PUBLIC COMMUNICATIONS - (City Business On (Items not listed on the
Agenda - 3 minute Rm>f per person, 30 minute limit total)
Three (3) individuals addressed Council
1. Robert Haoyes, 1502 E. Sycamore; spoke regarding a park-
ing problem in the 1800 block of east Sycamore.
Mayor Jacobson requested the item be referred to Staff for investigation and
Staff to report back to Council.
2. John Shelton, 747 W. Maple; stated he feels that questions
that arose during the General Plan discussion are not being ad-
dressed in the Zoning portion, as the public was lead to believe.
Councilman Switz suggested the public submit to Staff any details they are
concerned with and Staff will present to Council the changes they are recom-
mending and unless directed otherwise the contents of the zoning must satisfy
the General Plan.
3. Scot Dannen, 1 127 E. Acacia; stated he felt the mixed use
FAR was too restrictive and suggested it be adjusted.
A. SPECIAL ORDERS OF BUSINESS -
1. Continued public hearing on Environmental Assessment EA -299 for
the proposed amendments to the Zoning and Subdivision Codes.
Mayor Jacobson stated that this is a Continued public hearing on Environmen-
tal Assessment EA -299 for the proposed amendments to the Zoning and
Subdivision Codes. He asked if proper notice had been made and if any
written communications had been received regarding this hearing.
Clerk Mortesen stated that proper notice was published by the Planning &
Building Safety Department and one written communication, from the El
Segund Unified School District, had been received regarding this hearing, and
was before the Council.
PRD 20.21
1. Peter McDonald, 400 Main Street, Pleasanton; spoke on
behalf of the El Segundo School Board; expressed concerns the

School Board has about zoning the Imperial Street School site as
PRD when residential development has been suppressed due to
the economy. They request an interim use for the site until the
property can be sold for residential development. Requested the
Council to review the suggested uses submitted in the letter of -�
September 28.
Council directed Staff to respond to the School Board suggestions and bring
the item back for consideration at the October 4, 1993 meeting.
Hyrum Fedje, Director of Planning and Building Safety, stated that he felt to
change the PRD description might require a General Plan amendment.,
Laurie Jester, Senior Planner, stated the re -use of existing buildings could be
done with a CUP.
Scot Dannen, 1 127 E. Acacia; stated he hopes equitable terms
can be resolved with the City and the School District regarding the
PRD zoning.
20.31 DOWNTOWN COMMERCIAL (C -RS ZONE)
COUNCILMAN WEST NOT PARTICIPATING
1. Sandy Jacobs, President of the Chamber of Commerce; -.
stated concerns with the downtown area and requested Council
not to be restrictive in this area. She requested Council to keep a
vision for the downtown, and urged them to consider Staff's
recommendations.
2. John Shelton, 737 W. Maple; stated his concerns with the
side yard restrictions and the FAR, he also suggested a fresh look
at the traffic study.
3. Scot Dannen, 1 127 E. Acacia; stated he felt a policy or goal
statement from the Council regarding business was necessary.

Councilman Robbins may not participate in and suggested
Councilman Robbins not participate in any area of the Zone.
City Attorney Tim Cremin stated Councilman Robbins may participate in the
appropriate section where there is no conflict.
Councilman West clarified that previous Zones that have special parking
priovision take precedent over this Zone.

City Attorney Tim Cremin stated Councilman Robbins has been excluded from
the Hughes property and other property he may participate in the discussion.
Council consensus to approve one parking space per 75 square feet of total
interior.
Council consensus to agree with all other staff recommendations.
