1992 AUG 20 CC MINMINUTES OF THE JOINT SPECIAL MEETING OF THE OF THE EL SEGUNDO CITY COUNCIL AND OF THE RECREATION AND PARRS COMMISSION August 20, 1992 - 7:00 P.K. CALLED TO ORDER: City Council by Mayor Jacobson and Recreation and Parks Commission by Chairman Croxall at 7:00 p.m. PLEDGE OF ALLEGIANCE led by Recreation and Parks Commission Chairman Croxall. CITY COUNCIL - ROLL CALL Councilman Robbins - Present Councilman Switz - Present Councilman West - Present Mayor ProTem Wise - Present Mayor Jacobson - Present RECREATION AND PARRS COMMISSION - ROLL CALL Chairman Croxall - Present Chairman ProTem McCaverty - Absent Commissioner Bundy - Present Commissioner Jaime - Present Commissioner Randall - Present PUBLIC COMMUNICATIONS -(City Business Only -5 minute limit) - NONE A. REPORTS OF COMMITTEES, BOARDS AND COMMISSIONS 1. Presentation by Halsey Daray Golf, Inc. regarding golf course and clubhouse design. Chairman Croxall stated the Commission's objectives were to give the City Council the opportunity to review the progress on the preliminary design, floor plans, and continuing Halsey Daray Golf, Inc. contract for proceeding with the design and construction drawings. Further stating they would like to solicit Request For Proposals for the operation of the course. Steve Halsey, Halsey Daray Golf, Inc. presented a presentation covering the number of schemes and studies, and reasoning behind recommended scheme. Discussion followed. Councilman Robbins left dais at 8:31 p.m. and returned at 8:33 p.m. Chris A. Rizzuti, Eric Davy. AIA & Associates presented an overview of the floor plan and model of the clubhouse facility, and discussion followed on the maintenance free materials used. Councilman Switz asked Council's consensus to discuss all three items together; Council concurred. 2. Agreement Amendment to proceed with construction drawings and specifications for the Golf Course project. 3. West Basin Water District Land needed for the Golf Course project. Councilman Switz asked Mr. Wright for a brief update on West Basin issue. Mr. Wright presented a brief report to Council on alternatives; possible additional proposal from West Basin; easement agreement with West Basin; safety issues, and informed them that staff would be meeting with West Basin on Wednesday. Further stating that staff was assured by West Basin that the City could have water by November, 1994. West Basin Representative stated that there were three pipelines - the largest pipe will have a small pressure, the second would have 100 psi, and the third would have 4 psi. City Council special Meeting August 20, 1992 - 7:00 p.m. Discussion ensued regarding parking and ingress /egress, fence height, lighting, and plumbing code requirements; Mr. Wright recommended "no left turn" during peak traffic hours; stated he would discuss driving range and fence heights with other courses, and that staff was analyzing lighting. Council consensus to continue Items 2 and 3 to August 25. MOVED by Councilman West; SECONDED by Councilman Switz to approve golf course configuration and clubhouse design - with discussion by Mayor ProTem Wise questioning the length of the time for the project. Mr. Halsey responded the golf course and ranges would take 3 -4 months to construct, and they started by March 1 they would be able to start playing golf within it months; 36 visits are scheduled, and additional visits would be approximately $500.00 per visit. Mayor ProTem Wise recommended changing the following on Page 6: *C: Change word from "may" to "shall ", and #3: specific time period to "upon decision by Council ". Discussion followed. Mayor Jacobson stated they could continue their discussion regarding the contract because it was agendized for August 25. Mayor Jacobson called the question: MOTION PASSED BY UNANIMOUS VOICE VOTE 5/0. General Discussion ensued regarding structural items, burial pipes, and soil tests. Councilman Switz asked Mr. Wright to agendize within the next 90 days - discussion and possible action on how the City plans on managing the golf course; Mr. Wright responded that they are presently in the process of doing a Request for Proposal which will be coming before the Council. Mayor Jacobson asked staff for the date that the Interim Zoning Ordinance should be brought back to the Council; Discussion followed regarding scheduling a General Plan meeting. Council consensus to schedule General Plan meeting for September 9 at 7:00 p.m. PUBLIC COMMUNICATIONS - (City Business Only -5 minute limit) Bill Bue. Golf Club Representative addressed Council stating this was a good plan, and commended the Council, Commission and staff for a good job.
