PUBLIC COMMUNICATIONS - (City Business Onl - 5 minute limit)
Three individuals addresses the council.
1. Terry Saunders, Chamber of Commerce: Expressed thanks to the City Council
and City Staff for the revisions to the Smoky Hollow Plan. He urges Council to adopted
them.
2. Jim McGoldrick 412 Oregon Street: Stated that the Business Clan and the upper
echeon of the Chamber of Commerce wish to retain control of the city. He presented
a Low - Growth General Plan Map, and stated that a new General Plan Advisory Committee
should be formed.
3. Scot Dannan 1127 E. Acacia: Stated the City Council is strangling Business and
contributing to Business fleeing California. Business is needed to support our community,
and keep a low tax base for the residents. The FAR must be balanced for good traffic
control.

A TIMELY MANNER AND NO WRITTEN COMMUNICATIONS HAVE BEEN RECEIVED.
MAYOR JACOBSON OPENED THE PUBLIC HEARING
1. Jim Sullivan 9111 S. La Cienga, Inglewood: Stated he supports the revisions as
the Planning Department has presented them, and urges the Council to adopt them.
MOVED By Mayor Pro Tem Wise; SECONDED By Councilman West, to close Public
Hearing.

Councilman Robbins requested advice on whether he should participate in the
discussion on any IZO's.
Mr. Dolley stated he should not participate in any discussion.

City Attorney Lee Dolley stated for the record, Under Government Code 65858 that this
Ordinance, if approved, will take effect immediately, further that it requires only one
reading.

APPROVAL OF EA -269 AND ADOPTION OF A NEGATIVE
DECLARATION OF ENVIRONMENTAL IMPACT AND
AMENDMENT OF INTERIM ORDINANCE No. 1171 OF THE
CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, ESTABLISHING INTERIM ZONING STANDARDS
FOR CERTAIN C -M, M -1 AND M -2 ZONED PROPERTIES
LOCATED EAST OF SEPULVEDA BOULEVARD.
MOVED by Mayor Pro Tem Wise; SECONDED by Councilman West to adopt the
Ordinance.

2. City Council discussion of the General Plan Community
Survey results and the proposed General Plan revision.
Recommendation - Discussion and possible action.
NORTHWEST QUADRANT
MOVED by Councilman West; SECONDED by Councilman Robbins to change the
wording in the Neighborhood Commercial use, to state that the area permits residential
on a single floor above the commercial ground floor.
MOTION PASSED BY UNANIMOUS VOICE VOTE 5/0
MOVED by Councilman Switz; SECONDED By Councilman Robbins to change the
wording in the Downtown Commercial use, to state that the area permits residential on
the floor above street level only if commercial is on the street level.

MAYOR PRO TEM WISE, COUNCILMAN SWI I AND COUNCILMAN ROBBINS. NOES;

MOVED By Councilman Robbins; to adopt a maximum number of d/u per acre for
residential units in the Neighborhood /Commercial areas in order to contrain the max
number of d/u per acre.
MOTION DIED DUE TO LACK OF SECOND.
PAGE 3.6 R-2, Mayor Jacobson suggested a change to this policy on the R -2 Residential
density.
Discussion followed.
MOVED By Councilman West; SECONDED by Mayor Pro Tem Wise to limit Two - Family
Residential to 12 units per acre and add residential to the Non - Conforming as in the
Commercial. (Policy LU 1 -3.1 in the proposed general plan).
MOTION PASSED BY UNANIMOUS VOICE VOTE, 5/0
PAGE 3.15 Councilman Robbins requested staff to update all tables on number of d/u
build out.
PAGE 3-19 LU1 -3.1 Councilman Robbins stated this policy needs to be reworded.
City Attorney Dolley suggested that Policy LU 1 -3.1 not be revised at this time due to
possible conflicts of interest, and should be continued and not discussed at this time.
Council concurred.
PAGE 3.29 LU 7 -1.2 Councilman Switz questioned, "the quality of the infrastructure"
included in the General Plan language concerning maintaining of school property.
Discussion followed.
City Attorney Lee Dolley stated he does not feel that maintaining of School property, is
what it states, it does not require certain action to be taken.
Councilman Switz stated Mr. Crowley's letter was very nicely prepared and mention
should be made about his ideas. He requested staff to review his letter and see if his
suggestions can make reading the General Plan any easier.
Laurie Jester responded, staff has reviewed the letter and will return any comments to the
Council.
PAGE 3-19 OBJECTIVE LU -1 -1 Councilman Robbins questioned the wording.
MOVED by Councilman Robbins; SECONDED by Councilman Switz, to add the wording
and minimum development standards, after profile and character.
MOTION PASSED BY UNANIMOUS VOICE VOTE 5/0
Councilman Robbins suggested this be carried out through out the entire General Plan
where applicable. Council concurred
Councilman Switz suggested height limits west of Sepulveda.
Mayor Jacobson stated that this is covered in the Zoning Code, with a maximum of 45
feet now.
City Attorney Lee Dolley suggested any height requirements be addressed with the zoning
ordinances. Not including height limits in the General Plan is a policy decision.

