PUBLIC COMMUNICATIONS - (Related to City Business Onlv_) - 5 minute limit per person, 30
minute limit total) Two (2) individuals addressed Council
1. Bill Mason, Past President of the Chamber of Commerce, thanked the Council for their
efforts on notifying them of items of interest, and further stated that the items that are being continued
generate a high interest in the Business Community.
2. Jerry Saunders, 2041 Rosecrans, asked about the Traffic Mitigating fee item on the 7:00
P.M. Agenda.
Mayor Jacobson stated that there would be a public hearing on the matter before adopting an Ordinance.

B. SPECIAL ORDERS OF BUSINESS -
1. Continued Public Hearing to amend the various sections of the Zoning Code and the
Smoky Hollow Specific Plan (Title 20 of the F1 Segundo Municipal Code), EA -376 and
ZTA 96-1. Applicant: City of El Segundo.
2. Continued Public Hearing and discussion of amendments to the City's General Plan (EA-
377, GPA 96 -1) and the Zoning Code (EA -380, ZTA 96-2) to allow the transfer of
development rights (TDR's) and alternative F.A.R. calculations for high and medium bay
labs. Applicant: Hughes Electronics.
3. Continued Public Hearing and discussion of amendments to the City's General Plan (EA-
377, GPA 96-1) to the non - conforming provisions for non - residential areas and Smoky
Hollow. Applicant: The City of El Segundo.
Mayor Jacobson stated this is the time and place hereto fixed for a public hearing on a) amend the
various sections of the Zoning Code and the Smoky Hollow Specific Plan (Title 20 of the El Segundo
Municipal Code), EA -376 and Z'CA 96 -1. Applicant: City of El Segundo; b) discussion of amendments
to the City's General Plan (EA -377, GPA 96-1) and the Zoning Code (EA -380, ZTA 96-2) to allow the

The City of El Segundo. He asked if proper notice had been done and if any written communications had
been received regarding these matters. Clerk Mortesen stated that proper notice was done by the Planning
and Building Safety Department and Continued Notice was done by the City Clerk's Department, and no
written communications had been received.
MOVED by Councilwoman Friedkin SECONDED by Councilman Switz to continued the public hearing
to March 222, 1996 at 7:00 P.M. MOTION PASSED BY THE FOLLOWING VOICE VOTE.
