PRESENTATIONS
1. Proclamation declaring the week of April 14 -20, 1996 as NATIONAL LIBRARY
WEEK in the City of El Segundo, with the theme "Libraries Change Lives. Call.
Visit. Log on."
Barbara Pearson, Director of Library Services received the Proclamation from Mayor Jacobson
and Sue Carter, President of the Friends of the El Segundo Public Library, addressed the
Council and Public about the activities planned for Library Month.

1. Willard Krick, 1414 E. Manposa; spoke regarding the open space zone and was told that
he may address this under Mayor ProTem Weston's item.
2. Herb Kelly, Penn Street; requested the City Attorney to answer a question regarding
public access to campaign contributions.
City Attorney Lee Dolley stated any document not exempted under the Public Records Act is a
public record.
3. Liz Garnholtz, resident; spoke regarding the passing of an El Segundo Resident.
4. Sally Mau, DESI; reported on the workshop held Sunday, stating that there were more
plants planted on Main Street.
5. Diane Gould, 727 W. Pine, Heritage Walk Committee, discussed the new mural on
Standard and Main Street.
6. George Wiley, Rockwell; thanked Mayor Jacobson and Councilman Switz for their
service to the community.

Mayor Jacobson and Councilman Robbins not - participating on this item due to a conflict of
interest.

CALIFORNIA, APPROVING ENVIRONMENTAL ASSESSMENT EA -377 AND
GENERAL PLAN AMENDMENT GPA 96 -1, AMENDING THE LAND USE
DESIGNATION SECTION AND THE LIGHT INDUSTRIAL LAND USE
DESIGNATION TO ALLOW ALTERNATIVE F.A.R. CALCULATIONS.

AND ZONE TEXT AMENDMENT NO. ZTA 96 -2, AMENDING THE EL
SEGUNDO MUNICIPAL CODE BY AMENDING AND ADDING VARIOUS
SECTIONS OF TITLE 20 (THE ZONING CODE), ALL OF WHICH ARE
COVERED BY A PREVIOUSLY CERTIFIED ENVIRONMENTAL IMPACT

3. City Council meeting minutes of March 13, 18, 19, 21, and 22, 1996.
4. Request City Council approval of an Automatic Aid Agreement between the City
of El Segundo and Los Angeles County for fire and rescue services. The
Agreement will have no fiscal impact upon the City.
5. Resolution No. 3966 of the City Council of the City of El Segundo, California
urging local governance of Job Training Programs by the South Bay Private
Industry Council. Fiscal Impact: None.
6. Presentation of the City's June 30, 1995 Single Audit Report.(Fiscal Impact:

7. Accept Project No. PW 95 -5, Transfer Switch and Emergency Generator System
for the Fire Station No. 2 (final contract amount = $37,838.00).
8. Resolution No 3967 of the City Council setting May 21, 1996 as the date of a
public hearing to discuss the granting of an oil pipeline franchise to Shell Pipe
Line Corporation (Estimated annual franchise fee = $2,600).
9. Report to City Council of Police Department Public Open House on Saturday,
May 18, 1996.

City Manager, Jim Morrison, announced the first lottery drawing relating to code enforcement
will be held on Monday, April 8, 1996 at 9:30 A.M. in the Council Chambers.

Councilwoman Friedkin -
Initiate a Zone Text Amendment to revise the existing Adult Sexually - Oriented
Business Regulations.
Councilwoman Friedkin gave a brief report, and requested the Council to direct the Planning
Commission to review this.
MOVED by Councilwoman Friedkin SECONDED by Councilman Robbins to direct staff to work
with the Planning Commission to review and possibly revise the existing Adult Sexually -
Oriented Business Regulation. MOTION PASSED BY UNANIMOUS VOICE VOTE. 5/0

Councilman Switz -
Councilman Switz stated that he felt that the presentation by ESRA at the Candidates Forum on
March 27, 1996, where they took a stand on the Propositions on the Ballot, was wrong and he
felt that an opposing side should have been presented.
Mayor ProTem Weston -
1. Discussion about Southern California Edison properties in El Segundo.
Mayor ProTem Weston gave a brief overview. He further stated he felt that open space zone
cannot be used for vehicle parking or storage.
Willard Krick, 1414 E. Mariposa; described for the general public what the purpose of open
space is.
Michael Ordono, Edison; stated that Edison will not push anything through, they understand the
open space zoning and will abide by all zoning codes.
MOVED by Mayor ProTem Weston SECONDED by Councilman Robbins to direct staff to
interpret the open space zone to not include storage or parking of vehicles. MOTION PASSED
BY THE FOLLOWING VOICE VOTE. AYES: MAYOR JACOBSON, MAYOR PROTEM
WESTON, COUNCILMAN SWITZ, AND COUNCILMAN ROBBINS. NOES: NONE. NOT -

MOVED by Councilwoman Friedkin SECONDED by Councilman Robbins to direct the Planning
Commission and Staff to review the AUP process. MOTION PASSED BY UNANIMOUS VOICE

2. Consideration of an Interim Zoning Ordinance for the following items:
1) Require a Conditional Use Permit for drive - through restaurants; and
2) Require a Conditional Use Permit for outdoor dining in the C -3 Zone.
Mayor ProTem Weston gave a brief overview of the IZO.
City Attorney Lee Dolley stated there were no apparent conflict of interest for any
Councilmember.
Councilman Switz stated he did not feel this was a matter of urgency, and this Ordinance
deserves review by the public.
The City Attorney stated that the IZO will expire in 45 days and the City Council must hold a
public hearing to extend the Ordinance permanent and must pass it by a 4/5 vote.
Councilman Robbins requested a recess to review the proposed Ordinance.

AN INTERIM ZONING ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, AMENDING THE EL SEGUNDO ZONING CODE
BY ESTABLISHING CERTAIN STANDARDS AND DECLARING THE
URGENCY THEREOF.
MOVED by Mayor ProTem Weston SECONDED by Councilman Robbins to adopt Ordinance
1251, amending the El Segundo Zoning Code by establishing certain standards and declaring
the urgency thereof. MOTION PASSED BY THE FOLLOWING VOICE VOTE. AYES: MAYOR
JACOBSON, MAYOR PROTEM WESTON, COUNCILWOMAN FRIEDKIN, AND
COUNCILMAN ROBBINS. NOES: NONE. ABSTAINING: COUNCILMAN SWTIZ. 4/0/1.
