B. REPORTS OF COMMITTEES, BOARDS AND COMMISSIONS
1. Interview applicants to fill the vacancies on the 1) Investment Committee, 2) Wall of Honor
Committee, and 3) Capital Improvement Program Advisory Committee.
Mayor Jacobson stated only enough applications were received to fill the current
vacancies even though it had been extended for a week. Past policy has been to extend
for 30 days, and suggested that they readvertise the vacancies for another 30 days.
MOVED by Councilman Switz; SECONDED by Councilman Robbins to advertise
vacancies for another 30 days. MOTION PASSED BY THE FOLLOWING VOICE VOTE
410/1 -AYES: MAYOR JACOBSON, COUNCILMAN WEST, COUNCILMAN SWITZ, AND
COUNCILMAN ROBBINS. NOES: NONE ABSENT: MAYOR PRO TEM WISE.
Mayor ProTem Wise arrived at 5:45 p.m.
A. SPECIAL ORDERS OF BUSINESS
Presentation on TQM Program.
Councilman Switz gave a presentation stating that the Total Quality Management Program
(TQM) was a methodology which emphasizes continuous improvement, utilizes
management techniques and technical tools, is ever - focused on customer needs, involves
everybody on the payroll, and takes a long time to implement. That the City needs TQM
because it is a new world out there, neighboring governments are now competitors not
partners, dynamics of local economy are unlike anything seen to date, and our customers
are better informed, more interested and have other options for location. The primary
objective is employee empowerment, and the City must have a system so employees
believe their job is important, they are responsible for their actions, they have control over
their work, and they know where they stand. Council and staffs roles would be to get
involved and lead the effort, provide the necessary resources, drive out fear throughout
the organization, ensure continuous improvement using statistical techniques, institute
thorough job - related training for everybody, and eliminate numerical goals unless training
and support is fum'shed. He also discussed General Fund Revenues versus
Expenditures.
Further stating, a workshop was needed which should be facilitated by professionals to
include at least awareness, teamwork, leadership, and tools and management. The
resources needed we uld be a city facilitator assigned to lead the effort, professional
organization -led kickoff session, training aids, software, and employee training. He
summarized the presentation stating the City must improve the system because it is a new
age and past strategies are not always helpful, TQM is a good candidate to help because
it offers a structured approach with flexibility and an opportunity for everybody to
participate, and it demands a strong commitment from council and staff which will take a
long time to implement. He asked Council for their support to authorize the City Manager
to proceed with hiring a facilitator and approve funding for the program.
Jim Morrison, City Manager, agreed with the TQM approach because it has an emphasis
on final delivery of se°vice to our customers, and involves everyone in the organization.

The level of commitment of training time would need to be one week per employee per
year, and that $15,0)0 for the first year would be satisfactory to accomplish this.
Discussion followed.
MOVED by Councilman Switz; SECONDED by Mayor ProTem Wise to authorize staff to
attain the proper facilitator to hold a workshop to involve the City Manager, Senior Staff,
and City Council at the earliest possible date using existing monies budgeted in the
training fund at its current level.
Councilman Robbins called discussion asking to amend motion to include amount of
monies or a cap; Councilman Switz felt it was not necessary because should the monies
differ from what they discussed, the City Manager would inform them.
Councilman Switz called the question:

Council moved into a closed session at 7:45 p.m. pursuant to applicable law, including the Brown
Act (Government Code Sec. 54950, et se as announced by the City Attorney, for the purposes
of conferring with the City Attorney on potential and/or existing litigation and /or discussing
personnel matters as follows:
§54956.9 (B) - City might have significant exposure to litigation.
