1991 JUL 08 CC MINREGULAR ADJOURNED MEETING OF THE EL SEGUNDO CITY COUNCIL MINUTES JULY 8,1991 CALLED TO ORDER at 7:00 p.m. by Mayor Jacobson. PLEDGE OF ALLEGIANCE given by Councilman West. ROLL CALL Councilman West - Present Councilman Wise - Present Mayor ProTem Dannen - Present Mayor Jacobson - Present PUBLIC COMMUNICATIONS Dennis Martin, 435 Sierra Street addressed Council stating he has two tapes which Council may be interested in viewing regarding "Financing Public Library Programs ", and he hopes one of the tapes will assist Council understand the literacy program. He then gave the tape to City Manager Cano. Frank Won& addressed Council stating he would like to speak on a few areas of the FY 91 -92 proposed budget at the end of the last meeting discussing the budget. A. SPECIAL ORDER OF BUSINESS Current Council Seat Vacancy. Councilman Wise stated all of the Councilmembers have discussed the applications but have been unable to agree on one applicant. He stated he was not happy with having to hold an election or the expenses involved, but if it required one - then it needs to be done. Councilman West stated he understood the City could tail onto the County's election in November, and asked the City Clerk if he had an estimate of the expenses involved. City Clerk Hart responded he prefers not giving an estimate, but will state approximately $20,000. Councilman Wise questioned whether this could be on the ballot for the School's election on a Parcel Tax and Board Members. Mayor ProTem Dannen stated he did not foresee any of the Councilmembers changing their decision. Therefore, it should go to an election in order to protect the system; Councilman Wise concurred. City Clerk Hart stated due to the time frame involved, there are two draft resolutions which Council needs to adopt. MOVED by Mayor ProTem Dannen; SECONDED by Councilman Wise to read both resolutions by Title Only. MOTION PASSED BY UNANIMOUS VOICE VOTE. 4/0 City Attorney Dolley read Title Only On The Following Resolutions: RESOLUTION NO. 3700 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, CALLING AND GIVING NOTICE OF THE HOLDING OF A SPECIAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY, NOVEMBER 5, 1991, FOR THE ELECTION OF CERTAIN OFFICERS AS REQUIRED BY THE PROVISIONS OF THE LAWS OF THE STATE OF CALIFORNIA RELATING TO GENERAL LAW CITIES. and, RESOLUTION NO. 3701 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES TO CONSOLIDATE I-1 A SPECIAL MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 5, 1991, WITH THE SCHOOL ELECTION TO BE HELD ON THE DATE PURSUANT TO SECTION 23302 OF THE ELECTION CODE. MOVED by Mayor ProTem Dannen; SECONDED by Councilman Wise to adopt Resolution No. 3700 and No. 3701. MOTION PASSED BY UNANIMOUS VOICE VOTE. 4/0 2. Continued Review and discussion of 1991/92 Annual Budget. Mayor Jacobson stated City Manager Cano has requested discussion of two issues at this time. Mayor ProTem Dannen stated he had five major questions which staff would need to research and report back on, and asked if any other Councilmembers had specific questions prepared for staff at this time. If so, he recommends to submit their questions to staff and continue the meeting to another date, in order for staff to research and be able to address the questions. Councilman West stated he was not in favor of continuing the meeting. Mayor Jacobson stated there were no explanation codes and benefits were not broken down as requested by Council; City Manager Cano responded it would be difficult to break down each position. Mayor ProTem Dannen questioned City Manager Cano if he was prepared to transmit any reports to the Council; City Manager Cano stated he was not, but staff is prepared to verbally discuss the issues. Mayor ProTem Dannen questioned the City Manager if he had any of the explanation codes; City Manager Cano responded staff had spreadsheets, but did not have them available to copy. MOVED by Mayor ProTem Dannen; SECONDED by Councilman Wise that whenever dealing with the budget, no written documentation will be accepted by the Council at the meeting, and it will be transmitted to them in advance for review. Councilman West stated the City had new staff members and he realizes the budget is very important, but the Council should consider staff has spent many hours preparing it. Mayor Jacobson stated it has always been an on -going policy of the Council that staff transmits all written material in advance for their review; Councilman Wise concurred. Mayor ProTem Dannen gave an example and stated this was the purpose of his motion. MAYOR PRO TEM DANNEN CALLED A QUESTION: MOTION PASSED BY THE FOLLOWING VOICE VOTE: AYES: Mayor Jacobson, Mayor ProTem Dannen, and Councilman Wise. NOES: Councilman West. COUNCIL CONSENSUS TO CONTINUE THE MEETING TO JULY 15, 1991 AT 7:00 P.M.
