1993 JUL 12 CC MINMINUTES OF THE ADJOURNED REGULAR MEETING OF THE EL SEGUNDO CITY COUNCIL JULY 12, 1993 - 6:30 P.M. CALL TO ORDER Mayor Jacobson 6:30 P.M. PLEDGE OF ALLEGIANCE - Councilman Richard Switz ROLL CALL Mayor Jacobson - Present Mayor ProTem Wise - Present Councilman West - Present Councilman Switz - Present Councilman Robbins - Present PUBLIC COMMUNICATIONS -(City Business Only - 5 minutes limit) - NONE A. SPECIAL ORDERS OF BUSINESS - 1. Continued Public Hearing - Consideration of FY 1993/94 Annual Operating Budget. Mayor Jacobson stated this is the time and place hereto fixed for a continued public hearing on consideration of FY 1993 -94 Annual Operating Budget, and was proper notice of the hearing published and done in a timely manner, also was any written communications received by the City Clerk's Office. Clerk Mortesen stated that Public Hearing Notice was published by the Finance Department and no written communications were received regarding this continued Public Hearing. City Manager Jim Morrison gave a brief over view and report. PUBLIC HEARING: 1) Bob Hunt, SCIU Local 347 representing the general employees of the City; stated that their position is against any reductions in salaries. 2) Sue Carter, 831 Bungalow; opposes any reductions in the school Library Budget. 3) Erin Paynter, 920 Dune Street, and Crystal Castle 913 Dune Street, both stated they oppose school library budget reductions. 4) Loraine Loflin, Teamsters Local 911; stated they concur with the statements made by the SCIU representative, and have made a proposal to maintain moral and continued services. 5) Charles Goldwasser, 5670 Whilshire, attorney for the El Segundo Police Officer's Association; requests the policy regarding reserve amounts be looked at again and feels it is an excessive amount to be considering employee reductions or payroll cuts at this time. 6) Willard Krick, 1414 E. Mariposa; stated Council should look at a) significant costs items within the budget and cut those before they increase taxes; b) the CIP budget projects can be cut or delayed; c) freeze salaries. 7) Joe Vitori, 124 W. Oak; stated a system should be formed for the restriction of use of El Segundo facilities for El Segundo residents only COTINCIL MIMITES 1 7 -1?. 93 City Manager, Jim Morrison addressed the concerns of CIP transfers, raises and benefits increases. MOVED by Councilman Switz SECONDED by Mayor ProTem Wise to close the Public Hearing. MOTION PASSED BY UNANIMOUS VOICE VOTE 5/0 Councilman Robbins stated a) before taxes are increased or a reduction of employees is done, there are other items that can be reduced in the budget; b) the cuts can be reduced due to the reduction of the State take away; c) residents pays the bulk of the taxes; d) no line item increase allowed unless it is an emergency situation. Councilman Switz stated he appreciated the attendance. The shortfalls were identified in March and stated this is the time to begin reductions in the budget to avoid a drastic situation. The salary policy should be re- evaluated regarding step- increased for employees not covered by union negotiations. Mayor Jacobson stated he felt a 5% reduction in elected official salaries is appropriate and he disagrees with a fee /tax increase to residents, also that is prudent to trim the budget this year and further reduce costs next year. Mayor ProTem Wise reflected on the crisis during the 1980's and stated the city does not want to be placed in the same situation. He has not heard a plan that does not rely on the reserves. He also stated he felt that business, residents, and city employees should all participate evenly. CLOSED SESSION Council moved into closed session at 7:40 P.M. and pursuant to applicable law, including the Brown Act (Government Code Sec. 54950, et seq.) as announced by the City Attorney, for the purposes of conferring with the City Attorney on potential and /or existing litigation and /or discussing personnel matters. GC 54956.9 (b) City might have a significant exposure to litigation) Three (3) matters MEET AND CONFER Three (3) matters RECONVENE 8:40 P.M. All members present Council concur to reduce all elected officials salaries 5 %. Councilman Robbins discussed the statements of accomplishments, goals, & objectives, Equipment replacement fund, out of state travel. Councilman Switz, West, Mayor ProTem Wise disagree with the concept of travel restriction and suggest that the decision be left with the Department Heads and the City Manager. Mayor Jacobson stated he has faith in the City Manager to approve any relevant travel. Councilman Robbins discussed an appropriation in the City Treasurer's and City Clerk's budget. Council concurred that the City Manager would look into these items and determine their necessity. COUNCIL MINUTES 2 7 -12 -93 Mayor ProTem Wise stated he would like a cost center for each Council member be addressed. Councilman Switz suggested staff give an estimate of the costs involved in developing costs centers. MOVED by Mayor ProTem Wise SECONDED by Councilman Switz to have the results of the Meet & Confer delivered by the July 20, 1993 regular Council meeting. MOTION PASSED BY UNANIMOUS VOICE VOTE 5/0 MOVED by Councilman Switz SECONDED by Mayor ProTem Wise to read the Resolution by title only . MOTION PASSED BY UNANIMOUS VOICE VOTE 5/0 City Attorney Lee Dolley read the following; RESOLUTION NO. 3821 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, APPROVING AND ADOPTING AN OPERATING BUDGET FOR THE FISCAL YEAR 1993/94. MOVED by Mayor ProTem Wise SECONDED by Councilman Switz to approve the adoption of Resolution Number 3821 adopting the operating budget for the fiscal year 1993/94. The adopted budget is that presented in the preliminary budget dated May 18, 1993 as modified by the City Manager's memorandum of 6/15/93 and 7/6/93. Councilman Robbins requested a roll call vote. MOVED by Councilman Switz SECONDED by Mayor ProTem Wise to direct staff to publish notice for the Revenue increase Ordinances. MOTION PASSED BY THE FOLLOWING VOICE VOTE; AYES, MAYOR PROTEM WISE, COUNCILMAN WEST, AND COUNCILMAN SWITZ NOES; MAYOR JACOBSON, AND COUNCILMAN ROBBINS. 3/2 PUBLIC COMMUNICATIONS -(City Business only - 5 minutes time limit) 1) Joe Vitori, 124 W. Oak; stated he felt a means test regarding the proposed fees may be a breach of confidentiality, and suggests these fees be put on the ballot for a public vote. 2) J.
