A. SPECIAL ORDERS OF BUSINESS -
1. Discussion of all aspects of the City's Economic Development
Program.
Mayor ProTem Weston stated that the City Council Economic Development
Program Business /City Sub - Committee met and discussed the City's overall
economic development program. A memorandum containing an overview of
the items discussed and their recommendations for the program was
distributed.
Councilman Robbins requested that specific goals relating to business attraction
be added to th a goals of this committee, and suggested mailing a questionnaire
to businesses; Mayor Jacobson stated that the issue relating to the
questionnaire could be handled by the new director.
Mayor ProTem Weston discussed Goal 4 regarding attracting twelve new
businesses to El Segundo. Mayor Jacobson suggested adding "with 1000 or
more employees "; Council concurred.
Councilman Switz felt there should be an agenda for staff to follow when
speaking with existing businesses and those interested in relocating to El
Segundo. He stated concern regarding the committee responsibilities not being
specific, and recommended they look at expected revenues and expenditures,
and set a dollar objective.
Mayor ProTem Weston stated setting a dollar objective would contradict their
incentive program, and that this was a long term goal.
Discussion ensued regarding the new director position and staff support, and
other changes to the program budget, and the recommendation to restructure
the Advisory Council and subcomittee's.
Residents (2): Mayor ProTem Weston recommended Eric Johnson and
Willard Krick; Councilman Switz stated concern with anyone having political
involvement being placed on a committee, and questioned what resident
representative:; would be able to offer this committee.
Commercial Property Owners (2): Mayor Jacobson recommended Richard
Lundquist and David Gaulton; Councilwoman Friedkin recommended that one
of the representatives be a resident of the city.
Chamber Of Commerce (1): Mayor Jacobson recommended that the Chamber
be allowed to decide on their representative, and suggested it be someone who
would be able to serve on this committee for more than one year.

Real Estate (2): Mayor Jacobson recommended Brian Polkinghorn and
Karen Ackland.
Large Business (2): Councilman Switz recommended a representative from
Hughes Aircraft; Mayor ProTem Weston agreed with the idea of having a
representative from aerospace, but added as long as it would be an individual
with the authorization to make decisions; Mayor Jacobson suggested a
representative from Mattel and Chevron; Councilman Robbins recommended
Mike Holmes from Chevron, or Fermin Cuza from Mattel.
Small Business (2): Mayor ProTem Weston and Councilwoman Friedkin
recommended Barbara Bicksler, and Councilman Robbins recommended a
small business from the Smoky Hollow area.
MOVED by Mayor ProTem Weston; SECONDED by Councilwoman Friedkin to
approve the plan; the two changes to the goals, and the modification to the
Advisory Council and Subcommittee structure.
Councilman Switz called the question stating he felt they should agendize this
for a future meeting, and not decide this evening of who the new nine members
would be; Councilwoman Friedkin concurred stating she felt it was too important
to decide this evening; Council concurred on not making any decisions on who
the new nine members would be, and to continue discussions to June 22, 1994
at 7:00 p.m.
Mayor Jacobson called the question: MOTION PASSED BY UNANIMOUS
VOICE VOTE 510.
Council consensus to continue the meeting to June 22, 1994 at 7:00 p.m.
PUBLIC COMMUNICATIONS - (Related to City Business Only - 5 minute limit per person, 30
minute limit total)
Karen Ackland, Chairwoman of the Sales and Marketing Committee questioned whether they
should finish with Chabin Concepts and then phase out as a Council appointed committee;
Mayor Jacobson concurred stating that the new committee could recruit people to help them
with these types of issues.
ADJOURNED at 8:40 p.m. to June 21, 1994 at 5:00 p.m. Council continued this meeting to
June 22, 1994 at 7:00 p.m.