PUBLIC COMMENT;
1. Scot Dannan 1127 E. Acacia: Reminded the Council of the letter filed today on
Conflict of Interest, and suggested they heed the warning. Changing the wording may
also change the context of the General Plan. Your decision may be able to be challenged
in the future.
City Attorney Lee Dolley stated that the Council is to use a great deal of caution on their
decision, and to be aware of the Conflict of Interest. He also stated it would be easier for
him if Council would proceed paragraph by paragraph.
2. Jerry Saunders CDC: Questioned the bike path in the proposed Douglas Street
underpass.

ALL COUNCILMEN PRESENT
SMOKY HOLLOW WEST END;
There were three (3) Councilmen with Conflict of Interest in the western portion
The Council was then advised by City Attorney Dolley that they will "draw straws" to
determine which Councilman may remain and vote on the subject. FPPC provides for this
solution.
Councilman Robbins clarification: at this time there is conflicting information with
regards to property interests that they have in the Smoky Hollow area, my employer
indicated there were none, however there is some possible information that there might
be, so in excess of caution I will assume I may have a Conflict of Interest in the Western
portion.
Councilman West clarification: We will be discussing zoning, will we be discussing non
conforming code and is that the same as through -out the city.
City Attorney Lee Dolley stated the present version of the non conforming building
potion of the General Plan applies to properties in the city but not to Smoky Hollow.
COUNCILMAN WISE RECEIVED THE "SHORT STRAW"

Public Communications:
1. Norm Schiller; Requested clarification on whether this takes out the ADT.
Council replied that yes it does.
2. Jerry Saunders CDC, responds that public in attendance seems to be pleased
with the new wording.

MOVED by Councilman West; SECONDED by Mayor Pro Tem Wise to adopt as revised
by the Planning Department
Mayor Jacobson stated that some of the smaller existing parcels should be allowed to
convert to a larger density along with the larger paracels.
MOTION WIITIDRAWN BY COUNCILMAN WEST; MAYOR PRO TEM WISE CONCURS
MOVED By Councilman West, SECONDED by Mayor Pro Tem Wise; to change the
wording to read 18 d/u per acre on all projects, and amend the Smoky Hollow Specific
Plan so a variance is not required where the minimum 2.5 acre rule cannot be met. Staff
to present the exact wording for Council.
Councilman Switz called the question.

NORTHEAST QUADRANT;
Councilman Switz stated that due to the economy and development he would like to
suggest they pass it the way it is and revise it as they get better data, rather than wrestling
with it. What ever we do today will be wrong when we view it 2 years from now.
Discussion followed.
Councilman Robbins not Participating.
Councilman Robbins left the dias at 9:40 P.M.
Mayor Jacobson stated that he did not feel the bonus density was necessary.
1. David Steele Hughes Aircraft: stated the city has very good control and is very
efficient in it management of fees imposed during development.
2. Jerry Saunders CDC: Light manufacturing would be beneficial if included in the
urban mixed used category.
MOVED by Mayor Pro Tem Wise, SECONDED by Switz, to remove the density bonus
from the urban mixed use designation and allow a 1.3 FAR. Also to direct staff to form
a policy statement to encourage TMP in the entire N.E. quadrant.

with a discretionary application that would not be intrusive to surrounding uses.

NORTHWEST QUADRANT;
Imperial school site information to be avaliable by September 15, 1992 Meeting.
City Attorney Dolley stated a Public Hearing is required to approve the General Plan.
One issue will require close session discussion on September 15, 1992 regarding non
conforming uses.
Laurie Jester stated that on September 15, 1992 she can confirm a date the entire General
Plan will be avaliable, with changes, for review.
City Attorney Dolley stated that an Oral update and provisions for setting more dates for
General Plan meetings will be placed on the agenda for September 15, 1992 Regular
Meeting.
Councilman Robbins requested a copy of the existing General Plan book be put with the
minutes to reflect the changes.

MOVED by Councilman Robbins, SECONDED by Mayor Pro Tem Wise; to change the
wording from GENERAL FUND TO CDBG.

Councilman Switz requested an accounting of the work products due from the Lightfoot
Group.
MOVED by Mayor Pro Tem Wise, SECONDED by Councilman West to discuss an item
which occurred after the posting of the agenda.

In a letter from Mr. Len Bonilla, it has been brought to the Council's attention that
the AQMD is not responding in proper manner.
MOVED by Mayor Pro Tem Wise, SECONDED by Councilman Switz, to direct the Mayor
and staff to respond to the AQMD.

PUBLIC COMMUNICATIONS - (City Business Only - 5 minute limit)
One (1) individual addressed the Council.
1. Gary Wallace 516 Oregon: Commends the Council for their actions tonight and
was glad they did not enter into a "tit for tat" discussion.
