CALL TO ORDER: Mayor Jacobson call the meeting to order 7:00 A.M.

A. SPECIAL ORDERS OF BUSINESS -
1. Team Building Workshop with facilitator to examine
communication, team building, procedural and group
dynamics.
Laree Kiely, Facilitator, presented the outline for the day.
Overview of the day's agenda and purpose
Determining the meeting ground rules
Understanding and appreciating each other's behavioral
styles
Council discussion followed.

ALL MEMBERS PRESENT
Councilman Robbins question the Acting City Attorney Tim
Cremin, about the legality of holding a Council meeting out -side
the City limits.
Acting City Attorney Tim Cremin stated that a written opinion
had been issued, and according to the Brown Act, Council meetings
are not restricted to the City limits.
Councilman Robbins questioned Mr. Cremin about the Agenda
title, Regular Adjourned vs Adjourned Regular Meeting.
Mr. Cremin responded that the wording was unimportant.
Councilman Robbins requested Mr. Cremin to stop Council from
discussion if it appeared to be in violation of the Brown Act.
Mr. Cremin stated that Mayor Jacobson had already stated that
no actual City business will be discussed, he is here to help
Council attain that goal.

1. Parker Herriott, Hermosa Beach Resident: Questioned what
this meeting was not held in E1 Segundo, Why it was in the early
A.M., and was this in violation of the Brown Act?
Mayor Jacobson referred the issue to the City Attorney.
2. Virginia Brewer, E1 Segundo Resident: responded to Mr.
Herroitt.
3. Frank Wong, E1 Segundo Resident: stated it has been a long
day and it is time to go home.
