A. SPECIAL ORDERS OF BUSINESS -
1. Continued public hearing on Environmental Assessment
EA -299 for the proposed amendments to the Zoning and
Subdivision Codes.
Mayor ProTem Wise stated that this is a Continued public hearing
on Environmental Assessment EA -299 for the proposed amendments to
the Zoning and Subdivision Codes. He asked if proper notice had
been made and if any written communications had been received
regarding this hearing.
Clerk Mortesen stated that proper notice was published by the
Planning & Building Safety Department and one written
communications had been received regarding this hearing, and was
before the Council.
20.21 PRD ZONE
Public Comment:
1. Peter McDonald, 400 Main Street, Pleasonton, representing
the El Segundo School District; stated they support the staff
recommendations and urged Council to adopt Senior Housing as a
permitted use. For transitional uses, they requested allowing
existing building use with option of adding accessary structures
as needed and approved.
2. Bill Manahan, Superintendent of Schools; supported the
School District's proposal and stated the problems with vandalism
that are currently occurring at the Imperial Site.
3. Dorothy Kent, 909 Dune; supports the School District's
proposal.
MOVED by Councilman Switz SECONDED by Councilman West to
approve the Staff's /School District's suggestions, as stated in
the staff report. MOTION PASSED BY UNANIMOUS VOICE VOTE 5/0
Staff to present potential Senior Housing on Imperial School site
for discussion and possible action at the first quarterly review
of the General Plan in 1994.

Councilman Switz requested staff prepare a map and included by
reference a contour map to serve as a guide for the public.
City Attorney Tim Cremin stated the city would not be liable to
identify if a house is located in the sound transmission control
area. The seller may be required to disclose, but he is not aware
of any disclosure requirements for the City.
