1996 SEP 03 CC MIN-7MINUTES OF THE REGULAR MEETING OF THE EL SEGUNDO CITY COUNCIL TUESDAY, SEPTEMBER 3, 1996 - 7:00 P.M. CALLED TO ORDER by Mayor Jacobs at 7:05 p.m. PLEDGE OF ALLEGIANCE led by Councilman Mike Gordon PRESENTATIONS - NONE ROLL CALL Mayor Jacobs Present Mayor ProTem Wemick Present Councilman Weston Present Councilwoman Friedkin Present Councilman Gordon Present PUBLIC COMMUNICATIONS -(Related to City Business Only - 5 minute limit per person, 30 minute limit total Individuals who have received value of $50 or more to communicate to the City Council on behaly'of another, and employees speaking on behalf of their employer, must so identify themselves prior to addressing the City Council. Failure to do so shall be a misdemeanor and punishable by a, fine of $250. - Two individuals addressed the City Council. Dorothy Kent, 909 Dune Street commented on the package the City Council decided to release at their meeting of August 20, 1996. Summer Peterson, Community Cable employee informed the Council about an incident occurring regarding another cable employee which was detained by the Police Department after he left work late one evening. City Manager Morrison informed her the Police Department had complaint forms available at their window which could be filed. Mayor Jacobs closed public communications. A. PROCEDURAL MOTIONS Consideration of a motion to read all ordinances and resolutions on this Agenda by title only. MOVED by Councilwoman Friedkin; SECONDED by Councilman Gordon to approve reading all ordinances and resolutions on this agenda by title only. MOTION PASSED BY UNANIMOUS VOICE VOTE 510. B. SPECIAL ORDERS OF BUSINESS - 1. Public hearing on proposed Ordinance amending Section 20.54.050E and adding Section 9.42.010 to the El Segundo Municipal Code relating to the use of vehicles for human habitation. City Council Minutes 9 -3-96 7:00 p.m. Mayor Jacobs stated this was the time and place hereto fixed for a public hearing on proposed ordinance amending Section 20.54.050E, and adding Section 9.42.010 to the El Segundo Municipal Code relating to the use of vehicles for human habitation, and asked whether proper notice of the public hearing was done in a timely manner and if any written communications had been received in the City Clerk's Office. Deputy City Clerk Freeman stated proper notice was done by the City Clerk's Office, and that no written communi- cations had been received in the City Clerk's Office. Mayor Jacobs opened the public hearing for public comments. No one wished to address the City Council. MOVED by Councilwoman Friedkin; SECONDED by Councilman Gordon to continue the public hearing to September 17, 1996 at 7:00 p.m. MOTION PASSED BY UNANIMOUS VOICE VOTE 5/0. C. UNFINISHED BUSINESS - NONE D. REPORTS OF COMMITTEES, BOARDS AND COMMISSIONS - 1. Schedule interview date(s) of candidates to CCBs. Item deferred until after closed session at the end of their meeting. Council consensus to continue the item to their meeting of September 17, 1996. E. CONSENT AGENDA All items listed are to be adopted by one motion without discussion and passed unanimously. Ratified: Payroll and Employee Benefit checks; checks released early due to contracts or agreements; emergency disbursements and/or adjustments; and wire transfers from 08113196 to 08128196. MOVED by Mayor ProTem Wemick; SECONDED by Councilman Gordon to approve of Consent Agenda Item Number 2. MOTION PASSED BY UNANIMOUS VOICE VOTE 510. CALLED ITEMS FROM CONSENT AGENDA 1. Warrant Numbers 232940 - 233097 on Demand Register Summary Number 07 in total amount of $302,206.64. Mayor ProTem Wemick stated she wanted more detailed information regarding the warrants for Burke, Williams and Sorenson and Loeb and Loeb because the Demand Register Summary Number 7 does not contain that information; Councilman Gordon concurred. CLOSED SESSION The City Council moved into a closed session at 7:40 p.m. pursuant to applicable law, including the Brown Act (Government Code Sec. 54960, et seq.) for the purposes of conferring with the City's Real Property Negotiator, and/or conferring with the City Attorney on potential and/or existing litigation; and /or discussing matters covered under Government Code section 54957 (Personnel); and /or conferring with the City's Labor Negotiators; as follows: Continuation of matters listed on the City Council Agenda for 5:00 p.m., September 3, 1996 under "Closed Session" (if needed).
