1991 APR 15 CC MINEL SEGUNDO CITY COUNCIL WORKSHOP MINUTES - APRIL 15, 1991 CALLED TO ORDER at 7:00 p.m. by Mayor Jacobson. PLEDGE OF ALLEGIANCE given by Councilman Clutter. ROLL CALL Councilman Clutter - Present Councilman West - Absent Councilman Wise - Present Mayor ProTem Dannen - Present Mayor Jacobson - Present PUBLIC COMMUNICATIONS - (City Business Only - 5 minute limit) - NONE Mayor ProTem Dannen stated he wished to clarify something for the Public Record prior to going into the Special Order Of Business Item for discussion and /or actions taking place. He asked Deputy City Clerk Lora Freeman if the Clerk's Office had posted the Agenda in a timely manner; Ms. Freeman responded they had; he then asked if the Clerk's Office and the Library Reference Desk had received the agenda back -up material in the proper timely manner; Ms. Freeman responded they did not. Mayor ProTem Dannen asked City Manager Cano if his office delivered copies of the agenda back -up material for public review to the City Clerk's Office and Library Reference Desk in a timely manner; City Manager Cano directed Finance Director Klotzche to answer. Mr. Klotzche responded that his office delivered a copy to the Clerk's Office that morning - 4/15/91 the date of the meeting - but did not deliver one to the Library Reference Desk. Mayor ProTem Dannen recommended under the Brown Act that the meeting be continued to another date without any discussion or action taken by Council. Mayor Jacobson asked Assistant City Attorney Wadden for clarification on the situation of whether they could discuss the issue and not take any action, or if it would be illegal under the Brown Act. Assistant City Attorney Wadden responded they could not take action but would need to check into whether they could discuss the issue. Mayor ProTem Dannen stated he understood that the Council could not even discuss the issue and would leave the room should Council decide to continue, and recommended to continue the meeting to another day. Council continued the meeting to Wednesday, April 24 at 7:00 p.m. A. SPECIAL ORDER OF BUSINESS 1. Continued Discussion: Comprehensive Revenue Enhancement Program. No discussion or action. Continued to April 24, 1991 at 7:00 P.M. PUBLIC COMMUNICATIONS 1. Sub - Committee addressed the Council stating they were available should the Council have anythingthey wish to discuss. Council representatives stated they could meet with the sub - committee members in the West Conference Room. CLOSED SESSION - NONE ADJOURNED at 7:25 P.M. to April 24, 1991 at 7:00 P.M. Ronald L.
