PUBLIC COMMUNICATIONS -(Related to City Business Only - 5 minute limit per person, 30
minute limit total) No individuals addressed the City Council.
SPECIAL ORDERS OF BUSINESS -
Continued Public Hearing and introduction of an Ordinance to amend the City General
Plan and General Plan Land Use Map (EA -362, GPA 95-1). Applicant: The City of El
Segundo.
Mayor Jacobson stated this is the time and place hereto fixed for a continued Public Hearing
on the introduction of an Ordinance to amend the City General Plan and General Plan Land
Use Map (EA -362, GPA 95-1). Applicant: The City of El Segundo. He asked if public notice
was done in a timely manner and if any written communications had been received. Clerk
Mortesen, stated that public hearing notice was done by the Planning and Building Safety
Department, and continued public hearing notice was done by the Clerk's Department. One
written communications has been received regarding this matter and distributed to Council.
Public Hearing on section 3 and 4. no individual addressed Council.
Laurie Jester, Senior Planner made a brief staff report.
Public Hearing on sections 1 and 2. (Mayor Jacobson and Councilman Robbins not
participating on these items and left the dias at 7:15 P.M. and returned at 7:40 P.M.).
Liz Gamholtz: resident, spoke regarding the notification of large family day care from 100 feet
to 300 feet, and requested it to be at least 500 feet.
MOVED by Councilman Switz SECONDED by Councilwoman Friedkin to close the Public
Hearing. MOTION PASSED BY THE FOLLOWING VOICE VOTE; AYES: MAYOR PROTEM
WESTON, COUNCILMAN SWITZ AND COUNCILWOMAN FRIEDKIN. NOES: NONE. NOT

Councilman Robbins asked the City Attorney if there would be a conflict of interest if a
Councllmember appeals a Planning Commission decision to Council.
City Attorney Mark Hensley stated that a Councilmember may vote on issues as long as no
other conflicts are present. Legally there would be no problem, but perceptually to the public a
conflict could appear.
Direction to staff to bring back the General Plan after making it and the Zoning Code
consistent, revise to not allow any non - conforming expansions and no expansions beyond the
allowed F.A.R.
City Attorney Mark Hensley read the following:
ORDINANCE NO. 1244
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, APPROVING THE LAND USE DESIGNATION FROM R -1 TO PARKS
FOR HOLLY VALLEY PARK, AND THE LAND USE ;MAP FOR THE BOUNDARY
LINE OF CHEVRONS' BLUE BUTTERFLY PRESERVE, ALL OF WHICH ARE
COVERED BY A PREVIOUSLY CERTIFIED ENVIRONMENTAL IMPACT REPORT,
PETITIONED BY THE CITY OF EL SEGUNDO.
Councilman Switz introduced Ordinance No. 1244 with the deletion of Sections 1 and 2 and
Exhibit A and B, and other consistency changes, with the Ordinance to be renumbered.

Smoky Hollow Specific Plan, related to subdivisions and zoning (EA -348, ZTA 94-1, ZC

MOVED by Councilwoman Friedkin SECONDED by Councilman Robbins to reduce the
expiration of approval of a tentative map or tentative parcel map to 24 months from the date
the map was approved or conditionally approved. Also have the City Attorney develop
language that each extension shall be allowed for a period not to exceed one year with the
total time not to exceed three years. MOTION PASSED BY UNANIMOUS VOICE VOTE 510
Council consensus to have staff bring to Council a Fee Schedule Resolution for a decision on
waving fees for Councilmembers appeals.
Council consensus to direct staff to notice the Council of all Planning Commission decisions.

MOVED by Councilwoman Friedkin SECONDED by Councilman Robbins to set a minimum
side yard set back of five (5) feet with the exception of A, C, D, E, F, and G with G being
amending to be Bay windows first floor level only and allowing encroachments green house
windows (definition to be provided) any floor and ok for B to encroach into other setbacks.

radius of notification to 500 feet, and change the language to notify the owners and occupants

of all dwelling units to two (2) stories, and define the 26 foot height on the drawing at exactly

Rudy Fuentes, resident; spoke regarding a lot split at 312 W. Sycamore.

Dick Switz, resident; asked the Council to consider a contiguous block as a block of land
bounded by streets and for any lot split, in a contiguous block, the frontage must be no less
than the smallest lot in that block.
Council consensus to direct staff to return with language that says no new lot width will be
less than 40 feet, or smaller than any existing lot on the block and consistent with a certain
percentage of the block on which the lot faces between intersecting streets.
The City Manager stated that staff would bring back various percentage alternatives.
