SPECIAL ORDERS OF BUSINESS -
1. Continued Public Hearing to discuss FY 1996/97 Preliminary Budget and Five -Year
Capital Improvement Plan.
Mayor Jacobs stated this is the time and place hereto fixed for a continued public hearing on the FY
1996/97 Budget and the Five year Capital Improvement Plan. She asked if proper notice was done in
a timely manner and if any written communications had been received. Clerk Mortesen stated that
proper noticing was done by the Finance Department, continued public hearing notice was posted by
the Clerk's office and no written communications had been received by the Clerk's office.
MOVED by Councilman Gordon SECONDED by Mayor ProTem Wemick to continue the public
hearing to June 18, 1996 at 7:00 P.M. MOTION PASSED BY UNANIMOUS VOICE VOTE 510
2. Schedule interview date(s) of candidates to Planning Commission, Library Board of
Trustees and Recreation and Parks Commission.
MOVED by Mayor ProTem Wemick SECONDED by Councilwoman Friedkin to delay scheduling
interviews to the July 2, 1996 meeting. MOTION PASSED BY UNANIMOUS VOICE VOTE. 5/0
Mayor Jacobs requested letters be sent to all applicants requesting patient on the delay in scheduling
do to the heavy schedule of the Council.
3. An Urgency Ordinance of the City Council of the City of El Segundo amending the El
Segundo Municipal Code in Connection with the hearings following the impoundment
of animals.
Council consensus to hold this item to June 18, 1996, 5:00 P.M. Closed Session.
4. Continued Public Hearing to amend the various sections of the Zoning Code and the
Smoky Hollow Specific Plan, Title 20 of the El Segundo Municipal Code, (EA -376 and
ZTA 96-1). Applicant: City of El Segundo.
Mayor Jacobs stated this is the time and place for a continued public hearing to amend the various
sections of the Zoning Code and the Smoky Hollow Specific Plan, Title 20 of the El Segundo
Municipal Code, (EA -376 and ZTA 96-1). She asked if proper notice was done and if any written
communications had been received. Clerk Mortesen stated that proper noticing was done by the
Planning and Building Safety Department, and continued public hearing notice was posted by the
Clerk's Department, and no written communications had been received
Public Communications:
1. Bill Mason, Chamber of Commerce: requested the Council to reject any changes relating to
non - conforming Building and uses, and the Smoky Hollow Plan.
2. Cad Jacobson, Bungalow Drive; requested the Council to look at the one area in the Smoky
Hollow. The allowed .6 FAR is smaller than any development currently in that area. He requested
Council to consider a 1 FAR.
3. David Steele, Chamber of Commerce, Government Affairs; suggested Council consider a
mean sea level elevation beginning point for setting height limits East of Sepulveda.

MOVED by Mayor ProTem Wemick SECONDED by Councilman Gordon to require "architectural
building features" for the R -1 zone only and building wall modulations for any other zones. MOTION

Setbacks on 25 foot wide lots
MOVED by Councilman Weston SECONDED by Councilman Gordon to require 5 foot minimum side
yard setbacks on all lots, including 25 foots lots in R -1 and R -2 zones. MOTION PASSED BY THE
FOLLOWING VOICE VOTE. AYES: COUNCILMAN GORDON, COUNCILMAN WESTON, AND
COUNCILWOMAN FRIEDKIN. NOES: MAYOR JACOBS AND MAYOR PROTEM WERNICK. 312
Council consensus to accept Planning Commission's recommendations on allowing garages attached
to a dwelling unit in the rear one -third of the lot to be placed on one side property line on the 25 foot
wide lots only.

MOVED by Councilman Weston SECONDED by Mayor ProTem Wemick to allow curb cuts on
properties with alley access only when 80% or more of the lots within that city block have existing
curb cuts. MOTION PASSED BY UNANIMOUS VOICE VOTE 5/0

MOVED by Councilwoman Friedkin SECONDED by Mayor ProTem Wemick to require two (2)
visitor parking spaces for the five 5 units and 2 additional visitor spaces for each addition 3 units.

ZONE TEXT AMENDMENT 96 -1 AMENDING THE EL SEGUNDO MUNICIPAL CODE
BY AMENDING VARIOUS SECTIONS OF TITLE 20 (THE ZONING CODE), AND THE
SMOKY HOLLOW SPECIFIC PLAN, ALL OF WHICH ARE COVERED BY A
PREVIOUSLY CERTIFIED ENVIRONMENTAL IMPACT REPORT.
