1989 OCT 10 CC MINSPECIAL MEETING OF THE EL SEGUNDO CITY COUNCIL MEETING - OCTOBER 10, 1989- 6:00 PM CALL TO ORDER at 6:00 p.m. by Mayor Jacobson. PLEDGE OF ALLEGIANCE led by Councilman Anderson. ROLL CALL Councilman Anderson - present Councilman Clutter - present Councilman Dannen - present Councilman West - present Mayor Jacobson - present PUBLIC COMMUNICATIONS -(City Business Only- 5 minute limit) Gerhardt Van Drie, resident complained about the lack of notice for this Council Meeting SPECIAL ORDERS OF BUSINESS - HYPERION MATTERS AND DIGESTER IMPACT 1. Authorization to place an ad in the El Segundo Herald Councilman West MOVED, Councilman Anderson SECONDED to authorize staff to place an ad, one time only, in the El Segundo Herald with regard to Hyperion Matters. MOTION CARRIED BY UNANIMOUS VOICE VOTE. 2. Concurrence to close a vublic street 10/14/89. It was the consensus of Council to close Maple Avenue between Hillcrest and Loma Vista. Council urged citizens to attend this neighborhood meeting and observe the impacts of the proposed expansion of the Hyperion Treatment Plant, share concerns and become involved. It was noted that a public address system would be needed as well as portable restrooms. 3. Concurrence to utilize banner across Main Street It was the consensus of Council to incorporate all citizen expertise and designate John Van Hook as the citizen contact. Mr. Van Hook will provide the wording for the banner. 4. Other matters Council discussed "balloon day" and impact of expansion created by the digesters. It was noted that a second profile with balloons be prepared which reflects the impact of the actual construction of the buildings. Mayor ProTem Dannen MOVED, Councilman Clutter SECONDED to direct Mayor Jacobson to call the Los Angeles Public Works and obtain such a demonstration. MOTION CARRIED BY UNANIMOUS VOICE VOTE.
