A. SPECIAL ORDER OF BUSINESS
1. Conduct Community Workshop On Interim Zoning Ordinance (IZO)
No. 1170.
Mayor Jacobson stated that this was a Community Workshop to
allow the public to address the City Council with their
comments on the Interim Zoning Ordinance (IZO) No. 1170. He
then opened up the issue for public comment.
The following individuals addressed Council commenting on IZO
No. 1170: Jerry Saunders, Robert Simpson, Jim Sullivan - on
M2 Zone, Greg Matea, Charlie Winn, Bill Mason, and Karen
Ackland.
Discussion ensued between Council and those present on the
General Provisions of the IZO submitted by staff as follows:
1) Except as provided herein on the Ordinance, all other
provisions of the zoning ordinance shall remain in full force
and effect; 2) No building permit, business license except
for renewals of existing businesses, or other use entitlement
shall be approved or issued for properties located east of
Sepulveda Boulevard unless in conformance with the standards
and requirements of this interim ordinance; 3) Projects
authorized by an existing approved precise plan, specific
plan, conditional use permit, development agreement, or other
similar land use entitlement shall be exempt from the
provisions of the ordinance; 4) The provisions of City
Council Resolution No. 3517, procedures for the
implementation of the provisions of the California
Environmental Quality Act, shall remain in full force and
effect 5) Effects on the non - conforming provisions (Chapter
20 -70) of the current requirements and with the IZO; 6) CM
Zone Effects: regarding uses permitted by right and with the
IZO; 7) CM Zone Effects: regarding uses requiring a
conditional use permit and with the IZO; 8) M1 Zone Effects:
regarding uses permitted by right and with the IZO; 9) M2
Zone Effects: regarding uses permitted by right and with the
IZO; 10) M2 Zone Effects: regarding uses requiring a
conditional use permit and with the IZO; 11) IZO Application
Process for Administrative Use Permits (AUP's), and 12) Draft
land use designation definitions contained in the general
plan.
No actions taken by the City Council.
