1991 AUG 27 CC MINADJOURNED MEETING OF THE EL SEGUNDO CITY COUNCIL MINUTES - AUGUST 27, 1991 CALLED TO ORDER at 7:00 p.m. by Mayor Jacobson. PLEDGE OF ALLEGIANCE led by Councilman Wise. ROLL CALL Councilman West - Present Councilman Wise - Present Mayor ProTem Dannen - Present Mayor Jacobson - Present PUBLIC COMMUNICATIONS - NONE A SPECIAL ORDER OF BUSINESS Consideration and possible action for adoption of an urgency interim zoning ordinance for properties generally located East of Sepulveda Blvd. between Imperial Highway and Rosecrans Ave., pursuant to Government Code Section 65858. Kendra Morries, Director of Planning, presented a report to Council stating that recent discussions with the General Plan Advisory Committee (GPAC) coupled with discussions with potential developers and business license applicants has raised issues that staff felt may need to be immediately address by the Council. Specifically the current discussions of the GPAC indicate that they are assessing the possibility of recommending to the Planning Commission and City Council, the redesignation of certain properties east of Sepulveda Boulevard from their current Industrial and Commercial- Manufacturing designations, to a mixed use designation that would seek to promote revenue producing commercial uses. Therefore, staff is recommending the City Council consider adopting an Interim Zoning Ordinance (IZO) pursuant to Government Code Section 65858 which will allow the Council to protect the public safety, health and welfare by adopting as an urgency measure, interim standards that modify or prohibit any uses which may be in conflict with a contemplated general plan - while they address the issues and complete it's study of it's General Plan Revision.
