1992 JUL 17 CC MINMINUTES OF THE ADJOURNED REGULAR MEETING OF THE EL SEGUNDO CITY COUNCIL July 17, 1992 - 6:00 P.M. CALLED TO ORDER by Mayor Jacobson at 6:10 p.m. PLEDGE OF ALLEGIANCE led by Councilman Switz. ROLL CALL Councilman Robbins - Present Councilman Switz - Present Councilman West - Present Mayor ProTem Wise - Present Mayor Jacobson - Present PUBLIC COMMUNICATIONS -(City Business Only -5 minute limit) Jan Cruikshank, 1509 E. Elm Avenue addressed Council presenting a description of the R.O.A.D. Program, how funding was used, and who it affects. Elyse Rothstein, DESI informed the Council that DESI and the Chamber were going to work together for the next six months, and that DESI would not be requesting funding at this time but would like to have it kept open for them to return and possibly request funding after that time. Bill Mason, Past - President Chamber of Commerce addressed Council stating that the Chamber welcomed DESI and would support them as much as possible. Mayor Jacobson closed the public communications portion of the meeting. A. SPECIAL ORDERS OF BUSINESS 1. Presentation and discussion of FY 1992 -93 Budget. Dick Fearn, Vice - Chairman of the Capital Improvement Program Advisory Committee (CIP) presented Council with a report and brief explanation. Council consensus to review the document and address it at their Monday, July 20 meeting. Frank Meehan, City Manager, presented a slide presentation of the FY 1992 -93 Budget history, and the new cuts since Council's last direction. He stated that management did not recommend further cuts and that this was a bare bones budget. Discussion followed. RECESS at 8:05 p.m. RECONVENED at 8:15 p.m. ROLL CALL All Councilmembers present. City Treasurer: MOVED by Mayor ProTem Wise; SECONDED by Councilman West to delete $1,200 cut. MOTION FAILED BY THE FOLLOWING VOICE VOTE 2/3 - AYES: Mayor ProTem Wise and Councilman West. NOES: Mayor Jacobson, and Councilmembers Robbins and Switz. City Clerk: Discussion of proposed creation and funding for new position by changing present part -time contract position to a permanent part -time employee position, and the meetings and travel accounts. MOVED by Mayor ProTem Wise; SECONDED by Councilman West for proposed new part -time position to remain contract. MOTION FAILED BY THE FOLLOWING VOICE VOTE 2/3 - AYES: Mayor ProTem Wise and Councilman West. NOES: Mayor Jacobson and Councilmembers Robbins and Switz. City Council Minutes July 17, 1992 - 6:00 p.m. Police Department: MOVED by Councilman Switz to change to <$68,966>. Motion failed due to lack of second. Discussion followed regarding $30,327 to Capital Equipment in the General Fund, and the remainder to go back into the salaries and benefits (3103- 4100/4200 to General Salaries). MOVED by Mayor ProTem Wise; SECONDED by Councilman West to 1 change $170, 000 to $0, add $90, 000 from first cut, and move to proper accounts as discussed. MOTION PASSED BY THE FOLLOWING VOICE VOTE 4/1 - AYES: Mayor Jacobson, Mayor ProTem Wise, and Councilmembers Robbins and West. NOES: Councilman Switz. RECESS at 9:15 p.m. RECONVENED at 9:25 p.m. ROLL CALL All Councilmembers present. Fire Department: Discussion regarding $20,000 Contract Personnel. No action taken. Recreation and Parks: MOVED by Mayor ProTem Wise; SECONDED by Councilman West to reduce from $18,772 to $10,000. MOTION PASSED BY UNANIMOUS VOICE VOTE 5/0. Library Services: MOVED by Mayor ProTem Wise; SECONDED by Councilman West to move $11,000 to school program. MOTION PASSED BY UNANIMOUS VOICE VOTE 5/0. Building Safety and Planning Department: Discussion ensued regarding the reducement of another $35,000 out of Planning. Public Works Department: MOVED by Mayor ProTem Wise; SECONDED by Councilman West to reduce only to $100,000. Discussion followed. AMENDED MOTION by Mayor ProTem Wise; SECONDED by Councilman West to reduce net to $66,000. MOTION PASSED BY UNANIMOUS VOICE VOTE 5/0. TOTAL CUTS: $395,108; Budget total $28,204,000. Effecting Service Level Programs: Councilman Switz suggested Human Resources to look further into Training Program (2301- 4100/4200). Council consensus to deduct DESI 2901 -6214, and to deduct Building Safety 3301- 4100/4200. Final budget of $28,103,106. BRA Program: MOVED by Councilman Switz to leave cut in for 2101 -6295. Discussion followed with Councilman Switz withdrawing his motion. Schools: Discussion regarding $750,000 for the schools. MOVED by Councilman West; SECONDED by Mayor ProTem Wise to discuss meeting with LACTC regarding reduction in funds. MOTION PASSED BY UNANIMOUS VOICE VOTE 5/0. Councilman West stated he had received a copy of a Notice regarding Prop C monies assignment from the LACTC, and suggested Council authorize a letter to be sent to LACTC for discretionary funds to be used by cities. MOVED by Councilman Switz; SECONDED by Mayor ProTem Wise to authorize a letter to be sent to the LACTC for discretionary funds to be used by cities. MOTION PASSED BY UNANIMOUS VOICE VOTE 5/0. PUBLIC COMMUNICATIONS -(City Business Only -5 minute limit) Joe Vitori. 124 W. Oak addressed Council stating he was against City giving money to the School District, and that he would like to see the District attempt to repeal SB90.
