CALLED TO ORDER by Mayor Jacobson at 7:00 p.m. INVOCATION given by Joseph Azadian, S.J., Saint Anthony's Roman Catholic Church PLEDGE OF ALLEGIANCE led by Councilwoman Friedkin PRESENTATIONS - NONE ROLL CALL Mayor Jacobson - Present Mayor ProTem Weston - Present Councilman Robbins - Present Councilman Switz - Present Councilwoman Friedkin - Present PUBLIC COMMUNICATIONS - (Related to City Business Only) (5 minute limit per person, 30 minute limit total) - Two individuals addressed the City Council. Curk Quanton, 4574 W. 134th Street stated he wished to discuss school district business which was not part of the City of El Segundo; Mayor Jacobson informed him that this part of public communications dealt with City business only. Annette Latshaw stated she wished to address Unfinished Business Number 1. A. PROCEDURAL MOTIONS 1. Consideration of a motion to read all ordinances and resolutions on this Agenda by title only. MOVED by Councilman Robbins; SECONDED by Councilwoman Friedkin to read all ordinances and resolutions on this agenda by title only. MOTION PASSED BY UNANIMOUS VOICE VOTE 510. B. SPECIAL ORDERS OF BUSINESS - 1. Public Hearing to consider the continuation of the Community Development Block Grant (CDBG) Minor Home Repair Project for the period January 1, 1995, through June 30, 1996. Proposed budget: $41,000 of CDBG funds. Mayor Jacobson announced that this was a public hearing to consider the continuation of the Community Development Block Grant (CDBG) Minor Home Repair Project for the period January 1, 1995, through June 30, 1996, and asked if proper notice was done in a timely manner and whether any written communications had been received. Deputy City Clerk Freeman responded noticing was done by the Planning and Building Safety Department, and that no written communications had been received by the City Clerk's Office. Hyrum Fedje, Director of Planning and Building Safety Department presented a brief report to the Council. Mayor Jacobson asked if anyone wished to address the item; no one wished to and he entertained a motion to close the public hearing. MOVED by Councilman Robbins; SECONDED by Councilman Switz to close the public hearing. MOTION PASSED BY UNANIMOUS VOICE VOTE 510. Councilman Switz questioned if this loan was at zero percent interest, and what the history was of money being paid back; Mr. Fedje responded it was a zero percent interest loan, and the history of money being paid back was very good. City Council Minutes October 18, 1994 - 7:00 pm MOVED by Councilman Switz; SECONDED by Councilwoman Friedkin to approve City Contract Number 2374 for continuation of Minor Home Repair Project for the period of 1 -1 -95 through 6- 30 -96, and to approve the transfer of $41,000 from the CDBG unallocated reserves to the project. MOTION PASSED BY UNANIMOUS VOICE VOTE 510. 2. Consider Ordinances adopting the 1994 Edition of the Uniform Building Code, Volumes I, li and III, with Amendments; the 1994 Uniform Mechanical Code with Amendments; the 1994 Uniform Housing Code, with Amendments; the 1994 Uniform Code for the Abatement of Dangerous Buildings, with Amend- ments; the 1994 Uniform Sign Code, with Amendments; and 1993 National Electrical Code, with Amendments. Mayor Jacobson announced this was not a public hearing and the public hearing would take place on November 1, 1994. He then asked if anyone wished to address the item. No one wished to address the Council. Mr. Fedje presented a brief report to the Council. ALL ORDINANCES INTRODUCED BY Councilwoman Friedkin. Public Hearing Scheduled for November 1, 1994. 2 City Council Minutes October 18, 1994 - 7:00 pm C. UNFINISHED BUSINESS 1. Report by the Traffic Committee regarding traffic concerns in the vicinity of the Washington Street and Palm Avenue intersection. Bellur Devaraj, City Engineer presented a brief report to the Council. Number 4: Councilman Switz questioned why the committee was recommend- ing no painted crosswalk because he was in favor of a painted crosswalk; Mr. Devaraj responded that these are mainly used to channel pedestrians and in many ways cause accidents. Mayor ProTem Weston stated he felt that they should consider the package as a whole instead of individually; Councilman Robbins stated they should look towards traffic control. Number 2: Councilwoman Friedkin stated concern that the shrubs on the side of the road may cover the signs; Mr. Devaraj responded that they would meet with the residents to find out what the best locations would be for the signs. Number 5: Councilman Switz stated he was not in favor of this