One (1) individual addressed Council
1. John Stabive, 408 California; addressed Council on his
concerns with a business seeming to be operating at
approximately 1400 E. Holly.
Assistant City Manager directed to follow -up on an investigation of this address and
agendize under Councilman Switz name for the September 21, 1993 meeting.
A. SPECIAL ORDERS OF BUSINESS -
1. Continued Public hearing on Environmental Assessment EA -299 for the
proposed amendments to the Zoning and Subdivision Codes.
Mayor Jacobson stated this is the time and place hereto fixed for a continued Public
hearing on Environmental Assessment EA -299 for the proposed amendments to the
Zoning and Subdivision Code. He asked if proper notice of the hearing was published
in a timely manner, and if any written communications had been received regarding this
public hearing.
Clerk Mortesen responded that public hearing notice had been published by the Planning
& Building Safety Department and no written communications had been receive by the
Clerk's office.
20.18 Open Space
City Attorney, Tim Cremin stated Councilman Robbins has a conflict on the Hughes
Property and the Southern California Edison right of way. He does not feel he has a
conflict on the Recreation Park, because it is not clear whether his house is located
within 300 feet, and the apples to all open space, not just recreation park.
Council consensus to change the height limit from 28 feet to 26 feet.
20.19 Automobile parking zone
Brian Crowley, Planning Commissioner, stated the restriction to 2 stories was made
because you can park on the roof of a parking structure and have 3 story parking.
Council consensus to add landscape language to the P -F Zone. (surface parking)

MOVED by Councilman Switz, SECONDED by Mayor ProTem Wise to strike the 2 story
restriction. MOTION PASSED BY THE FOLLOWING VOICE VOTE; AYES, MAYOR
JACOBSON, MAYOR PROTEM WISE, COUNCILMAN WEST, AND COUNCILMAN SWTIZ.

20.20 R -1 Residential Zone
Brian Crowley presented some papers regarding mansionization.
Council consensus to;
a) 20.20.050 E Setbacks, add language from the staff report
Council consensus to amend the definition of small family day care to reflect 6 or less
children, and large family day care to 7 to 12 children.
MOVED by Mayor ProTem Wise SECONDED by Councilman West to change 20.20.20 K to
large family day care to require a AUP with notification similar to adjustments.
MOTION AMENDED to a maximum of 8 for a AUP and over 8 a full CUP
MOTION AMENDED to state; to change large family day care to with a maximum of 8^
children subject to an AUP with notification similar to adjustments and over 8 subject to
CUP. MOTION PASSED BY THE FOLLOWING VOICE VOTE; AYES, MAYOR JACOBSON,
MAYOR PROTEM WISE, COUNCILMAN WEST, AND COUNCILMAN SWITZ, NOES,
COUNCILMAN ROBBINS. 4/1
Mayor ProTem Wise and Councilman West suggested a 10:00 P.M. deadline. Council
concurred.

20.20.050 G. Placement of Buildings and structures
20.20.050 D Setbacks (reverse corner lots to be 15 feet)
MOVED by Mayor ProTem Wise SECONDED by Councilman West to delete items one and
two.

Council agreed to postpone PRD discussion by request of a member of the public for 2
weeks.
20.20.070 Landscape
Council consensus to strike items a, b, and c.
20.20.080 Off Street Parking and Loading Spaces
Staff to rewrite provisions to address matching the curbcut with the width of the driveway,
and the minimum width desirable to accommodate cars.

Staff directed to return with proper wording to exclude residential areas.

Councilman Robbins not participating on the above parking items.
20.20.050 D #1 Setback
Council consensus to change the minimum set back for front yard to 22 feet and back yard
to 5 feet with a combination of 30 feet being obtained overall.
MOVED by Councilman Switz to approve all items up to 20.20.050 G
MOTIONS WITHDRAWN BY COUNCILMAN SWITZ
MOVED by Councilman Switz SECONDED by Councilman West to approve 20.20.010
through 20.20.050 up to and including G as modified. MOTION PASSED BY THE

Two (2) individuals addressed Council
1. Mac Daglish, 624 Sierra St.; made comments and suggestions on the
Councils various discussions and decisions.
2. J. Wilson, Resident; stated she feels there are some overbuilt houses and
agrees with Councilman West suggestion of having more diagrams and
drawings.
