REGULAR MEETING OF THE EL SEGUNDO CITY COUNCIL

PUBLIC COMMUNICATIONS - (City Business Only) (3 minute limit per
person, 30 minute limit total)

A. SPECIAL ORDERS OF BUSINESS -
1) Presentation, review and discussion of recent
state legislative changes to the Brown Act.
City Attorney Lee Dolley gave a presentation and a booklet
which included the recent updates regarding the Brown Act.
Council discussion followed with questions and clarifications of
certain items.
2) a) A review and discussion of the various
appointments made by the Mayor and members of
the City Council of Councilmembers as liaison
officials to City boards and commissions.
b) A review and discussion of the appointment
of Council persons to various not -city boards
and commissions.
City Manager Jim Morrison began the discussion with a brief
outline of the Committees and Boards the Council participates on.
Discussion following regarding the staff participation and
support necessary fcr certain committees. Council delegates to
discuss with the City Manager when staff is needed to support
their participation.
The City Manager stated he will talk with each delegate and
request their level of staff support needed and set the funding
for this support in the budget.
City Manager Jim Morrison also suggested for a future work
session the development of a mission statement and discussion of
Council policy and procedures.
Councilman Switz requested an urgency item which arose after the
posting of the agenda be discussed.
Councilman Robbins stated he felt discussing this item was
politicizing and shculd not be discussed further.
City Attorney Lee Dclley stated that in order to take action four
(4) votes of the Council were necessary.
Mayor ProTem Wise requested this item be agendized under his name
for the next meeting.
Councilman Robbins questioned the City Attorney if it would be a
gift of public funds to discuss an item of a possible political
nature since it is being broadcast on cable TV.
City Attorney Lee Dolley stated that the City Council is
prohibited from taking a position in an election, but not from
proving information if it is not political. He also stated that
he will be prepared to answer and address this question at the
January 18, 1994 meeting.
PUBLIC COMMUNICATIONS - (City Business Only - 5 minute limit)
One (1) individual addressed Council
1) Nicky Wislocky, resident; spoke regarding the discussion
of the proposed urgency item and placing it on the agenda for the
January 18, 1994 meeting. She felt it was unwise for the Council
to discuss this item.