sign; Mayor Jacobson concurred stating that this was too inconvenient and the trucks would still get around it. Annette Latshaw stated that this was requested in order to discourage the large heavy trucks from coming down that street. Number 6: Mayor Jacobson stated he agreed with this instead of Number 5. Mark Ringer asked Council to consider a sign regarding weight limit instead of Number 5. MOVED by Councilman Switz; SECONDED by Councilman Robbins to approve the Traffic Committee recommendations with the exception to reverse recom- mendation Numbers 4 and 5, and directed staff to proceed. Staff to return on April 18, 1994 with a status report. MOTION PASSED BY UNANIMOUS VOICE VOTE 5/0. 2. Proposed program to enhance City's efforts to recruit lateral entry Police Officers. Fiscal impact: Program results in cost savings. Bob Hyland, Director of Human Resources /Risk Management Department presented Council with an overview of the program. Number 1: Councilwoman Friedkin questioned whether any cost would be incurred do to these hours; Mr. Hyland responded that the department would be responsible for deciding this, but that it could cost. Number 3: Mayor ProTem Weston felt that others coming in should not get better benefits faster than those already here, and that this should come to them separately from this program.. Number 4: Mayor ProTem Weston preferred that this item come to them sepa- rately from this program; Councilwoman Friedkin concurred. Number 5: Mayor ProTem Weston stated this was reasonable with a three to five year cap. Number 7: Councilman Robbins was not in favor of this item as written regard- ing reimbursement for weapons or education. Cost Savings: Councilman Robbins questioned whether this could vary; Mr. Hyland responded that it could vary by lateral entry officers. Resolutions: Mayor Jacobson asked to remove "lateral entry" from Section 6; Mayor ProTem Weston concurred. City Manager Morrison stated that staff would rewrite those and could then bring them back to the next meeting. 3 City Council Minutes October 18, 1994 - 7:00 pm MOVED by Mayor ProTem Weston; SECONDED by Councilwoman Friedkin to approve program as submitted with the exception to Number 7 and #3 and #4 retroactive with transfer of vacation and sick leave with a total transfer of sick leave to be 500 instead of 960 hours. Discussion called by Mayor Jacobson who disagreed with taking out Number 7; Councilman Switz concurred. AMENDED MOTION by Mayor ProTem Weston; SECONDED by Councilwoman Friedkin to approve program with the exception not to include (a) Paragraph 7 relating to reimbursement of expenses incurred to attend a post certified training academy; and (b) Paragraph 3 as it relates to retroactivity for current lateral entry officers hired since the end of 1994. Paragraph 4 relating to vacation leave to be based on total years in law enforcement. Process resolu- tions as amended by the Council through the City Clerk's Office. Staff to prepare and submit a separate resolution relating to a program to attract and hire academy attendees and graduates on November 1, 1994. City Attorney Cremins read the following resolutions by title only: RESOLUTION NUMBER 3892 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, PROVIDING FOR CHANGES TO THE PERSONNEL RULES AND REGULATIONS REGARDING LATERAL ENTRY FOR THE JOB CLASSI- FICATION OF POLICE OFFICER. RESOLUTION NUMBER 3893 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA PROVIDING FOR CHANGES TO CHAPTER 1A5 (POLICE SAFETY SERVICE SERIES) OF THE EL SEGUNDO ADMINISTRATIVE CODE. MOVED by Mayor ProTem Weston; SECONDED by Councilwoman Friedkin to adopt Resolution Numbers 3892 and 3893 with changes to Section 6. MOVED by Councilman Robbins; SECONDED by Councilwoman Friedkin to enact Consent Agenda Item Numbers 1, 2 and 5. MOTION PASSED BY UNANIMOUS VOICE VOTE 510. CALLED ITEMS FROM CONSENT AGENDA 3. City Council meeting minutes of October 4, 1994. Councilman Robbins requested to hold this item over to next meeting; Councilman Switz questioned action taken by the Council located on Page 9 - second paragraph. Council concurred that the minutes were correct. City Council consensus to hold minutes over to the November 1, 1994 meeting. 