mayor Jacobs announced the following appointments by City Council consensus:

WESTON, AND COUNCILWOMAN FRIEDKIN. NOES: MAYOR PROTEM WERNICK.

Council consensus to continue to interviews to October 8, 1996 at 7:00 P.M.
2. Establish date for a public Workshop /Meeting of the City Council to discuss zoning code
enforcement matters, including the intent of the current policy, recent changes in the policy
and any potential modifications
Council consensus to schedule October 17, 1996 at 7:00 P.M. as a meeting date, and
directed staff to advertise to the public through the El Segundo Herald, community cable
television, and at various City building locations
