PUBLIC COMMUNICATIONS - (City Business Only - 5 minute limit)
One (1) individual addressed Council
Parker Herriott, Hermosa Beach; spoke regarding the team building
workshop.
A. SPECIAL ORDERS OF BUSINESS -
1. Continued Public Hearing - Consideration of FY 1993/94 Annual
Operating Budget.
City Manager Jim Morrison gave a brief report concerning the budget and the
Business Development Task Force Workshop, Friday June 18, 1993.
Mayor Jacobson stated this is the time and place hereto fixed for a public hearing on
the consideration of FY 1993/94 annual operating budget. He asked if proper notice of
the hearing was done and if any written communications had been received.
Clerk Mortesen stated that proper notice was published by the Finance Department
and no written communications had been received regarding this matter.
Public Communications opened:
One (1) individuals addressed Council
Roger Stephenson, Police Officer's Association; spoke against any
proposed personnel and training cuts in the Police Department, and
spoke in favor of possible residential fees.
Police Chief Tim Grimmond responded to Sergeant Stephenson's comments regarding
POST training.
Mayor ProTem Wise proposed the following;
a) 5% reduction in salaries (each employees take one day a month, and
two days in December without pay)
b) Residential Trash pick up fee
c) Residential street sweeping fee
d) Residential sewer fee
e) possible investigation of a lighting assessment

He also stated that there would be a sunset clause regarding the fees for possible 10
years. Further proposing the Staff cut a total of $500,000 without personnel cuts.
Councilman Switz stated he agrees with the concept except for the street lighting
assessment.
Councilman West stated he also agrees with the concept and suggested adding an
ambulance transporting fee, and requests also that any personnel vacancies occurring
in City Hall not be filled with the exception of Public Safety officers.
Mayor Jacobson stated he disagrees with the residential fees, but agrees with the
concept of the employee reductions. He also suggested a 5% cut in pay for all elected
officials and Council travel budget cuts. He felt it would be appropriated for this year
to follow the City Managers suggested line item cuts in the one million dollar
proposal and a reduction of two million dollars next year for a smooth transition.
Councilman Robbins agreed with Mayor Jacobson that this is not a time to increase
taxes and opposes any increases in taxes to residents or business'. He also stated that
he feels only a one million dollar cut is necessary this year.
Mayor ProTem Wise stated that he felt the El Segundo School District renegotiated
joint use agreement could be renegotiated to read $600,000 per year for five years
with a five year option, with 100% of the payments going toward the purchase of
Imperial Street School if the Council so desired at the end of the payment period.
Councilman Robbins agreed with the purchase or lease purchase agreement concept
for the El Segundo School Distraict, Imperial Street School site, provided the terms
were acceptable.
City Manager Jim Morrison stated any employee reductions would have to be dealt
with during a Meet and Confer process.
Council directed the City Manager to begin this process.

In favor of items 1, 3, 4, 5, 6, and 8;
Mayor ProTem Wise, Councilman West, and Councilman Switz.
In favor of the City Managers original one million dollar proposal;
Mayor Jacobson and Councilman Robbins.
Council directed staff to return June 22, 1993 with reasonably accurate numbers for
the cuts proposed in items 1, 3, 4, 5, 6, and 8.
B. COMMITTEES, BOARDS AND COMMISSIONS -
1. Request for City Council to reschedule date to interview
applicants to the one vacancy on the Planning Commission,
two vacancies on the Metropolitan Cooperative Library
System Advisory Board, and the two vacancies on the El
Segundo Library Board of Trustees; and expand interview
schedule to include applicants for the two vacancies on the
Board of Directors of the Senior Citizen Housing
Corporation.
Council consensus to set July 7, 1993 at 6:30 P.M. for the Interview Date for the
Planning Commission, The Metropolitan Cooperative Library System Advisory Board,
and the Board of Directors of the Senior Citizen l lousing Corporation
Council also scheduled July 12, 1993 at 5:00 Y.M. for the final Budget Workshop.
C. UNFINISBED BUSINESS -
1. Solid Waste Program
Ken Putnam gave a brief staff report.
Council directed staff to return with this item June 22, 1993 with the complete data.
PUBLIC COMMUNICATIONS - (City Business Only - 5 minute limit)
Two (2) individuals addressed Council
1) Jim Dodenhoff, Western Waste; requested an approximate time for the Solid Waste
Program discussion.
Mayor Jacobson stated not before 6:30 P.M.
2) Ron Swanson, 629 California; urged Council to adopt the fee schedule, and
requested no employee reductions.
