1996 MAY 21 CC MIN-7MINUTES OF THE REGULAR MEETING OF THE EL SEGUNDO CITY COUNCIL TUESDAY, MAY 21, 1996 - 7:00 P.M. CALLED TO ORDER by Mayor Jacobs at 7:00 p.m. INVOCATION given by Father Joseph Azadian, Saint Anthony Roman Catholic Church PLEDGE OF ALLEGIANCE led by Councilman Gordon PRESENTATIONS Proclamation declaring June 1, 1996 as "Volunteer Recognition Day' in the City of El Segundo, acknowledging that the volunteers enable the City to continually provide quality services to the community, and inviting the City's volunteers to a picnic entitled "Celebrating Our Volunteers" from 11:30 a.m. to 2:30 p.m. on June 1st at Chevron Park, in their honor. Proclamation presented by Mayor Jacobs to Colleen Ramsey. 2. Award by West Basin Municipal Water District to the City of El Segundo of a "Certificate of Water Reliability" which indicates the City has significantly reduced its water demand through the support and extensive use of recycled water and conservation programs. The City has reduced its overall demand to a point that the water requirements of any future development projects can be met and has greatly improved its position to meet future reliability and potable demand requirements during future droughts. Award accepted by Mayor Jacobs from Dave Hill, Water Conservation Planner and Edward Little, Member Board of Directors for WBMWD. Dorothy Kent, 909 Dune Street stated the complaints regarding Hyperion need better responses, and that better communication is also needed. Willard Krick, ESRA (322 -4115 or 322 -4312) stated there would be a Mural Project Fund Raiser this Sunday, May 26 at 6:30 pm at the Old Town Music Hall, and tickets were available. Colleen Baker, Peer Assistance Class there would be a Young At Heart Event at Park Vista from 11:00 am to 3:00 pm on June 8, 1996. Palm requested clarification on the closure of Palm Avenue; Mayor Jacobs stated that it must be heard by the Planning Commission. MEMORIALS - NONE CLOSED SESSION The City Council moved into a closed session at 9:10 p.m. pursuant to applicable law, including the Brown Act (Government Code Sec. 54960, et seg.) for the purposes of conferring with the City's Real Property Negotiator, and /or conferring with the City Attorney on potential and /or existing litigation; and /or discussing matters covered under Government Code section 54957 (Personnel); and /or conferring with the City's Labor Negotiators; as follows: Continuation of matters listed on the City Council Agenda for 5:00 p.m., May 21, 1996 under "Closed Session" (if needed).
