1996 MAR 22 CC MINMINUTES OF THE ADJOURNED MEETING OF THE EL SEGUNDO CITY COUNCIL FRIDAY, MARCH 22, 1996 - 7:00 P.M. (which will be a Joint Meeting of the E1 Segundo City Council and the E1 Segundo Planning Commission to be held at the E1 Segundo City Hall Chambers) CALL TO ORDER Mayor Jacobson and Vice - Chairman Brian Crowley at 7:07 P.M PLEDGE OF ALLEGIANCE - Councilwoman Friedkin ROLL CALL Mayor Jacobson - Present Mayor ProTem Weston - Present Councilman Switz - Present Councilwoman Friedkin - Present Councilman Robbins - Present arrived at 7:12 P.M. PROCEDURAL MOTIONS 1. Consideration of a motion to read all ordinances and resolutions on this Agenda by title only. MOVED by Councilman Robbins SECONDED by Councilman Switz to read all ordinances and resolutions on this Agenda by title only. MOTION PASSED BY UNANIMOUS VOICE VOTE 5/0 Mayor ProTem Weston stated that this evening they would only be discussing the amendments to the City's General Plan (EA -377, GPA 96 -1) and the Zoning Code (EA -380, ZTA 96 -2) to allow the transfer of development rights (TDR's) and alternative F.A.R. calculations for high and medium bay labs. Nancy Cobb, Chamber of Commerce requested when the discussion of the Smoky Hollow Specific Plan would take place. Mayor ProTem Weston stated that possibly Monday March 25, 1996, and it would be announced at the end of tonight meeting. Mayor Jacobson, Councilman Robbins and Commissioner Yeagley left the dias due to conflict of interest at 7:20 p.m. B. SPECIAL ORDERS OF BUSINESS 1. Continued Public Hearing to amend the various sections of the Zoning Code and the Smoky Hollow Specific Plan (Title 20 of the E1 Segundo Municipal Code), EA -376 and ZTA 96 -1. Applicant: City of E1 Segundo. Continued to May 21, 1996 7:00 P.M. 2. Continued Public Hearing and discussion of amendments to the City's General Plan (EA -377, GPA 96 -1) and the Zoning Code (EA- 380, ZTA 96 -2) to allow the transfer of development rights (TDR's) and alternative F.A.R. calculations for high and medium bay labs. Applicant: Hughes Electronics. Continued to May 21, 1996 7:00 P.M. 3. Continued Public Hearing and discussion of amendments to the City's General Plan (EA -377, GPA 96 -1) to the non - conforming provisions for non - residential areas and Smoky Hollow. 1 Applicant: The City of E1 Segundo. Continued to May 21, 1996 at 7:00 P.M. Mayor ProTem Weston stated this is the time and place hereto fixed for a continued Public Hearing and discussion of amendments to the City's General Plan (EA -377, GPA 96 -1) and the Zoning Code (EA -380, ZTA 96 -2) to allow the transfer of development rights (TDR's) and alternative F.A.R. calculations for high and medium bay labs. He asked if proper notice had been done in a timely manner and if any written communications had been received. Clerk Mortesen stated that proper notice was done by the Planning and Building Safety Department and no written communications had been received regarding this matter. Laurie Jester, Senior Planner gave a Staff report and overview of the Planning Commission conclusions, she further explained the TDR request from Hughes and their needs. Bill Hendricks, Hughes Space and Communications Divisions, explained what Hughes is doing and what their projections for the future are. Council and Commission discussion followed regarding the appropriateness of the TDRs and the new definition of the High and Medium Bays. MOVED by Councilman Switz SECONDED by Councilwoman Friedkin to close the TDR portion of the public hearing only. MOTION PASSED BY THE FOLLOWING VOICE VOTE. AYES: MAYOR PROTEM WESTON, COUNCILMAN SWITZ AND COUNCILWOMAN FRIEDRIN. NOES: NONE. NOT - PARTICIPATING: MAYOR JACOBSON AND COUNCILMAN ROBBINS. 3/0/2 MOVED by Commissioner Palmer SECONDED by Commissioner Mahan to adjourned the Planning Commission portion of the meeting. MAYOR PROTEM WESTON, COUNCILMAN SWITZ AND COUNCILWOMAN FRIEDRIN PRESENT Mayor ProTem Weston introduced Ordinance No. 1249 and 1250. and Senior Planners Laurie Jester read the following: ORDINANCE NO. 1249 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, APPROVING ENVIRONMENTAL ASSESSMENT EA -377 AND GENERAL PLAN AMENDMENT GPA 96 -1, AMENDING THE LAND USE DESIGNATION SECTION AND THE LIGHT INDUSTRIAL LAND USE DESIGNATION TO ALLOW ALTERNATIVE F.A.R. CALCULATIONS. PETITIONED BY: HUGHES ELECTRONICS. ORDINANCE NO. 1250 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO# CALIFORNIA, APPROVING ENVIRONMENTAL ASSESSMENT NO. EA -380 AND ZONE TEXT AMENDMENT NO. ZTA 96 -2, AMENDING THE EL SEGUNDO MUNICIPAL CODE BY AMENDING AND ADDING VARIOUS SECTIONS OF TITLE 20 (THE ZONING CODE), ALL OF WHICH ARE COVERED BY A PREVIOUSLY CERTIFIED ENVIRONMENTAL IMPACT REPORT.
