PRESENTATIONS
City Council recognized Red Cross' 75th Anniversary - Mayor ProTem Dannen
presented the Proclamation to Karen Moran.
2. City Council proclaimed Volunteer Recognition Week as March 3 -10, 1991 -
Proclamation on display in City Hall West Lobby display cabinet.
3. City Council proclaimed Arbor Day as March 10, 1991 - Councilman Wise presented the
Proclamation to Marissa Smith.
4. City Manager Cano and Police Chief Meehan presented a Commendation to Captain
Timothy J. Grimmond for receiving a Certificate of Graduation from the State of
California Peace Officers Standards and Training(POST) Commission Prestigious Peace
Officers Command College.
5. City Manager Cano was presented a Certificate of Award for Excellence in Budgeting
to the City Council for the City of El Segundo's 1990 -91 Operating Budget - Eunice
Kramer, Finance Manager presented the Certificate of Award.

PUBLIC COMMUNICATIONS - (City Business Only - 5 minute limit)
1. DESI request to hold sidewalk sale on March 15 -16
Councilman West inquired whether he could vote on this issue due to his business being
adjacent to the sale; City Attorney Dolley responded that after reviewing the situation
under the regulations he found no conflict of interest for him not to vote on the issue.
Kevin Mortisen, DESI Manager addressed the Council requesting their support by
approving the sale which is scheduled for March 15 -16 and not March 16 -17 as stated
on the agenda.
MOVED by Mayor ProTem Dannen; SECONDED by Councilman Wise to approve
request. MOTION CARRIED BY UNANIMOUS VOICE VOTE.
2. Jack Siadek, 10933 Wellworth, Los Angeles - addressed Council at the invitation of
Mayor ProTem Dannen. Mayor ProTem Dannen stated he understood that Mr. Siadek
was to give a presentation. He commented that he recently had been made aware that
he may have stated something inappropriate regarding Mr. Siadek, and wished to give
his unequivocal and unquestioned apology for anything which may have been stated -
and that it was not done in malice.
Mr. Siadek accepted the apology informing the Council and public that he is now in the
consultant business specializing in acquisition and joint venture development
agreements. He further stated that recently a friend, Michael Miller, asked him for
advice concerning his property at 1300 E. Acacia since it has been vacant for so long and
was located in a zoned area of which he was a part of changing while Mayor for the
City. Mr. Siadek stated he met with City Manager Cano, Planning Director Kendra
Morries, Mr. Miller and his administrative aide, and discussed only what could /could not
be developed on C -2 zoned property.

A. SPECIAL ORDER OF BUSINESS
1. Adoption of resolution setting surcharge /incentive /penalty water rates for
mandatory water conservation program ordinance adopted by City Council on
February 19, 1991.
City Manager Cano informed Council the West Basin - Metropolitan Water
District met on Monday, March 4 and ruled a 50% reduction on water. This
equates to a 90% agricultural use reduction and affects the City by a 30%
reduction for residents and most businesses. He asked Council to adopt the
resolution submitted by staff which would set surcharge /incentive /penalty water
rates for the mandatory water conservation program adopted by the Council
under Ordinance #1160 on February 19, 1991. Further informing Council staff
would be submitting an amendment to this ordinance on March 19, 1991
reflecting this recent action taken by the Metropolitan Water District for a 30%
reduction.

2. Closed Circuit Television (CCTV) Inspection of sewer lines 1990 -91.
Award contract to National Plant Services, Inc.

Ratify a time extension of 30 calendar days to C -DAD, Inc. and accept the work
as complete.

4. Request Council approval to again provide training to one (1) Guam police
officer and one (1) Guaymas firefighter for a period of three (3) weeks.
Approval to participate with the El Segundo Sister City Committee in providing
public safety training to one Guaymas police officer and one firefighter, from
July 8th to July 28th, 1991.
5. Request for approval of Public Works Construction progress payments from
State Street Bank & Trust Co. Construction Fund Library Expansion and
Remodeling Project in the amount of $289,633.95.
Payment #7 and authorize staff to release funds.

E. NEW BUSINESS - CITY MANAGER
1. Consideration of Taking a Position in Opposition of Senate Bill 226 (KOPP)
Related to Airport Noise - Mayor ProTem Dannen stated that Senate Bill 226
intends to limit individuals rights to sue after July 2, 1992 with regard to the
airport and noise problems.
Councilman Clutter asked City Manager Cano when the Airport Study would be
presented to Council for review; City Manager Cano responded it would be
presented on March 19, 1991. Councilman Wise asked if the TV Monitoring
would be included; City Manager Cano responded that it would. Mayor ProTem
Dannen requested that signs also be included in the event Council needs to take
action; City Manager Cano acknowledged the request stating all of the items
would be included and presented at the March 19, 1991 meeting.
MOVED by Mayor ProTem Dannen; SECONDED by Councilman Wise to adopt
the position of opposition to SB 226 and directed staff to utilize services of City's
Lobbyist Kenneth Emanuels & Associates to oppose SB 226. MOTION
CANED BY UNANIMOUS VOICE VOTE.
2. Oral Update on Imperial Corridor Public Safety Issues - In response to
Councilman Clutter's request, City Manager Cano presented a status report
regarding public safety issues on Imperial Avenue and Main Street. He stated
a report covering the last six months has been prepared and will be distributed
to Council regarding disturbance calls dealing with parties. The report primarily
covers out of 75 disturbance calls, all - with the exception of one - dispersed or
quieted down after the first contact. The El Segundo Municipal Code states on
the first contact the Officer is to give a verbal warning and have the owner of
property sign a card which states that should they need to return a fine will be
imposed.
City Manager Cano informed Council of a recent conversation with one of the
hotels management regarding the renting of rooms to minors, at which time he
was informed they would be willing to assist in any way they could but by not
renting a room to an individual based on age would be an act of discrimination.
He asked Council's permission to work with the City Attorney to research
possibilities of passing legislation requiring hotels to adopt a policy of policing
the renting of rooms to individuals under 18 years of age.
Council was concerned about minors on vacation and staying in a hotel in the
City, and the fact that an ordinance or legislature could prevent them from doing
so. Council authorized City Manager Cano and City Attorney Dolley to research
the issue and return to Council with a report.
Councilman Clutter stated he was informed by Police Chief Meehan that the
Police Department would not wait for a second disturbance call before returning
to the location to evaluate the status of the situation.
City Manager Cano said staff met with merchants of the commercial centers
located at Imperial Avenue and Main Street to discuss the public safety issues
and received their support to on -site security but they voiced concerns about
financial obligations. Property owners were advised of the meeting results and

