One individual addressed the Council.
Jane Creek, Elm Avenue addressed Council regarding money spent on the General Plan Survey
stating she felt they should see the results of the survey prior to approving the budget.

SPECIAL ORDERS OF BUSINESS
Presentation and discussion of FY 1992 -93 Operating Budget and Capital Improvement
Budget (CIP).
Councilman Switz addressed trips to Guaymas for elected officials in the budget, pay for
performance, subsidize air force housing, and suggested Council consider deferring pay
raises for one year; City Manager Frank Meehan responded that the budget only
contains step increases.
Mayor Jacobson stated the budget did not show the Bill recently approved; he did not
want to adopt the budget until he had the opportunity to review the General Plan
Survey results and the Business Retention Program results; wanted the CIP budget
reduced by $1M; clarified that the mechanism had to be determined regarding the
$750,000 approved for the School District for the next five years.
Councilman Robbins stated the Capital Improvement Budget had $55M unfunded for
five years plus non scheduled projects.
MOVED by Councilman Robbins to change Account Number 1303 - Contract Personnel -
to $12,000. Motion died due to lack of second.
Steve Klotzsche, Finance Director, explained Equipment Replacement Fund. Discussion
followed.
Capital Improvement Budget - CHART 5:
CIP #67 - Repair Elevated Water Tank: Mayor ProTem Wise wanted closer estimates
for evaluation to see whether the repairs were necessary at this time; Mayor Jacobson
stated concerns of whether the tank met with earthquake safety requirements, and
suggested staff again review the study which was completed a year ago. Discussion
followed with a Council consensus to have staff pick up engineer for plans and cost
estimate (retro - fitting), and to approve $50,000 for an analysis on concrete tank.
Page 60 and 63 CIP #46 - Repair of Sewer mains under the High School: Discussion
ensued with Council consensus on Page 60 to reduce to $200,000 for sewer project for
upgrades.
Page 64 - Items 15 and 19 - EliminatingPump Station: Ken Putnam, Director of Public
Works, explained the project and presented a status report. Discussion followed with
no actions taken.
Page 69.1 - Items 16 and 17 - Replacement of Pumps: Discussion ensued with no
actions taken.

Page 70 - New Storage Tank - Council consensus to approve $50,000 only.
Page 81- Roof for Reservoir - 400 Lomita: Discussion ensued with no actions taken.
Page 83 - Replacement of Water Meters: Council consensus to do in house.
Page 82 - Replacement of Substandard Material: Discussion ensued with no actions
taken.
Page 85.2 - Replacement of Galvanized With Copper: Council consensus to continue
with the in -house program; Mayor ProTem Wise suggested reducing to zero amount.
Page 84 - Replacement of Water Valves: Mr. Putnam stated this was to implement a
valve exercising program. Council consensus to approve $50,000 for first year.

ProTem Wise explained the thought process behind this.
Page 14 - Item 50 - Carpets and Painting: Council consensus to approve only $15,000
above line.

Jane Creek, Elm Avenue addressed Council regarding the recent ad in the July 30 edition of
the Herald.
Mayor Jacobson closed the public communications portion of the meeting.

the Brown Act (Government Code Section 54950, et sea.) as announced by the City Attorney,
