A. SPECIAL ORDERS OF BUSINESS
Discussion and Workshop regarding the Waste Water Revenue Program as mandated
by the State Water Resources Control Board.
Presentation by RBFon Waste Water Revenue Program Guidelines ensued regarding:
• Required when grant funds are received.
• Los Angeles received grant funds. El Segundo is required to prepare a WWRP
because it contracts with Los Angeles for services of Grant Funded Facilities.
• Provides a source of revenues for
• Operations and Maintenance.
• Department Services.
• Capital Reserve Fund (optional).
• Operating Reserve Fund (optional).
• Proportional distribution of charges on a fair and equitable basis.
• Charges to be incorporated in legislative ordinance and updated accordingly
(i.e. yearly).
Discussion ensued regarding the plan, when to submit the plan to the State for review
and approval, and funding.
MOVED by Councilman Switz; SECONDED by Mayor ProTem Weston to put a plan
together by December 31, 1994 and submit it to the State for review and approval with
a resolution.
Discussion to amend the motion to direct staff to submit and negotiate this plan with
the State by December 31, 1994; or to accept this as City's Plan; send the Plan to the
State by December 31, 1994 for review with a letter informing the State that El
Segundo would be implementing an acceptable Waste Water Program.
Councilman Robbins asked to amend the motion to include a letter of protest.
AMENDED MOTION by Councilman Switz; SECONDED by Mayor ProTem Weston to
accept the presented Plan; direct staff to send the plan with a letter to the State for
their review, and inform them that the City of El Segundo would be implementing an
acceptable Waste Water Revenue Program within the next two years. MOTION
PASSED BY THE FOLLOWING VOICE VOTE 411: AYES -Mayor Jacobson, Mayor
ProTem Weston, Councilman Switz and Councilwoman Friedkin. NOES: Councilman
Robbins.