4. Six (6) month status report on the parking modifications in the vicinity of the City Library. Mayor ProTem Weston stated some people disagree with the concept of these parking modifications; Councilwoman Friedkin stated she had received public complaints regarding no available parking; Councilman Robbins concurred stating the parking in front of the library should be available for the patrons, and the public parking lot across the street should be for the businesses patrons. Mayor Jacobson concurred. Council- man Switz disagreed with the concept of redesignating parking for employees to Richmond Street. MOVED by Mayor ProTem Weston; SECONDED by Councilman Robbins to remove signage relating to assigned parking for Library employees; redesignate lot to allow for general parking, staff to report back to the Council about parking on Richmond Street for Library employees after re- striping is completed. MOTION PASSED BY THE FOLLOWING VOICE VOTE 411 - AYES: Mayor Jacobson, Mayor ProTem Weston, Councilman Robbins and Councilwoman Friedkin. NOES: Councilman Switz. F. NEW BUSINESS - CITY MANAGER Coordination of street sweeping with refuse pickup. Ed Schroder presented a brief report to Council. MOVED by Councilman Robbins; SECONDED by Councilwoman Friedkin to approve Option Number 1 to direct staff to modify the alley sweeping schedule so that alleys are swept the next working day after refuse pickup, and to retain the current street sweeping schedule. MOTION PASSED BY UNANIMOUS VOICE VOTE 510. 2. Agreement between Mattel, Inc. and the City of El Segundo for the installation of a crosswalk and flashing amber caution lights on Grand Avenue, between Continental Boulevard and Sepulveda Boulevard. Councilman Robbins questioned what the location was for the crosswalk, and whether the signal was pedestrian activated; Mr. Schroder responded that the crosswalk was between Continental and Sepulveda Boulevards and that the signal was pedestrian activated. Councilman Robbins stated he would move to approve as long as the signal was pedestrian activated, and that the City could remove the crosswalk at any future date at no cost to the City if necessary due to traffic circulation. 5 City Council Minutes October 18, 1994 - 7:00 pm MOVED by Councilman Robbins; SECONDED by Councilwoman Friedkin to approve Contract Number 2375 an agreement between Mattel Inc. and the City for the installation of a crosswalk and flashing amber caution lights on Grand Avenue between Continental and Sepulveda Boulevards, with modifications to include a pedestrian activated signal and for City to be able to remove at any time without cost to the City. MOTION PASSED BY UNANIMOUS VOICE VOTE 5/0. 3. Authorize staff to continue to work with West Basin Municipal Water District for the construction of additional parking for the City Golf Course (Estimated project cost not to exceed $368,500). City Manager Morrison stated the item was an addendum to the agenda. Mr. Schroder presented Council with a report stating the City and WBMWD have a conceptual agreement for constructing additional parking adjacent to the golf course, and recently West Basin informed the City they estimated the cost of the project to be approximately $368,500. Due to this estimate exceeding the previously anticipated cost, staff met with West Basin's consultants and reviewed the estimate. Discussion followed regarding amount of parking spaces, removal and disposal of landscape fill, the ornamental fence, and additional cost of modifying landscaping and irrigation. MOVED by Councilman Switz; SECONDED by Councilwoman Friedkin to authorize staff to continue to work and proceed to negotiate with West Basin Municipal Water District for the construction of additional parking for the City Golf Course. NEW BUSINESS - CITY TREASURER - NONE J. NEW BUSINESS AND REPORTS - CITY COUNCILMEMBERS - Councilwoman Friedkin 1. Enjoyed the Richmond Street Fair, and it appeared the children did too. Councilman Robbins - NONE Councilman Switz Problem: We need data to determine how frequently the tower is instructing aircraft to turn before reaching the shoreline. Volunteer efforts have scoped this during bidirectional operations, and use of the data have provided results that are encouraging. We now need data to indicate tower behavior when the airport is operating in normal, that is non - bidirectional, mode. Councilman Switz asked to pass on the Item because the Noise Abatement Committee will have item on the November 1, 1994 City Council agenda which relates to this issue. Mayor Pro Tern Weston 1. Thanked Team 1 for their efforts and donating their time to establish an Eco- nomic Development Advertising Campaign for the City. 2. Questioned scheduling an interview date for the Community Cable Advisory Committee applicants. City Council consensus to schedule November 14, 1994 at 7:00 p.m. for interviews, and for deadline to be open until interview date.
