A. SPECIAL ORDERS OF BUSINESS -
Continued Public Hearing to amend various sections of the Zoning Code and the Smoky
Hollow Specific Plan (Title 20 of the El Segundo Municipal Code) related to the height of
open work fences, provisions for inter -modal transit facilities in the Open -Space (O -S)
Zone, motion picture /television production facilities, the Administrative Use Permit process,
outdoor dining regulations in non - residential zones, adult use zoning regulations, compact
parking requirements, and various definitions (EA -376A and ZTA 96 -1A). Applicant: The
City of El Segundo.
Mayor Jacobs announced this was the time and place hereto to fixed for a continued public
hearing to amend various sections of the Zoning Code and the Smoky Hollow Specific Plan
(Title 20 of the El Segundo Municipal Code) related to the height of open work fences,
provisions for inter -modal transit facilities in the Open -Space (O -S) Zone, motion
picture /television production facilities, the Administrative Use Permit process, outdoor dining
regulations in non - residential zones, adult use zoning regulations, compact parking
requirements, and various definitions (EA -376A and ZTA 96 -1A). Applicant: The City of El
Segundo. She asked if proper notice of the hearing was published and done in a timely
manner, and whether any written communications had been received. Deputy City Clerk
Freeman stated the Planning and Building Safety Department published the hearing notice,
the City Cleric's Office posted the continued public hearing notice, and that no written
communications had been received by the Clerk's Office.
City Attorney Mark Hensley informed the Council the motion would reflect they did not
participate during discussion on those items where they had noted a conflict of interest.
Laurie Jester, Senior Planner, presented an overview of the Planning Commission's
recommendations, and discussion followed as follows:
Open Work Fence Height: No changes to the recommendation.
Inter -modal Transit Facil' : Staff to add a sunset clause to state no parking for longer
than 24 consecutive hours; and, another requiring a minimum of 500 feet from residential

Motion Picture/Television Production Facilities: No changes to the recommendation.
Administrative Use Pennit: Staff to add a disclosure on AUP applications informing the
applicants that the permit is not valid until the approval process has reached its end; and
that the permit is appealable to the City Council.
Outdoor Dining: Staff to insert the existing interim zoning ordinance language.
General Plan and Zone Text Amendments to encourage or discourage drive -thru
restaurants in certain areas should be considered in the future.
Adult Business Zoning Regulations: No changes to the recommendation.
Compact Parking Requirements: No changes to the recommendation.
MOVED by Mayor ProTem Wernick; SECONDED by Councilwoman Friedkin to continue the public
hearing to August 20, 1996 at 7:00 p.m. for the first reading of the ordinance, and for staff to include
those changes discussed by the Council. Note that councilmembers did not participate during
discussions on those items where they had a conflict of interest. MOTION PASSED BY UNANIMOUS
VOICE VOTE 510.
2. Planning Commission request for the City Council to consider a General Plan Amendment
and Zone Text Amendment to evaluate modifications to local street access from Sepulveda
Boulevard and to modify the front and rear yard setback requirements in the Two - Family
Residential (R -2) Zone, respectively.
Discussion ensued regarding:
Two - Family Residential (R -2) Front and Rear Yard Setbacks (ZTA): Councilman
Weston and Councilwoman Friedkin in favor of leaving it as it is with no changes; Mayor
Jacobs, Mayor ProTem Wernick, and Councilman Gordon in favor of referring the item
back to the Planning Commission and have them prepare a number of options for the
Council to consider. Discussion followed.
MOVED by Mayor ProTem Wernick; SECONDED by Councilman Gordon to refer back to
the Planning Commission for them to prepare various alternatives, and return to the
Council. MOTION PASSED BY UNANIMOUS VOICE VOTE 5/0.
Local Street Access (Westside) from Sepulveda Boulevard (GPA): Council consensus
to hold off discussion on this item, and include it in next years preliminary budget for
consideration at that time.
