1992 JUN 04 CC MINMINUTES OF THE ADJOURNED REGULAR MEETING OF THE EL SEGUNDO CITY COUNCIL June 4, 1992 - 7:00 P.M. CALLED TO ORDER by Mayor ProTem Wise at 7:00 P.M. PLEDGE OF ALLEGIANCE led by Councilman Switz. ROLL CALL Councilman Robbins - Present Councilman Switz - Present Councilman West - Present Mayor ProTem Wise - Present Mayor Jacobson - Absent Councilman Robbins suggested the Council continue the meeting due to the Mayor's absence; Council's consensus to hold the meeting. PUBLIC COMMUNICATIONS -(City Business Only -5 minute limit) Willard Krick, 1414 E. Mariposa Avenue addressed Council regarding procedure for a charity run he wished to hold, and asked for it to be agendized for the next meeting. Further stating, he agreed with the northwest difference, and felt that the E1 Segundo Residents Association Survey opinions should be a part of the packet during the General Plan meetings, and for the Council to identify segment of Committee so they would know who was responding. Jim McGoldrick, 412 Oregon Street addressed Council and submitted a letter regarding the General Plan questions and statements on current procedure. Gert Vagley, 1425 E. Mariposa Avenue addressed Council regarding questionnaires at random, and stated everyone should receive one. Councilman Robbins suggested they allow public comments to be made on each question; Mayor ProTem Wise stated that the public would be able to comment at the end. Nancy Wernick, School Board President addressed Council as Chairperson of the Survey Committee stating that the General Plan Advisory Committee did not find the survey they did feasible, and offered survey suggestions. Mike Van Bessin, 716 W. Mariposa Avenue addressed Council on the dollars spent on the General Plan and suggested they keep those portions of the General Plan that are good and replace those which are bad, and to give the people of the City what they want. Eric Johnson, 1414 E. Sycamore addressed Council asking whether he could get the General Plan on computer disk; Councilman Robbins then asked staff whether or not it had been converted to disk. Lou Lightfoot, General Plan Consultant, responded staff has done 80 %, and should be totally completed by July 1. Jay Wilson addressed Council regarding view on the General Plan. MOVED by Councilmen West; SECONDED by Councilman Switz to close Public Communications. MOTION PASSED BY UNANIMOUS VOICE VOTE 4/0. A. SPECIAL ORDERS OF BUSINESS 1. Continued discussion on Community Survey for the General Plan. Councilman Switz asked to discuss the topic for questions only so that they could have a fair sample, and that there would more discussions have this meeting. Discussion ensued regarding 1) $300,000 spent, new expenses of approximately $21,000 and $30- $50,000 for Traffic Engineer - these new estimates included doing actual technical, cost of codes, and update of zoning to conform to new General Plan estimated not to be more than $50,000, and 2) zoning would conform to state laws; questionnaire would show Council what needed changing. City Council Minutes June 4, 1992 - 7:00 p.m. Lou Lightfoot, Consultant, gave a presentation on 1) Technique: Stats accurately represent view of City - what issues - two school sites responsible uses in Smoky Hollow, and height limits; 2) Density Levels: a) clarity, b) comprehensiveness, c) acceptability - and suggested the survey be tested on Council and Department Heads and not the general public; 3) Distribution: One week - be in mail by Friday, June 12, and returned one to six weeks, and 4) Tabulation: First week of August - "Data Raw" and available for distribution to the public, and then the Council could interpret the data received; 5) List: Alphabetical order by name not street - business integrated without names based upon alpha concerns random numbered table would take more time. Councilman Robbins questioned if data base could separate business and residential, demographics, and serialization; Mr. Lightfoot responded code could separate, demographic information was optional, serialization purposes the survey would be on City letterhead making it difficult to counterfeit. Mayor ProTem Wise questioned whether this was a concern; Councilman Switz responded he was not as concerned with counterfeit, but was more concerned with using a table of random numbers because it would be the most accurate and would allow more subsections. Mr. Lightfoot stated it would be take more time and approximately another $100 to redo survey by random numbers. Jim McGoldrick stated he was not concerned with random, but whehter the the survey questions going to be used would be the right ones. Mike Van Bessin questioned if an someone lived and owned a business in town whether they would receive two surveys, and stated the possibility that someone would know in advance who every ninth person would be. Discussion followed. Mr. Valley was not in favor of everyone getting a survey because renters may not be interested in the General Plan as much as the home owners would be. Willard Krick stated that more than 1,000 surveys may be needed to be mailed in order to obtain the 400 responses anticipated, and then presented questions regarding every ninth name in 1,000; Mr. Lightfoot responded the last person has the same chance as the first person - and they could start at any point on the list, and they anticipated a good response by using a cover letter and a postage paid envelop. Mayor ProTem Wise suggested mailing out 2,000 to be sure of Council's consensus; Mr. Lightfoot responded that they would then use every fourth or fifth address of the 9,000-10,000 addresses. Councilman Switz suggested alerting the public to the survey by using the E1 Segundo Herald and cable. Willard Krick questioned who would receive a second mailer should it be necessary; Mr. Lightfoot responded they would start at a different point on the list. Nancy Wernick stated no true way and that everything cannot be accepted by everyone. Frank Wong, 435 Valley commented on no data given to public. MOVED by Councilman Robbins; SECONDED by Councilman West to close public communications. MOTION PASSED BY UNANIMOUS VOICE VOTE 4/0. TEST IN PROCESS at 8:43 p.m. Mayor ProTem Wise and Councilman West left dais at 8:44 p.m. and returned at 8:50 p.m. city Council Minutes June 4, 1992 - 7:00 p.m. TEST OVER at 8:55 p.m. and meeting resumed. Discussion followed regarding the length of time it would take for people to complete questionnaire, list by streets instead of quadrants, Numbers it and 14, and C. Interim City Manager Meehan: Difficulty following left -right space between numbers or dot leader. Fire Chief Sloan: Map letter numbers identified by arrows instead of letters. Rollie Wright, Director of Recreation & Parks: Page 2 -3 Numbers 11 and 14 explanations confusing before each grouping; understood Numbers 13 and 16 related to numbers on heights, and the picturing was also confusing. Don Bott, Director of Human Resources /Risk Management: Switch A and B and to put lead with Section B at the beginning. Laurie Jester, Senior Planner: Less than 100 feet distance - small print on Numbers 11 and 14 more detail in C. Cindy Mortesen, City Clerk: C was easier to read for the everyday person. Mr. Lightfoot: Responded the difference between heights were 100 ft. vertical possibly, and presented some explanations and facts on the issues. Discussion ensued regarding the use of different fonts; survey should state the importance of public response; Sections A, B, E, F and G; Numbers 11 -15 and 18 -23; definition of Neighborhood Commercial; quantity of choices - breaking up questions; map - use key in white area; Smoky Hollow Residential - generic; multiple choice questions; Page 11 - larger type - justification of questions, and School Board - property owner or not. Councilman Switz questioned whether action could be taken by the Council; Mayor ProTem Wise responded that they could not take action due to the way the agenda was written. Mr. Lightfoot suggested the Council agendize it for Tuesday night. Discussion followed regarding survey. Nancy Wernick commented about eliminating all school questions. Jay Wilson stated he was not in favor of eliminating school questions on survey.