invited to meet staff to discuss the situation, and that it would be to their best
interest to attend because staff would be making recommendations to the City
Council which could affect them financially. He stated through Ruth Galanter's
Initiative as of January, 1991, Dockweiler Beach will be closed at 10:00 p.m. and
a parking restriction has been placed on Vista del Mar for 10:00 p.m. He has
written Police Chief Darryl Gates asking for an agreement between the two cities
for the El Segundo Police Department to enter those areas to issue citations to
violators, and had a follow up conversation with County Supervisor Deane
Dana's office and was informed they would be looking into the issue to make
sure the area is continuously posted and enforced.
City Manager Cano stated staff and the City Attorney have proceeded with a
basic research on some concerns of Council - specifically conditions as it pertains
to commercial properties west of Imperial Avenue, and will transmit those
findings to the Planning Commission, which recommends eight specific hours of
security - 7 days per week, and other things regarding the parking structures.
Mayor ProTem Dannen requested City Engineer research possibility of installing
a right -turn -only lane at Imperial and Main. He requested copies of all
documentation relating to the public safety issue be forwarded to the Planning
Department and Planning Commission for their review /information. Mayor
ProTem Dannen stated in the future, he would like the Planning Commission to
research the possibility of prohibiting elevators on future hotel /motel designs
which go directly from the basements /parking structures to rooms to avoid the
opportunity of bringing liquor to rooms without being seen.
Councilman Wise asked to include researching the possibility of traffic signal
coordination with the City of Los Angeles. City Manager Cano responded that
he was expecting a written response in two weeks from the City of Los Angeles
regarding the signal coordination and would transmit copies to Council.
Mayor ProTem Dannen reemphasized it was illegal to possess alcohol under 21
years of age, stressing violators be arrested - in the hope of preventing a
reoccurrence of the same incident which recently took place. It was Council's
consensus that this and parental support, could possibly avoid a reoccurrence.
City Manager Cano stated in response to Councilman Clutter's inquiry regarding
RCC's cancellation of calls, through a discussion with the Executive Director, he
was informed that a memo has been distributed to the operators to what is good
judgement for the cancellation of calls -and copies of this memo will be
transmitted to Council.

3. Oral Update on Comprehensive Revenue Generating Program - City Manager
Cano said that a revised copy excluding the confidential material will be available
by the end of the week. Copies will be issued to the Chamber of Commerce,
Library and City Clerks office for public review, and staff will meet with the
press to explain the document.
4. Urho Saari Swim Stadium Update - City Manager Cano said that the swim
stadium is now open for public use; the Official Grand Opening will be on April
6, 1991.
5. Request to Remove Flags - City Manager Cano was requesting permission to
remove the flags due to thefts. Council consensus was to keep the flags up until
first major group of troops come home.

Councilman Clutter - requested discussion on Stop Signs at East Pine and Center Street
be agendized for March 19, 1991.
Councilman West - informed Council that the Recreation and Parks Commission voted
for approval on Golf Course issue at their meeting.
Mayor ProTem Dannen requested copies be transmitted no later than Wednesday
morning to all Councilmembers.
Councilman Wise - requested an FAA Monitoring Update Report; a discussion regarding
the Unified School Districts financial problems, and a prepared report by Police Chief
Meehan regarding the increased crime on the north side of town be agendized on March
19, 1991 meeting.

Reconsideration of Resolution No. 3669 concerning City of Los Angeles
requirement for aviation easements - Mayor ProTem Dannen asked the Noise
Abatement Committee (NAC) to review adopted Council Resolution No. 3669 and
report any recommended modifications. The NAC recommended those
modifications highlighted on the staff report be made to the newly adopted
Resolution No. 3669.
Councilman West asked Mayor ProTem Dannen to explain what the money
eligibility was. Mayor ProTem Dannen responded stating that since he sits on
the LAX Advisory Board he was informed that the funds are almost unlimited,
and the airport was just allowed to place a passenger tax /facility tax and they
have a large amount of money being received - which is estimated at being about
a billion dollars over the next few years.

MOVED by Mayor ProTem Dannen; SECONDEDby Councilman Wise to rescind
Resolution #3669 and adopt Resolution No. 3679. MOTION CARRIED BY
UNANIMOUS VOICE VOTE.
Mayor Jacobson informed Council the new Resolution No. 3679 will be sent to
ANCLUC members with a letter requesting their support.
