PLEDGE OF ALLEGIANCE led by Mayor ProTem Weston. PRESENTATIONS - William Sauber of the Automobile Club of Southern California presented to Roger Stephenson of The El Segundo Police Department the Pedestrian Safety Award. SPECIAL ORDERS OF BUSINESS Public Hearing to consider Ordinances adopting the 1994 Edition of the Uniform Building Code, Volumes I, II and III, with Amendments; the 1994 Uniform Mechanical Ccde, with Amendments; the 1994 Uniform Housing Code, with Amendments; the 1994 Uniform Code for the Abatement of Dangerous Build- ings, with Amendments; the 1994 Uniform Sign Code, with Amendments; and 1993 National Electrical Code, with Amendments. Mayor Jacobson stated this is the time and place for a public hearing on the consideration of adopting the 1994 Edition of the Uniform Building Code, Volumes I, II, and III, with amend- ments; the 1994 Uniform Mechanical Code with amendments; the 1994 Uniform Housing Code with amendments; the '994 Uniform Code for the Abatement of Dangerous Buildings with amendments; the 1994 Uniform Sign Code with amendments; and the 1993 National Electrical Code with amendments. He asked if proper notice of the hearing was done and if any written communications had bee received. Clerk Mortesen stated that public hearing notice was done by the Planning & Building Safety Department, and no written communications had been received regarding this matter. Hyrum Fedje, Director of Planning & Building Safety gave a brief staff report. Councilman Robbins questioned why the last section of the ordinances specified a particular newspaper for publishing the public notices, and requested that the language be changed to that of previous ordinances. He further questioned whether the last section would apply to all future public notices. Assistant City Attorney Tim Cremin stated that the last section would only apply to the ordinances that contained that wording, and since the paper stated in the Ordinances is the only adjudicated paper in El Segundo it is always published by them. Council consensus that all future ordinances use the wording of previous ordinance which does not specify a particular newspaper. RESOLUTION NO. 3896 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, PROVIDING FOR CHANGES TO THE PERSONNEL RULES AND REGULATIONS REGARDING NON -SWORN ACADEMY GRADUATE AND ATTENDEE APPLICANTS FOR THE JOB CLASSIFICATION OF POLICE OFFICER MOVED by Councilman Robbins SECONDED by Councilwoman Friedkin to approve and adopt Resolution numbers 31395 and 3896. The objective of Phase 2 is to document actual overflights of the northwest corner of El Segundo on video tape. MOVED by Councilwoman Friedkin SECONDED by Mayor ProTem Weston to approve the initiation of Phase 2 and direct the funding to be from the City Managers special studies account. Resolution No. 3897 of the City Council of the City of El Segundo, California providing a 2% salary increase for all part-time temporary job classifications. Fiscal impact: Funds are available in the City's FY 1994 -95 Budget for the 2% salary adjustment. Councilman Robbins questioned, that because this was a Resolution it had to be read by title only. Assistant City Attorney Tim Cremins stated that it did not, but since it was pulled then he will read by title only. Discussion and possible action regarding employing a firm to examine the City's legal fees. Possible presentation by Mr. Robert Davidson of Examen. Mr. Robert Davidson of Examen gave a detailed report on his companies audit procedures. Council consensus to direct the City Manager to study the proposal and return with a recommendation to utilize either this firm or a similar firm for a audit of the current legal fees.
